1 ACADEMIC SENATE FACULTY AFFAIRS COMMITTEE FAC 6 amended Nov 27, 2018 TO: FROM: The Academic Senate Faculty Affairs Committee SUBJECT: FAC 6 amended: New academic calendar for AY19-20 and AY 20-21, Summers , and Winter Intersession PURPOSE: ACTION REQUESTED: For adoption by the Academic Senate That the Academic Senate adopt these proposed academic calendar, upon signature of the President BACKGROUND INFORMATION: On April 2 nd 2018, FAC was informed that part of the 10-year academic calendar with new semester dates was out of compliance with system-wide policies [see CSU HR ], and another part of our calendar may have unintended consequences for faculty that take leave in the first week of January. With the limited time left in AY17-18, FAC revised the AY18-19 calendar to avoid those issues, and began revising the calendars for AY19-20 and in the Fall of The goal of FAC was to propose similar calendars for the next two academic years (including Intersession Winter 2019, and Summers 2019, 2020 & 2021), and we here propose calendars that address academic needs, while also acknowledging constraints due to Chancellor Office rules, faculty contract rules, and holidays. 1. The CSU specifies a minimum of 170 total days including both Faculty Instructional Days and Faculty Duty Days (when faculty are working, but classes are not being held). 2. The CSU also requires that the first pay period for new faculty may not exceed 45 days (from first instructional or duty day through Sept 30, including weekends). Consequently, neither duty days nor classes may start before Aug 17. FAC proposed adding an intersession Jan 2-18, 2019, which comprises the maximum number of days possible between the New Year Holiday and the weekend before the Spring semester. Intersession classes could be scheduled during any of these days. Summer session 2019 Instructional Days are Mon, June 3 to Fri, July 26 (39 days not including July observation of Independence Day), followed by a weekend then 6 Duty Days, a Sunday, then 2 Duty Days Mon and Tue when grades are due (total 8 duty days). The proposed academic calendar for AY19-20 has the minimum 170 total days, including 146 Instructional Days (72 in Fall, 74 in Spring), and 24 Duty Days. The first day of classes would be
2 Tue, Aug 20 (the Fall Convocation & college meetings could be held Monday). Not scheduling classes on Monday will result in only 12 meetings for Mondays classes (because of two holidays falling on Mondays), and 15 meetings for Tues-Fri classes. Although FAC considered holding classes after Convocation during the afternoon Mon Aug 19 to bring Monday-only classes up to 13 meetings, we decided against this because if classes meet Monday afternoon, students are likely to expect administrative and academic office staff to be available Monday morning. Since staff are invited to attend Convocation, this would lead to a conflict in which staff would be expected at two locations at once. Back to the Bay could be scheduled Fri Aug 16, on a non-duty-day as done previously. Final grades will be due Dec 17, the Tues after finals week. The final duty day of Fall will be December 20. Spring semester will start Tues Jan 21, 2020, the day after MLK holiday (just as scheduled in 2019). There are Duty Days on Saturday May 9, and Saturday May 16 (for Commencement). Grades are due Tue May 19, followed by 3 Duty Days that could be used for assessment and planning, and the semester ends before Memorial Day weekend. Summer session 2020 Instructional Days are Mon, June 1 to Fri, July 24 (39 days not including July 3 observation of Independence Day), followed by a weekend then 6 Duty Days, a Sunday, then 2 Duty Days Mon Aug 3 and Tue Aug 4 when grades are due (total 8 duty days). The proposed academic calendar for AY20-21 also has the minimum 170 total days, including 146 Instructional Days (72 in Fall, 74 in Spring), and 24 Duty Days. The first day of classes is Tue, Aug 18, with the Fall Convocation on Monday Aug 17. Back to the Bay could be scheduled Fri Aug 14, on a non-duty-day as done previously. There is 1 holiday falling on a Monday, so Monday-only classes with meet only 13 out of 15 weeks. There is also 1 holiday falling on a Wednesday. Summer session 2021 Instructional Days are Tue, June 1 to Fri, July 23 (38 days not including Mon July 5 observation of Independence Day), followed by a weekend then 6 Duty Days, a Sunday, then 2 Duty Days Mon Aug 2 and Tue Aug 3 when grades are due (total 8 duty days). Based on feedback over AY18-19, we will assess the effectiveness of our semester calendars, and will propose a 7-year calendar that will span sufficient time to plan for re-accreditation. The committee voted by in favor of sending the proposal to Excom meeting Nov 27, with a request that it be expedited and put on the next Senate agenda for Dec 4. There the chair of FAC will request a waiver of the first reading to have these calendars passed in time for the registrar to plan for Fall 2019.
