The components are teachers, students, learning objectives, learning materials, methods and techniques of learning. Through the Communicative approach to language teaching, so the aim of this research is to describe the process of communicative approach to the effectiveness of the teaching and learning of foreign language in particular language that being used in teaching English Language. This research tries to discuss implementation and Communicative approach in teaching speaking skills, in order to give the whole discription of this approach. Key words: english language learning, communicative approach INTRODUCTION The process teaching and learning of foreign languages in particular English Language have been implemented with various methods that essentially had the same goal, namely to let obtained better results. However, teaching for English language up till now is done with synthetic approach to grammatical meaning is less successful, after students have finished learning foreign language, they still can't speak a foreign language in the actual situation. Although they have studied the rules of language but they still haven't been able to speak foreign language in communication. Hence, foreign language teaching experts trying to find a way out and produce a communicative approach. Communicative approach is the approach in language learning which emphasizes on capability of communicating and interacting in situations of everyday life. Language learning aims in order that students are able to communicate using the target language have determinant factors of communication that needs to be heeded. Those factors include who's talking to whom, purpose, place, time, context and cultural atmosphere, the line-speaking events and media, English-speaking event (Dadan djuanda, 2008). In the process of teaching and learning a student should be able to put forward his opinion orally. Basically speaking skills must be owned by all the people in its activity require good communication, which is one-way or reciprocal or both (Kusuma, 2008). Not a few of an expert on language teaching methodology emphasizes language acquisition on skills of using linguistic rules such as the structure of the 1

2 language and vocabulary in mind disclosure through a foreign language. On the other hand, there is an opinion which is against the rules of Linguistics as a main base of the obtainer language, because language is strongly influenced by the culture and mindset of the society user. Douglas Brown (1987) in the "Principles of Language Teaching" expressed his opinion about the existence of interrelatedness between language, culture and mindset of the language user. The speaker's ignorance about the culture and mindset of an opponent's speech would cause the suspension of the language communication. Illustrated conversation between speakers of SLI (SI) and native speakers (S2) here is an example of real everyday intercourse. S1: Say, Mrs. Brown/How old are you? S2: Mm... How old I am? Well. Let me think.. I don't remember. S1 does not understand the culture from S2 of an age problem as a very personal issue, especially in front of public. The other thing that we can see from the example above is that the purpose of communication not only depends on the ability of unilateral reveals the mind/feeling, but also on the ability of the interlocutors to interpret what is heard as well as ability to negotiate. Communicative competence is an important factor that needs to be owned by everyone who is involved in the communication process. Development of the ability of this communicative approach to teaching was the target of a foreign language. The aim of this research is to describe the process of communicative approach to the effectiveness of the teaching and learning of foreign language in particular language that being used in teaching English Language. Communicative method based on linguistic tradition and principles of language teaching that developed in Europe. Two major factors that effect on development of communicative methods, namely the decline of the Oral and Situational methods in the UK and further the close cooperation between the countries in Europe in the fields of Culture and Education As we known, up to the beginning In British, oral and situational Method is a method of teaching foreign languages most commonly used in schools. This method has a resemblance to the methods Audilingual; The main difference, Oral and Situational method is more emphasis on the situation rather than the presentation of the structures of sentences out of context. Applied linguistics experts such as Christopher Candlin and Henry Widdowson shows that some important aspects of the language is the communication aspect. This aspect is not encased in a second language instruction with teaching methods that were in vogue at the time. In 1971, a group of teaching language experts to develop teaching language program based on unit-credit system. In this program, teaching materials compiled and broken down into units smaller based on the needs of students in communication. One of the prominent features of this program was to develop a syllabus that emphasize on the function and language communication aspects. With the communicative approach, the students are not just given a wide knowledge of the language, but rather practical given the ability to communicate with the situation or atmosphere of language usage. Communicative approach to language learning is an approach that emphasizes the role of his training using language functions in the context of communication (Kumaravadivelu, 2003). In other words, as stated Larsen-Freeman (2010), the purpose of communicative approach in language learning is to apply theoretical 2

3 perspectives communicative approach by making communicative competence as a goal of language learning and knowing the interdependence of language and communication. In this approch of language learning, language is seen as a system to communicate, whereas the language learning is seen as a process of interaction and communication. Teachers responsible for providing his training of language functions and facilitate learners to be able to internalize these functions in the system of the language being studied. Many experienced foreign language teachers suggests that knowledge of the language (linguistic competence) that is knowledge about how to use that language precisely (communicative competence). Savignon in his "Teaching for Communication" (1982) stated that the mastery of sound system and basic structure pattern does not mean mastery of how to use communicative language or ability. According to the communicative ability of Savignon was the ability to communicate in an actual situation. Broughton (1980) defines communicative ability as the ability to express/communicate precisely in the situation and the right place. Widdowson (1981) says that studying a language not only concerns the ability of composing sentence or parts of sentence that fit in the particular context, but furthermore than that able to use the above forms in the situation and the right place. He explained the difference with the use of "usage" and "use" that by desaussure are termed "Langue" and "Parole" and Chomsky called it "Competence" and "performance". So in the process of linguistic and communicative ability of communication are used together. Communicative approach in teaching-learning strategy is based on the techniques of the liveliness of the students themselves to find what he had learned through the experience of learning, not base on teacher s presentation (experiential and discovery learning techniques). In this approach the role of the teacher is minimal. Students are stimulated to communicate thoughts and feelings without fear to make mistakes, and if there are errors then it is accepted as reasonable a difficult symptoms are avoided, the teacher in this case serves as a classroom maintainer or advisor. Teaching a second language (foreign) in the Communicative approach is more Humanistic. Students are placed in the position of being active in that process. According to Financcaro and Brumfit, as quoted from Mulyanto Sumardi, a language teaching using Communicative approach has the principal characteristics are as follows: 1. Meaningfulness is very important, compared with the Audiolingual method which prioritizes the structure and form of the language. 2. Learning language means learning to communicate, rather than studying the structure, sound or vocabulary fragmentarily. 3. The goals to be achieved is the ability of Communicative or Communicative competence, that is the ability to use the language system effectively and correctly. 4. Fluency using a language that can be accepted into the main goals which can be reached. The accuracy of the use of the language seen from the context of their use, contextualization is the basic premise. 5. The purpose that we want to achieve is effective communication, instead of overlearning 6. Lesson material compiled and phased through the consideration of the content, functions, or an interesting meaning. 7. Linguistic variation is a central concept in lesson material and methodology. 3

