1 Bihar The land of enlightenment Praising the Patna University, Prime Minister Modi said that this university had made a big contribution to the present standing of our country. Senior officials of civil service in every state have had their education in the Patna University. Bihar tour of Prime Minister Narendra Modi Prime Minister Narendra Modi visited Bihar in the month of October. During this visit, he participated in the centenary celebration of Patna University. A grand welcome was accorded to the Prime Minister in the centenary celebration organized in Patna Science College. On this occasion, Deputy Chief Minister Sushil Kumar Modi said that this university had imparted education from Lok Nayak Jay Prakash Narayan to several other luminaries, who made names for themselves in the country and the world. Chief Minister Nitish Kumar said that once it used to be a matter of pride to get admission to this university. Thanking Prime Minister Modi, he said he is the first prime minister to have come to a celebration in the university. Besides several dignitaries many former students also attended the centenary celebration. Praising the Patna University, Prime Minister Modi said that this university had made a big contribution to the present standing of our country. Senior officials of civil service in every state have had their education in the Patna University. This institution is a proof of this that the seeds that had been sown a hundred years ago have produced many big personalities. On this occasion, he praised the Chief Minister Nitish Kumar for efforts being made for development of Bihar. Prime Minister later went to Mokama where he laid foundation of and inaugurated several projects. Expressing resolve to make Bihar a developed state in the next five years, he announced several projects worth crores of rupees. Prime Minister Modi said that the state and the Central governments will together make all possible efforts for development of Bihar. 3 3 3 Editorial The people associated with Bihar Foundation were planning to launch a monthly newsletter since a long time, which could provide a factual account of that month s positive activities in Bihar; an account, which could encourage them to be emotionally attached to the social-cultural and economic mainstream of Bihar. At the same time, it is a natural feeling for any immigrant to be attached to ones roots and heritage. The mainstream media, because of its inherent characteristics, is unable to highlight those points to the non-resident Biharis, which would make them feel very proud of their heritage. Even though, there is no dearth of such initiatives, every day, every week and every month in Bihar, what is required is to preserve such efforts. Bihar Foundation took this step around two years back through social media. This newsletter was the second important step taken in the same direction. It helped non-resident Biharis to connect to each other, to their roots and to the positive energy flowing in Bihar. The third and the most critical of these steps is to also write about its soft power - language, art, music, painting, food and such binding constituents - in an e-magazine so that people develop self pride and a stronger sense of identity. 4 4 On this occasion, Chief Minister said that many ills in the society can be ended by eradication of child marriage. He said that he would get the whole of Bihar liberated from evil practices like child marriage and dowry system. Chief Minister made an announcement that a human chain would be formed in the entire state in support of the drive against child marriage and dowry system next year on January 21. Chief Minister said that he was confident that this drive would result in a decline in cases of child marriage and dowry within a year and the picture of Bihar would change. He said when the dowry system ends Bihar would rank very low in respect of crimes against women. A big change would come about in the society. _ Chief Minister Nitish Kumar dedicates to people Bihar Museum Chief Minister Nitish Kumar recently inaugurated Bihar Museum. On this occasion, he said that the history and arts of the state are alone our capital. Only after realizing this, can work be done for a golden future. A museum with high-tech capacity was needed for preserving our heritage. He said that people from the country and abroad will come to view this and it would develop tourism. For building it, advice has been taken from people of international repute. Recalling history of Bihar, Chief Minister said that Lord Mahavira was born here, Mahatma Buddha attained enlightenment here, birth place of Guru Govind Singh is also here and the world renowned universities of Nalanda, Vikramshila and Telhara were also here only. Even today Bodh Gaya, Pawapuri, Rajgir and Patliputra etc., are dotted with our heritage. The state has had a glorious history and objective of doing all this is to revive that glory. He said that Bihar and Patna museums would be developed in an equal measure and there would be no discrimination between them. Patna Museum will have exhibits of the pre era and those of the later period will find place in Bihar Museum. On this occasion, several dignitaries including Deputy Chief Minister Sushil Kumar Modi were present. Deputy Chief Minister Modi said that only those with a heritage have a museum. Citing example of America, he said America does not have heritage and culture of its own and, therefore, there is no museum over there. Agricultural Road Map of Bihar to be Issued soon Chief Minister Nitish Kumar announced in a programme recently that an agricultural road map for is being prepared for augmenting income of farmers. He said that a

5 5 5 big population of the state is dependent on agriculture. It is the goal of the government to increase the income of farmers. He said that in our view a farmer does not mean only an owner dry and moist garbage in these. People will hand over the garbage to those collecting garbage from house to house who will separately gather and send it to the plant. From this fertilizer, Patna Municipal Corporation will get an income of Rs.1500 per tonne. High-tech lab to be set up in IGIMS with Rs. five crore of land, but each one of those who work on agricultural land. That there should be Bihari item on the plate of every Indian is our goal. Organic fertilizer to be made from moist garbage in Patna Corporation area Under efforts to make capital city of Patna clean and beautiful, stress is being laid on waste management. Under it, a scheme is being started to make organic fertilizer from moist garbage coming out of Patna Corporation area. For this, on an experimental basis, garbage would be collected from 10 thousand houses of four wards. The fertilizer would be made in a shed of ten thousand square feet in Beur area of Patna. Five tonnes of organic fertilizer would be made every day. DPR of the organic fertilizer plant has been prepared and work on it is expected to begin soon. A high-tech lab of national standard will be set up in Indira Gandhi Institute of Medical Sciences (IGIMS) in the state capital, Patna. Its establishment will cost Rs. five crore. In this lab, tests relating to serious diseases of liver, heart and kidney will be done. This lab is expected to be ready in a year. According to the institute management, work was so far being carried out in a small lab. But tests in future are not possible in that. Liver transplant is being started in the institute from December. After this, it is also proposed to start heart transplant from March next year. A high-tech lab is needed for both. In view of this, it is being set up. Now patients of the state will not have to go outside for tests of a serious nature. Rajma cultivation in 12 blocks of Patna Under solid waste management, 10 thousand small dustbins of blue and green colours will be distributed in four wards of the capital city, Patna. People will separately dump Rajma cultivation will be undertaken for the first time in 12 blocks of Patna district from the current rabi season. For this, seeds would be made available in the blocks. For rajma cultivation, blocks with sandy and domat land have been selected. For the first time a target of rajma cultivation over 140 acres of land has been fixed in Patna district.

