3 ROLL CALL The Lima City Board of Education met in a regular session on February 6, 2014 at 6:30 p.m. at Lima North Middle School, located at 1135 N. West Street, Lima, Ohio with Mr. Dennis Williams, President presiding and with the following members answering roll call: Mr. Dennis Williams, President Mr. Michael Ley, Vice President Mrs. Alicia Anderson Mr. Randall Lee Hunter Ms. Catherine Kouns Born, arrived at 6:45 pm APPROVAL OF AGENDA The recommendation to approve the agenda was made in a motion made by Mrs. Anderson and seconded by Mr. Ley. Yeas: Williams,Anderson,Hunter,Ley Nays: None
4 EXECUTIVE SESSION It is recommended that the Lima City School Board of Education enter into Executive Session to discuss negotiations. The recommendation to enter into Executive Session was made in a motion made by Mr. Hunter and seconded by Mrs. Anderson. Yeas: Williams,Anderson,Hunter,Ley Nays: None The Lima City School Board of Education entered into Executive Session at 6:35 PM. The Lima City School Board of Education concluded Executive Session at 6:51 PM. HEARING OF THE PUBLIC Anyone may address the Board one time per regular or special meeting for no more than five minutes on a given topic. No one came forward at this time. APPROVAL OF THE MINUTES "Are there any corrections or objections to the minutes of the regular meeting? If not, we will waive the reading of the minutes. May I have a motion for approval?" The recommendation to waive the reading of the minutes from the regular meeting held January 23, 2014 and the special meeting held January 31, 2014 was made in a motion made by Ms. Kouns Born and seconded by Mrs. Anderson. 5 APPOINTMENT OF ALL PERSONNEL WILL BE SUBJECT TO THE POSSESSION OF PROPER CERTIFICATION, THE COMPLETION AND ACCEPTABLE REVIEW OF AN OHIO BUREAU OF CRIMINAL IDENTIFICATION AND INVESTIGATION REPORT, AND A FEDERAL BUREAU OF INVESTIGATION REPORT. 14 RECOMMENDATION TO APPROVE GRADUATE KAYLA MICHELE AUDIA SY 13/14 It is recommended that the Lima City Board of Education approve Kayla Michele Audia as a graduate for the school year as having met credit requirements. The recommendation to Approve Graduate Kayla Michele Audia sy 13/14 was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None RECOMMENDATION TO TO REIMBURSE BLAKE FITCH FOR MILEAGE. It is recommended that the Lima City Board of Education reimburse Blake Fitch for mileage at the rate of.56 cents per mile from South to Unity for tutoring support for a 3rd grade student at Unity for sy 13/14. The recommendation to To Reimburse Blake Fitch for Mileage. was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None RECOMMENDATION TO APPROVE MEMORANDUM(S) OF UNDERSTANDING It is recommended that the Lima City Board of Education approve the memorandum(s) of understanding for the school year due to the necessity to make up calamity days. The memorandum(s) of understanding are between the Lima City School District Board of Education and the following: The Lima Congress of School Administrative Personnel The Lima Education Association The Ohio Association of Public School Employees Local 137 The Ohio Association of Public School Employees Local 306 The Ohio Association of Public School Employees Local 443 The recommendation to Approve Memorandum(s) of Understanding was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. 15 RECOMMENDATION TO APPROVE DELAY TESTING DATES RESOLUTION It is recommended that the Lima City Board of Education approve the following resolution: WHEREAS, the Ohio Department of Education has scheduled OAA tests as follows: Spring Administration Monday, April 21 through Friday, May 9, 2014 (Data file ready for download on June 15, 2014; reports due June 30, 2014) Grade 3 Reading and Mathematics Grade 4 Reading and Mathematics (Writing is suspended for this year) Grade 5 Reading, Mathematics and Science (Social Studies is suspended for this year.) Grade 6 Reading and Mathematics Grade 7 Reading and Mathematics (Writing is suspended for this year) Grade 8 Reading, Mathematics and Science (Social Studies is suspended for this year.) WHEREAS, Lima City School students (along with many other students in Ohio) have been out of school more than they have been in school after a two week Christmas break due to inclement weather; and WHEREAS, these upcoming high-stakes tests have an incredible impact on our school report card; and WHEREAS, students and teachers need more time to appropriately and sufficiently prepare for these tests in order for students to perform to the best of their ability; NOW THEREFORE, BE IT RESOLVED, that the Lima City Board of Education requests the Governor of the State of Ohio to work with the Ohio Department of Education to push these testing dates back two weeks. The recommendation to Approve Delay Testing Dates Resolution was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None
16 RECOMMENDATION TO APPROVE THE NEGOTIATED AGREEMENT WITH LCSAP It is recommended that the Lima City Board of Education approve the Negotiated Agreement with the Lima Congress of School Administrative Personnel for the period beginning July 1, 2013 and ending June 30, The recommendation to Approve The Negotiated Agreement With LCSAP was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None RECOMMENDATION TO APPROVE AFFILIATION AGREEMENT WITH WRIGHT STATE UNIVERSITY It is recommended that the Lima City Board of Education approve the affiliation agreement with Wright State University Education Department to provide sites for student teaching and other field-based teacher experiences for the school year. The recommendation to Approve Affiliation Agreement With Wright State University was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None RECOMMENDATION TO APPROVE NURSING AGREEMENT WITH JAMES A. RHODES STATE COLLEGE It is recommended that the Lima City Board of Education approve the agreement between the Lima City Schools and James A. Rhodes State College for students in nursing to provide sites for clinical education experiences for the school year. The recommendation to Approve Nursing Agreement with James A. Rhodes State College was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None
17 RECOMMENDATION TO APPROVE CLINICAL AFFILIATION AGREEMENT WITH DEFIANCE COLLEGE It is recommended that the Lima City Board of Education approve the affiliation agreement with Defiance College Nursing Program to provide sites for clinical education experiences for the school year. The recommendation to Approve Clinical Affiliation Agreement With Defiance College was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None RECOMMENDATION TO APPROVE SERVICE CONTRACT It is recommended that the Lima City Board of Education approve the service contract between the Lima City Schools and Andrea Guice as data analyst for Closing the Achievement Gap for students at Lima West 7/8 Middle School. The contract is to be completed by June 1, The recommendation to Approve Service Contract was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None RECOMMENDATION TO TERMINATE SUBSTITUTE CUSTODIAN It is recommended that the Lima City Board of Education terminate substitute custodian Joshua Ridenour effective 1/17/2014. The recommendation to Terminate Substitute Custodian was made in a motion made by Mr. Hunter and seconded by Ms. Kouns Born. Nays: None
