1 KENYA: ELECTORAL VIOLENCE 29 February 2008 The Kenya Red Cross Society s mission is to build capacity and respond with vigor, compassion and empathy to those affected by disaster and at risk, in the most effective and efficient manner. It works closely with the International Federation of Red Cross and Red Crescent Societies, which is the world s largest humanitarian organization and its millions of volunteers are active in over 185 countries. This Operations Update (no. 31/2008) reflects the information available at this time. Appeal History: On 4 th January 2008, the Kenya Red Cross Society issued a Preliminary Appeal No. 1/2008 for Ksh 957,127,906 (US$ 15.4 million) to assist 500,000 beneficiaries for one (1) month. For support to or for further information concerning the Kenya Red Cross Society programmes or operations, or for a full description of the Society s profile, please access the Kenya Red Cross Society Website at or the Federation s Website at Operational Summary In North Rift, the Kenya Red Cross and various stakeholders held a camp management meeting and emphasized the need to consolidate the smaller camps into the bigger ones. It was agreed that the seven major camps shall be Eldoret and Kitale ASK show grounds, Timboroa, Burnt Forest, Turbo, Noigam and Endebess. This is to be implemented in stages. Kenya Red Cross has noted that a plan to counter the rainy season in all camps in terms of tarpaulins and drainage systems is required. The short rains season has been pouring in areas that are accommodating Internally Displaced People (IDPs) countrywide and are causing certain challenges. With a peace deal signed between the two main political parties in Kenya taking root, it is expected that many IDPs will return back to their homes. Kenya Red Cross, together with its partners, is in the process of looking into the new political development in Kenya to plan appropriately. Situation The international community welcomed a power-sharing agreement signed between Kenyan President Mwai Kibaki and Hon. Raila Kibaki, the two protagonists, on 29 th February This concludes 41 days of intense political mediation efforts spearheaded by eminent personalities led by former United
2 Nations Secretary General Koffi Annan, and the beginning of a new chapter of peace among Kenyans. The deal is expected to be enshrined in law once Parliament is reconvened in early March Mr. Annan is expected to depart Kenya on 2 nd March 2008 and return only when he is required. Mr. Annan was assisted in the mediation effort by former Tanzanian President Hon. Benjamin Mkapa and Nelson Mandela s wife Madame Graca Machel. With the signing of the deal, it is hoped that IDP camps will close and IDPs will return back to their homes within the next few weeks or months. The security situation in Nyanza/Western Region is generally calm. More IDPs are still coming to Kisumu, Migori, Kisii, Nyando and Kericho. At the same time, more IDP camps are being closed down because a number of IDPs are relocating further to their rural homes. Red Cross Action objectives and progress Goal: To provide emergency relief services to 500,000 people to mitigate the impact of post-election conflict. Objective 1: To provide Non-Food items to IDPs as a result of election violence. Progress Kenya Red Cross Nyanza Regional office distributed 10,398 non-food items comprising blankets, mosquito nets, jerricans, bars of soap, sanitary pads, kitchen sets, tarpaulins, mattresses and buckets. Distribution of 177 MT of relief food to informal settlements in Nyanza is ongoing targeting Obunga, Manyatta, Nyalenda, Kaloleni, Nyawita Bandani, and Manyatta Arabs where 20,967 people are being assisted. On 29 th February 2008, relief food distribution was conducted in Nyawita and Nyalenda. So far 399 MT of relief food has been distributed in Nyanza Region in the 2 nd Phase. These items included corn meal, CSB, pulses, HEB biscuits, cooking oil, maize, sugar and rice. In North Rift, Uasin Gishu, Lugari, Bungoma, Nandi North and Nandi South were covered in relief food distribution in the 3 rd Phase. Objective 3: Provide Restoration of Family Links. Progress There are 13 UAMs in West Pokot being hosted by well-wishers. The DCO identified homes in which they would transfer the children. The Tracing team in Nyanza visited Shamahoho village of Vihiga district to reunite two unaccompanied minors (UAMs) from Kisumu with their mother who was traced last week. The Tracing team left for Kisii on 28 th February 2008 to pick two UAMs and take them to Kericho after which the Eldoret Tracing team will later pick them for reunification with their parents. The Kisumu team is expected to return with the mother of three UAMs from Kericho for reunification in Kisumu. The team visited Ebenezer Children s Home to register one UAM and to request if the home could accommodate three UAMs currently at Moi Stadium Kisumu. Another 13 UAMs are at St. Charles 2
