1 Community Unit School District No So. 11 th Street Warsaw, Illinois Phone REGULAR MEETING BOARD OF EDUCATION 7:00 P.M., October 15, 2014 The Regular Meeting of the Community Unit School District #316 Board of Education was called to order at 7:01 p.m. on October 15, 2014, by President Steve Lucie. The Pledge of Allegiance was recited. On roll call: Mr. Harness, here; Mr. Jones, here; Mr. Jacquot, here; Mrs. Thurman, absent; Mr. Heisler, absent, Mr. Baumann, here; Mr. Lucie, here. Public Comments to the Agenda Items - 1. Lowell Yates with Gray Hunter Stenn, LLP. was present to go over the FY14 Annual Financial Report. Mr. Yates complimented current bookkeeper Mel Longenecker, and past Bookkeeper Maxine Congdon for the tremendous job they have done over the years. A motion was made by Mr. Harness, seconded by Mr. Jacquot, to approve the Agenda. A voice vote was taken, and the motion passed. A motion was made by Mr. Jacquot, seconded by Mr. Jones, to approve the Regular and Executive Minutes of September 17, 2014, and September 24, 2014, and open the Regular Minutes to the public. The motion also includes payment of the September 2014 bills, financial report, and treasurer s report presented at the October 15, 2014 meeting. On roll call: Mr. Jones, yes; Mr. Jacquot, yes; Mrs. Thurman, absent; Mr. Heisler, absent; Mr. Baumann, yes; Mr. Harness, yes; Mr. Lucie, yes. The motion passed. Encouraging Words -. None Administration Report - Mr. Froman reported: 1. Mr. Froman informed the Board that they are making the move to a standards based report card in the lower elementary grades. Jennifer Lucie was present to

2 discuss where they are in this process, and where they are heading. 2. Mr. Froman congratulated Josie Back, Kole Baumann, and Abbie Moore for making the ILMEA All District Elementary Chorus. They will perform at the ILMEA Festival in Macomb on November 1 st. 3. Mr. Froman reported that fourteen students were September Titan Trio winners. They will be treated to a movie and popcorn in the MMR. 4. Mr. Froman congratulated Aaron Devericks for winning the School Mall fundraiser drawing. The fundraiser provides most of the funds to pay for all of our Titan Trio prizes and trips. As the winner of the drawing, Aaron won an IPAD mini. 5. Mr. Froman thanked Martha Winkler and Kim Nagel for working in the high school office during the transition time with the new high school secretary, Tracy Climer. Mr. Froman also thanked Tracy for doing such a wonderful job in a tough situation. She has gone above and beyond to make the office and school run smoothly, he said. 6. Mr. Froman reported that Mrs. Ison s Zoology class took their annual electro-fishing trip with Jim Lamer of Kibbe Life Science Field Station. 7. Hancock County Sheriff Deputy Josh Smith visited Mrs. Finch s health class this week. He spoke to the students on the dangers of illegal drugs and how to identify those who might be drug abusers. He also talked to them about the most current drug trends and the slang terms used for those drugs. A follow up presentation is scheduled with Deputy Travis Duffy who specializes in drug enforcement in the county. 8. The WHS Marching Band received 1 st place finishes in both parade and field show competitions at Clark County Parade of Champions on Saturday, October 11 th. They also brought home the People Choice Award and Keaghan Shacklett received best drum major for the field show competition. 9. IMEA Auditions were held on Monday, October 13 th. Mr. Froman congratulated Cassie Bauman and Ariel Clough for making the IMEA all-district band and to Justin Roskamp for making the all-district chorus. All three will perform at the festival on November 1 st. 10. Mr. Froman reported that the Girls Golf advanced as a team from Regionals by placing 2 nd and competed at the Sectional level. Katie Schafer was a member of