6 6 It is planned by the agriculture department that rajma should be sown by October along with rabi crops. On its getting ready with rabi crops, fields would become available for "garma" crop. For this, it is planned to make available seeds, fertilizer and pesticides at subsidized rates to farmers. The agriculture department plans to encourage rajma cultivation because it fetches better price in market compared to other pulses. Farmers would be able to earn more profit from this. Patna Haat on the pattern of Delhi Haat Patna Haat-The Art Village was organized in Gandhi Maidan of Patna recently. In 34 stalls, cultural heritage and artefacts of Bihar were exhibited. It was built on the pattern of Delhi Haat. Here people can come with family and get information about artefacts of the state. Here, people can also do shopping for decorating their homes. Eight cities in state to get Amrit water Clean water would be made available round the clock to about 1.03 lakh families in eight cities of the state. For this, work has been started from the Bihar Rajya Jal Parishad side under the Atal Navikaran and Shahari Parivartan Mission (Amrit). Under this, pure water will be supplied round the clock to the people in the municipal areas of Ara, Bagaha, Biharsharif, Hajipur, Jehanabad, Kishanganj, Motihari and Sasaram. Bihar Rajya Jal Parishad has prepared DPR for this and sent it to a state level technical committee for approval. Water towers will be built in these cities for round the clock water supply. Water connection will be given to each house through a pipeline. There would be an online arrangement for keeping watch on the process of water supply. This would enable prompt action in the event of any problem in supply anywhere. A meter will be installed in each house from which it would also be possible to get information about water consumption by a family. According to officials, water to be supplied will be tested in a state level water lab. This water would be of the standard set by the WHO. In it, artefacts of handloom, handicrafts and architecture were available for sale. Along with Madhubani paintings, Bhagalpur silk, bamboo craft, manjusha craft, terracotta, bangles and wristbands of lac etc., handloom and handicraft products of Gujarat, Rajasthan, Madhya Pradesh and Himachal Pradesh were also available. World Religion Conference Organized in Bihar A world religion conference was recently organized at Chandwa in Bhojpur district of Bihar. Chief Minister Nitish Kumar also participated in it. On this occasion, he said that Bihar has since the beginning shown the path of religion to the world and it would continue doing so in the future too. He said that Bihar government is working for material as well as social development. Decisions like those for ban on sale and consumption of liquor have been taken for social welfare. Now the government is conducting a drive against child marriage and dowry system.

7 7 7 Government would strengthen traditional industries Chief Minister Nitish Kumar recently chaired a meeting of the udyami panchayat. In this meeting, the Chief Minister said that there are a lot of employment possibilities in the areas like handloom, power-loom and silk. He said that these areas will be further strengthened. There are immense employment possibilities in silk sector through means of livelihood. For tasar industry, 661 units of equipment have been given to women. Representatives linked to different trades were present in the meeting. Chief Minister said that the government wants to strengthen traditional industries for securing employment to the maximum number of people. He stressed the need to attract consumers towards these industries. Planes would fly round the clock from Patna Airport Planes would start flying round the clock from Patna Airport from March next year. Airport Authority of India made an announcement to this effect recently. At present, flights remain suspended during nights. Meanwhile, a layout plan for the terminal building of Patna Airport has been selected. It was selected in a meeting between the Civil Aviation Minister Ashok Gajpati Raju and Chief Minister Nitish Kumar. Architecture of the terminal building will display Mithila paintings and ruins of Nalanda. The selected layout has a design of a two-storey building. The entire building would be constructed over an area of 57 thousand square metres and its annual capacity would be 45 lakh passengers. Four new boarding counters have been opened at Patna Airport for the convenience of passengers. As a result, passengers will not have to wait in long queues. ****

8 8 Key decisions taken by the Nitish cabinet in the month of October Cabinet decided to make a one per cent increase in the dearness allowance of state government employees, while it approved revised pension for pensioners on the basis of the recommendations of the seventh pay commission. Cabinet also approved a proposal to amend the Bihar Municipal Ward Samiti, Community Participation Rules, A proposal for approval of the Mukhyamantri Adarsh Nikaye Protsahan Yojana was accepted by the cabinet. The cabinet also approved a proposal to declare Singhia under Samastipur district as a nagar panchayat. The cabinet approved a proposal for expenditure of Rs crore for providing an egg or a seasonal fruit once a week to students as supplementary nutritional food under the midday meal scheme. A proposal for reorganization of the administrative structure of the Bihar State Food and Civil Supplies Corporation and 1281 posts was approved by the cabinet. It accepted a proposal for approving the Bihar Land Mutation Rules, The cabinet also approved a proposal for empowerment of the handicapped under section 66 of the 2016 law for their rights. The cabinet approved the new minor mineral rules, 2017 for minor minerals. The cabinet accepted a proposal for reservation to the handicapped in admission to the appointment and training institutes for government services. A proposal for creation of new posts for upgrading up to the 12th standard in 13 newly approved residential schools under the scheduled caste and scheduled tribe welfare department was also accepted by the cabinet.
