Recommendation It is recommended: a) That the portion of Regal Road Junior Public School s attendance area, west of Lansdowne Avenue (including the west side of Lansdowne Avenue) and south of Davenport Road, be directed to Carleton Village Junior and Senior Sports and Wellness Academy effective 1 September 2019; b) That the portion of Perth Avenue Junior Public School s attendance area, north of the railway tracks, be directed to Carleton Village Junior and Senior Sports and Wellness Academy effective 1 September 2019; c) That the portion of Regal Road Junior Public School s attendance area, north of St. Clair Avenue West (including the north side of St. Clair Avenue West), be directed to Rawlinson Community School effective 1 September 2019;
2 28 d) That the portion of Winona Drive Senior Public School s attendance area, west of Lansdowne Avenue (including the west side of Lansdowne Avenue) and south of Davenport Road, be directed to Carleton Village Junior and Senior Sports and Wellness Academy effective 1 September 2019; e) That the portion of Brock Public School s intermediate attendance area, north of the railway tracks, be directed to Carleton Village Junior and Senior Sports and Wellness Academy effective 1 September 2019; f) That the portion of Winona Drive Senior Public School s attendance area, north of St. Clair Avenue West (including the north side of St. Clair Avenue West), be directed to Rawlinson Community School effective 1 September 2019; g) That the portion of Carleton Village Junior and Senior Sports and Wellness Academy s intermediate attendance area, north of St. Clair Avenue West (including the north side of St. Clair Avenue West) and east of Prospect Cemetery, be directed to Rawlinson Community School effective 1 September 2019; h) That all students who reside in the portions of the Regal Road Junior Public School, Perth Avenue Junior Public School, Winona Drive Senior Public School, Brock Public School, and Carleton Village Junior and Senior Sports and Wellness Academy attendance areas as described in parts a) through g) above, and attend those schools as of the end of the 2018/19 school year, be allowed to remain at Regal Road Junior Public School, Perth Avenue Junior Public School, Winona Drive Senior Public School, Brock Public School, and Carleton Village Junior and Senior Sports and Wellness Academy until they graduate, and also be allowed to keep their current intermediate school pathway until they graduate; and i) That all siblings of students described in part h) above be allowed to attend the Context school that their sibling is actively attending. The schools involved in the Program Area Review are Regal Road Junior Public School, Carleton Village Junior and Senior Sports and Wellness Academy, Perth Avenue Junior Public School, Rawlinson Community School, Brock Public School, and
3 29 Winona Drive Senior Public School. The schools are located in Ward 9 (Trustee Stiles) and Ward 11 (Trustee Laskin). A map showing the location of the schools can be found in Appendix A. The TDSB s Long-Term Program and Accommodation Strategy (LTPAS) for , approved in June 2017, identified the following study involving Regal Road Junior Public School, Carleton Village Junior and Senior Sports and Wellness Academy, and Perth Avenue Junior Public School: Boundary Change Study: Explore potential boundary changes involving Carleton Village Jr.& Sr. Sports & Wellness Academy, Regal Road Jr. PS and Perth Avenue Jr. PS to achieve an optimal distribution of students across the three schools while mitigating underutilization at Carleton Village Jr. & Sr. Sports & Wellness Academy. Regal Road Junior Public School is currently at 94% utilization and is projected to increase to 119% utilization by Perth Avenue Junior Public School is currently at 71% utilization (after having reclaimed seven classrooms on the third floor from the adjoining St. Luigi Catholic School in September 2017). Reclaiming the classrooms from St. Luigi Catholic School has alleviated the bulk of the projected accommodation pressures at Perth Avenue Junior Public School but enrolment is projected to increase to 574 students (110% utilization) by 2027 as the French Immersion program phases in at the school. Carleton Village Junior and Senior Sports and Wellness Academy is currently operating at 54% utilization. Rawlinson Community School, Brock Public School, and Winona Drive Senior Public School were also included in the review given their proximity and/or feeder relationship to Regal Road Junior Public School, Carleton Village Junior and Senior Sports and Wellness Academy, and Perth Avenue Junior Public School. The Program Area Review Team (PART) was established in March The objective of the PART was to continue the work of the Local Feasibility Team (LFT) in evaluating the feasibility of the recommended scenario, by seeking advice and feedback from impacted parent representatives through the course of three working meetings. The PART also presented the LFT s recommended scenario to the general public to seek input from the broader community at a public meeting on 16 April Presentations from all working committee meetings and public meetings were posted on the TDSB webpage.