3 Lwanga Nyamira and efforts are underway to trace their parents. Objective 4: To contribute to reduction in mortality and morbidity/injuries/any form of trauma among vulnerable populations affected by post-election related violence. Progress The health teams in Nakuru, Kisumu and Eldoret have been conducting mobile clinic services, health education and promotion messages, family planning, MCH and nutrition, nursing care, as well as immunization and child health. In Kisumu, 14 Kenya Red Cross psychosocial counsellors are involved in the daily field operations with support from other agencies. The counselling sub-committee together with Kenya Red Cross visited 23 sites to conduct counselling. Majority of the sites visited are within the Kisumu Municipality. The team has managed to reach 5,960 people with counselling services, that is, 2,320 females, 1,811 males and 1,839 children. Some of the IDP camps visited include Kondele Police station, Central Police Station, Police Dog Unit, Kibos Prisons and St. Joseph Catholic Church, Ahero (Ebenezer) and Koru. Some transitional camps visited included Moi Stadium, ACK Cathedral Ebenezer Children s Home (Ahero) and Kenyatta Sport Ground. The teams also visited various hospitals such as the Provincial General Hospital, District Hospital and Aga Khan Hospital. A number of people were also received counselling in informal settlements such as Bandani, Mamboleo, Manyatta, Chiga, Obunga and Nyalenda. The counselling team has been moving with the medical teams to address the psychosocial needs during the medical intervention. Four counsellors are attached to the medical team. Sites visited with the mobile clinics included; Ragumo Chief s Camp, Obunga, Bandani (Overcomers), Kowino Dispensary (Nyalenda), Dunga Pastoral Centre, Kaloleni, Chiga, Flamingo, Mamboleo, Nyalenda (Katuoro), Ahero, Koru, Otonglo and Rabuor. Objective 8: To improve awareness on Red Cross principles and Kenya Red Cross activities countrywide. Progress The Kisumu information unit has organised dissemination sessions through the media. The unit personnel visited two local radio stations on 28 th February 2008 to share about Kenya Red Cross activities, principles and values. The unit is planning further programmes on the local radio stations. The unit, comprising two volunteers, also invited the media to cover a family reunification story. The Public Relations unit of the Kenya Red Cross has also been facilitating numerous press visits to the field to cover relief distribution, reunification of missing persons with their relatives, psychosocial support, among other activities. Partnership And Coordination See below a summary of organizations that have been supporting the counselling groups in Kisumu. These include Family Health Options, Kenya Association of Professional Counsellors (KAPC), CDC, MoH, Kisumu Urban Apostolic Programme (KUAP), OLPS, C MEDA, Mama Na Dada, Liver Pool VCT, ADRA-Kenya, Gideon s International and Mambo Youth Group. ICRC Support: Since the beginning of the crisis, ICRC has been working closely with its counterparts at the Kenya Red Cross, both at Headquarters and in the field, providing technical assistance and expertise, particular in the fields of tracing, water and sanitation, logistics and security. It has provided essential household items, tarpaulins and water and sanitation equipment, as well as medical supplies, an emergency surgical team and forensics expertise. It has full time staff working with Kenya Red Cross in Bungoma, Eldoret, Nakuru and Kisumu, and has deployed 13 trucks and trailers, 17 light vehicles, two aircrafts and a helicopter to provide a backbone to the Red Cross logistics operations in Kenya. 3
