52 Keystone Area Education Agency History Senate File 1163 was passed into law in 1974 establishing a new system of financing and delivering educational services for the children of Iowa. This system included the establishment of fifteen area education agencies. On July 1, 1975, the AEAs replaced the former county and joint county school systems. The programs of most AEAs were organized into three divisions for the first thirteen years of their existence. Beginning with the school year, Keystone AEA had two divisions: Instructional Services and Special Education Services. Each of the nine AEAs is governed by a Board of Directors elected by local school boards. Keystone AEA s nine-member board is the policy-making body, with powers and duties determined by state laws and guidelines. Today, the AEAs work in partnership with schools, teachers, administrators, and parents to provide quality education to the children of Iowa. Divisions The Special Education Division is mandated by state and federal law to identify and provide special education support services to all entitled students with disabilities. The Division provides services in the areas of speech and language, hearing, school social work, psychology, Early ACCESS and preschool services, physical and occupational therapy, transition services, support for families, and special education consultation in providing instruction to students who are eligible for special education services. The Instructional Services Division provides professional learning opportunities, school improvement services, technology integration consultation, curriculum consultation, access to online resources, cooperative purchasing, printing services, and twice a week van delivery of classroom and professional learning materials. Keystone AEA Offices Our primary administrative offices are located in Elkader. This facility also houses Special Education and Instructional Services division offices. A field office for Instructional Services is located in Dubuque. Sector offices for Special Education are located in Decorah, Dubuque, and Oelwein; field offices are located in Delhi, Elkader, New Hampton, Waukon, and West Union.