4 30 Strategies discussed at the PART meetings to manage enrolment growth included boundary changes, program relocations, and capital improvements. There was agreement among PART members regarding the need for the proposed boundary changes to mitigate much of the projected accommodation pressures at Regal Road Junior Public School and Perth Avenue Junior Public School. The PART felt that the grandparenting provisions -- for existing students attending Regal Road Junior Public School, Perth Avenue Junior Public School, Carleton Village Junior and Senior Sports and Wellness Academy, Brock Public School, and Winona Drive Senior Public School as of the end of the 2018/19 school year, siblings of those aforementioned English-track students, as well as the junior to intermediate pathways -- were important to include in the recommendations in order to ensure the smoothest transition for those impacted by the proposed boundary changes. Recognizing that Carleton Village Junior and Senior Sports and Wellness Academy would require additional classrooms to accommodate local enrolment growth as a result of the proposed boundary changes, the PART also reached consensus on the need to relocate the existing Section 23 / Fetal Alcohol Spectrum Disorder (FASD) program from Carleton Village Junior and Senior Sports and Wellness Academy at a future point in time when the five classrooms are required by the school to accommodate local enrolment growth. Current projections suggest that the program may not need to be relocated until 2022/23. If approved, the proposed boundary changes could still result in a shortage of one classroom space at Regal Road Junior Public School. Different accommodation options to address the projected classroom shortage were discussed with the PART, and the recommendation for staff was to submit a request to retrofit Lunchroom 3 at the school. The resulting impact of the proposed boundary changes (in addition to the future relocation of Section 23 / FASD from Carleton Village Junior and Senior Sports and Wellness Academy and conversion of Lunchroom 3 at Regal Road Junior Public School into a resource-sized classroom) indicates improvement to the enrolment and utilization for the schools involved in this review. Staff will continue to monitor enrolments at all schools on an annual basis. Staff is generally in agreement with the recommendations of the PART. The PART recommendation regarding the grandparenting of siblings applies only to siblings of English-track students, as a number of students in the French Immersion program at
5 31 Regal Road Junior Public School are from out-of-district. Staff has amended the PART recommendation to allow for the grandparenting of siblings of all students residing in the proposed boundary change areas [parts a) through g)] and who attend those schools as of the end of the 2018/19 school year. The staff recommendation recognizes the intent of the provision for siblings, which is to minimize the impact of the proposed boundary changes for all families who are residing in the affected boundary change areas and who have children already attending Regal Road Junior Public School and Perth Avenue Junior Public School. As per TDSB Operational Procedure PR597, siblings of French Immersion students attending Regal Road Junior Public School and Perth Avenue Junior Public School will be given priority if they apply to enrol into the French Immersion program at SK. Recommendations of the PART that do not require Board approval are as follows: That the Section 23 / FASD program be relocated from Carleton Village Junior and Senior Sports and Wellness Academy in 2022 (or at a time when enrolment growth requires that additional classroom space be made available at the school). A separate review will be undertaken with Section 23 staff, Planning staff, and the local Superintendent to find a suitable site for the Section 23 / FASD program; and That staff bring forward a request to retrofit Lunchroom 3 at Regal Road Junior Public School for September 2018 in order to address the projected shortage of one classroom space. With respect to the future relocation of the Section 23 / FASD program, staff will monitor enrolment growth at Carleton Village Junior and Senior Sports and Wellness Academy. A separate review involving program staff, the local Superintendent, central staff, and school Principals will be initiated when the classrooms are required (currently projected for 2022/23). Staff brought forward the request to retrofit Lunchroom 3 at Regal Road Junior Public School for September 2018 to the Central Accommodation Team (CAT) on 17 May The request was approved by CAT, with a budget of $150,000. There is general agreement among the PART members that, with careful planning and the commitment of school staff, administration, parents, and the Superintendents and
6 32 Trustees, we can achieve the goal to remedy accommodation pressures for the schools involved in this review for the next few years. A map showing the proposed junior attendance areas can be found in Appendix A. A map of the proposed intermediate attendance areas can be found in Appendix B. Current and projected enrolment and utilization rates reflecting the status quo and the recommended option are presented in Appendix C. The student accommodation and program plan showing timing of the proposed changes can be found in Appendix D. The final report of the PART can be found in Appendix E. Action Plan and Associated Timeline Subject to Board approval, the proposed boundary changes as outlined in this report would be implemented beginning 1 September Resource Implications As previously mentioned above, internal retrofits to convert an existing lunchroom into a resource-sized classroom space at Regal Road Junior Public School have been approved by the Central Accommodation Team. The approved amount of $150,000 will be funded through the Central Accommodation Team budget. Communications Considerations Information and results of this report will be posted on the TDSB s Accommodation Reviews website. Information and notice of the Board decision will also be provided through the school s website, the school s profile page on the TDSB website, backpack circulation, and will be ed to all attendees to the public meeting who provided addresses. Notation will be added to the street guide notifying anyone using the Find Your School search function of the Board-approved changes and directing them to the latest information about the outcome of this review.