3 the team. Superintendent s Report 11. Ben Schaefer advanced as an individual from Regional s to compete in the Sectional Boys Golf. 12. The WHT Volleyball team celebrated Senior Night on October 14 th. 13. The WHT Football Team has won 3 games this year. Homecoming Parade and Dance went very well. 14. Cross Country members Aleetha Mulch, Emily Lucie and Ariel Clough have received many medals this season. The team placed third in the Macomb Co-Ed Invitational. They will be running in the WCC meet and Regionals next week. 15. WHS will be hosting the Wrestling Regional on February 7 th which we have never done before and looking forward to the challenge. We were also asked to host the Boys Basketball Regional s that will take place February 23 rd 28 th. This of course is a huge undertaking, but is good for WHS to get to showcase our facility. 16. The NC Junior High Baseball team won the Regionals. 1. Mr. Gound complimented the WHS Marching Band on the fine performance and their 1 st place finishes at Clark County. 2. Mr. Gound complimented Todd Hardy and everyone who helped him for the great job they did getting the football field ready. 3. Mr. Gound complimented Debbie Bavery, Molly Maxstadt, and the WHT Basketball Cheerleaders for the decorations in the Senior hallways. 4. Mr. Gound reminded the Board that nomination papers are available now at the Hancock County Clerk s Office in Carthage. Circulation may begin on September 3, The filing period is December 15, 2014 through December 22, Nomination papers MUST be filed at the Hancock County Courthouse, Election Department, First Floor. 5. Mr. Gound reported on the IASA Superintendents Conference: a. TRS Cost Shift - $669,000 b. State Finances Categorical payments 4 payments 1. SPED - $12,981 or $25, SPED Private Tuition - $2,408 or $4, SPED Personnel - $19,909 or $39, Driver Ed - $2,081 or $4, Transportation Regular - $20,831 or $41, Transportation Special - $12,151 or $24, Total - $70,361 or $140,722

4 c. PERA Teacher Evaluation 1. Implementation Fall d. Senate Bill 16 Would change funding formula 1. Warsaw CUSD #316 Would gain $171, Not likely to advance this Fall. 6. First Quarter ends on Friday. Board Discussion and Action 1. Parent Teacher Conference October 23 rd and October 24 th. A motion was made by Mr. Harness seconded by Mr. Baumann, to approve the audit report as presented. On roll call: Mr. Jacquot, yes; Mrs. Thurman, absent; Mr. Heisler, absent; Mr. Baumann, yes; Mr. Harness, yes; Mr. Jones, yes; Mr. Lucie, yes. The motion passed. A motion was made by Mr. Jones, seconded by Mr. Lucie, to approve the list of students to graduate Mid Term as listed. Melissa Atterberg, Tori Daniels, Abby Dusenberry, Bekka Gerhardt, Kelsey Gilbert, Alyssa Lum, Dakota Miller, Taylor Price, John Ruffcorn, Emmett Skog, Kaitlyn Snyder. A voice vote was taken, and the motion passed. A motion was made by Mr. Jacquot, seconded by Mr. Harness, to approve the second and final reading of policy updates and revisions. A voice vote was taken, and the motion passed. A motion was made by Mr. Baumann seconded by Mr. Jacquot, to approve the Amendment to the 10 Year Health Life Safety Survey. On roll call: Mr. Baumann, yes; Mr. Harness, yes; Mr. Jones, yes; Mr. Jacquot, yes; Mrs. Thurman, absent, Mr. Heisler, absent; Mr. Lucie, yes. The motion carried. Jeff Harness and Steve Lucie were appointed to the District Finance Committee. Future Meetings: November 19, :00 p.m. Special Board Meeting/Budget Hearing A motion was made by Mr. Jacquot, seconded by Mr. Jones to enter into Executive Session at 8:36 p.m. for the purpose of Resignations, Employment, Appointment, Dismissal of Employees, Student issues, and Collective Negotiations. On roll call: Mr. Jacquot, yes; Mrs. Thurman, absent; Mr. Heisler, absent; Mr. Baumann, yes; Mr. Harness, yes; Mr. Jones, yes; Mr. Lucie, yes. The motion passed. A motion was made by Mr. Jacquot, seconded by Mr. Baumann, to exit Executive Session at
