1 MINUTES OF TIPP CITY EXEMPTED VILLAGE SCHOOL DISTRICT BOARD OF EDUCATION REGULAR MEETING NOVEMBER 28, 2016 The regular meeting of the was held on November 28, 2016 at the Board of Education Offices, 90 S. Tippecanoe Drive, Tipp City, OH. The meeting was called to order by President Frame at 6:34 p.m. The Pledge of Allegiance was led by Boy Scout Colin Maalouf. Roll Call: Absent: Present: Mrs. Frame, Mr. Maus, Mrs. Dunaway, Mr. Spano, Mr. Venters None Dr. Kumpf, Mr. Stevens, Mr. Gingerich, Mr. Pfister, Mrs. Robbins Agenda Modification A motion was presented by Mr. Spano and seconded by Mr. Maus to add agenda item S under New Business Recommend approval of an out of state and overnight trip: AP US History Class Gettysburg, PA Joe Bellas 12/1/16 to 12/4/16 Communications President Frame declared the motion carried with no opposition and added the item to the agenda. A. Capital Conference Carla Frame Mrs. Frame stated that the board members and other school board administrators attended the Ohio School Board Association s 2016 Capital Conference held in Columbus earlier this month. At the December board meeting, each member will give a summary on what they attended. Mrs. Frame also mentioned that the board held a work session on November 13 th while at the conference. The work session covered topics such as a community survey, levies and income tax. There was good discussion on those issues. The board also discussed reinstating district funding for field trip transportation costs so that local grant money could be spent on other areas besides transportation. Mrs. Frame also let everyone know that the recent stadium fundraiser, hosted by Tipp Pride, was very well attended and organized. Superintendent and Assistant Superintendent Reports A. High School Science Teacher Janet Barnard Dr. Kumpf noted the loss of Janet Barnard, a 17 year teacher for Tipp City Schools. She was a wonderful teacher and roll model for our students and she will be missed. A great memorial service was held at the high school yesterday (November 27 th ). Dr. Kumpf also mentioned the OSU attack that occurred earlier in the day and stated that our district would continue to focus on safety drills and trainings.

2 Superintendent and Assistant Superintendent Reports (Continued) B. OSBA Highlights Dr. Kumpf noted that there were some great sessions at the OSBA conference. She attended session on Start Talking!, a state supported program, legal updates, school business partnerships, building design and facilities and Boardman stadium which discussed how their district was able to build a stadium with private funding. C. Qualtrics High School Pilot Dr. Kumpf stated the Qualtrics is an online resource for surveys that we will take advantage of at the high school. This program will allow texting to get information out. We hope to gain a lot of useful information and to see if it will be useful at other buildings. D. Facilities Dr. Kumpf stated that a meeting with OFCC representatives will be held on November 30 th. We will be discussing where we are at this point and our next steps. Mrs. Frame noted that there was a discussion at the work session on renewing the districts two expiring emergency levies and that this will be presented at the December meeting for approval to go on the May ballot. She also stated that income taxes will not be looked into further at this time as the rates for what we need are very large. It was also noted that the Senior Citizens Breakfast would be held at LT Ball on December 16 th. This week also kicks off holiday programs at the buildings. Please call the board office for times. E. Curriculum ELA (English Language Arts) Mr. Gingerich stated that the committee met in November. Their goal is to have a good transition from grade level to grade level. He also informed everyone that Tipp City will be hosting a curriculum vendor fair and it will be held at LT Ball on December 14 th. 13 different vendors are scheduled to present at the vendor fair. Citizen Comments Joe Bellas Tippecanoe High School Teacher Mr. Bellas expressed his gratitude for those that attended Janet s service. She was a pleasure to work with. Mr. Bellas informed the board about his annual Gettysburg Trip for his Advance Placement US History Class. The trip will be held on December 1 st though the 4 th. There are 31 students and 12 adults that will be attending. Faculty going the trip includes Mr. Bellas, Mr. Oakes, Mr. Morris, Mr. Kimmel and Mr. Bonifas. He issued an open invitation to the board members to attend in the future. He also stated that he is the guide and that he is a civil war reenactor. We get fee waivers for the tours. Mrs. Frame is a past chaperone and she expressed how wonderful the trip is.

3 President s Comments A. Miami Valley Career Technologies Center position Mrs. Frame discussed the qualifications for the position and that the application deadline is December 2 nd. Ratification of Minutes A motion was presented by Mr. Spano and seconded by Mrs. Dunaway to recommend approval of the Regular Meeting minutes from October 24, 2016, as amended, and the Work Session minutes on November 13 th, Treasurer s Report Old Business President Frame declared the minutes approved A motion was presented by Mr. Maus and seconded by Mr. Venters for approval of the monthly financial report. 6 New Business (Continued) A motion was presented by Mr. Spano and seconded by Mr. Maus for approval of the Resolution with Gateway Plastics Inc., Abatement Agreement and waiving the notice requirement. Mr. Brad Vath, Assistant City Manager for Tipp City spoke to the board and said that he appreciates the board s decision on the issue. He further stated that the city would vote on the issue at their December 5 th meeting and the County would vote on December 15 th A motion was presented by Mr. Venters and seconded by Mrs. Dunaway for payment to the following non stipend coaches, who were all previously Board approved. Payment is made through fundraising dollars by sport and are noted as not to exceed. VOTE: Yeas: Mrs. Frame, Mr. Spano, Mrs. Dunaway, Mr. Maus, Mr. Venters A motion was presented by Mr. Spano and seconded by Mr. Maus for approval to purchase a District gym floor covering system from Covermaster, Inc. for $10,529.94, out of Permanent Improvement funds. Mr. Pfister answered questions about the old tarps and the new system A motion was presented by Mrs. Frame and seconded by Mr. Maus for approval of the updated Facility Use Fee Schedule. Looking to do all three on Monday January 9 th starting at 5:45pm A motion was presented by Mr. Spano and seconded by Mr. Maus for approval to Adjourn to executive session for purposes authorized under Board of Education Policy 0166 and ORC121.22(G)(8) to consider the investigation or complaints against a public employee or official. President Frame declared all five members adjourned into Executive Session 7:50 p.m. President Frame declared all five members returned from Executive Session at 9:05 p.m.