4 8. Any tool that can help students in the process of teaching and learning can be used, varied in accordance with their age, interests, and so on. 9. If necessary and useful for students, translation can be used. 10. If necessary, the use of the mother tongue can do. 11. Dialogue, when used, revolve around the Communicative functions usually not be memorized. 12. Not saying exactly like native speakers are we looking for, but the speech that can be understood. 13. The attempt to communicate is recommended since the beginning. 14. Reviewing or drill can be done but is peripheral only. 15. Reading and writing lessons can be started since the first day, if desired. 16. The language created by individuals is often through trial and error. 17. The teacher helps the students in any way to encourage students to use the language that is studied. 18. Students are expected to interact with others through work in pairs or groups, either directly or through writing. To see more about the implications of Communicative approach intactly in teaching second language (foreign), below described the implications that related directly to the destination, method of election materials, the role of students, teachers, and teaching procedures. In the Communicative approach to language teaching, the general objective is to develop Communicative competence, Communicative Approach oriented on the process of teaching-learning - language based on the duties and functions to communicate. The basic principle of communicative approach is a) material should consist of the language as a communication tool, b) material design should be more emphasized to the teaching-learning process and not the subject matter, and c) material should give encouragement to students to communicate reasonably (Saberi in Pateda, 1990:86) According to Widdowson, as quoted from Nurul Huda, language skills used as purpose of Communicative approach classified in three criteria. First, based on the medium used, that is the physical device to manifest language system, can be identified as speaking and composing productive skills. Speak using the heard medium (aural) and composing with the visual medium. Receptive skills can be distinguished into hearing and comprehending. Second, based on the mode, that is, the ways used to declare the system languages in communication activities, can be distinguished between the write mode and the mode of talk. Including the mode of writing is writing and reading, and including speaking mode is saying and listening. The third way, that is based on the types of activities included in the activities of social communication, differentiated between the respirokal skills and skills of nonrespirokal. Including the skills of respirokal is discussed (talking) and connect the (corresponding), and includes activities of non respirokal is interpreted. Language skills are further classified based on linguistic competence included only the medium. While Communicative competence include language skills covered in the classifications according to the mode and how. Therefore Communicative competence contain intact character, not limited to one of the language skills. Meanwhile, as quoted from Phiepo Jack. C. Richards and Rodgers, stated that there were five levels of objectives that must be achieved in the teaching of a second (foreign) language that uses a Communicative approach, the fifth level of the objectives are: 4

5 1. The level of intergratif and content, namely the language as a tool to express ideas. 2. The level of linguistic and instrumental, that language as a semiotic system and learning object. 3. The effective rate, that is the language as a tool to express the values and top rating others. 4. The level of the individual learning needs, namely learn remedial over errors. 5. The General level of education, that is language learning and the school curriculum. According to Richards, Depth-levels above States General purpose of language teaching, while special-purpose refers to individual needs. Specific objectives in the Communicative approach can not outlined in the specification of the level. Therefore this approach assume that language teaching will reflect the special needs for learner that desired. These needs may exist in the realm of reading, writing, listening, or speaking, each can be approached in Communicative. The main activity of the Communicative method is exercise that can directly develop the competence to communicate, not just master the forms, but also master the form, as well as the relation to the context in which the form and meaning of it. In the Communicative approach, students role as "the negotiator" between himself, the learning process and the object studied. In other words, the students themselves must actively take the initiative to do the communication activity. Teaching with Communicative approach is not centered on the teacher, but on the students. Capability development process runs from and is located within the student. The teacher only role as a "Facilitator" in the process. As a person who knows the direction of teaching, then the teacher role as a steering and coordinator activity of the student. Therefore the exact activity efficiently leads to the development of the competency as a whole. Communicative approach has a view towards the role of teaching; most of the material in the section has a major role in achieving the learning objectives. This type of material in the Communicative approach is varies. There is material in the form of text books, there are also material-oriented tasks. material that is based on authentic material (reality). Among other materials contain clues about the game, short play, simulation, and Communicative tasks (like finding information, solve problems, and so on). There is also material that uses real goods as props such as magazine, symbols, newspaper and others. RESEARCH METHODOLOGY This research is a classroom action research that is specifically designed to improve the quality of classroom learning Practices (Latif, 2010: 81). Classroom action research including qualitative research, though the data collected can only be quantitative, in which the description is descriptive in the form of words (Wiriatmadja, 2006: 35). Classroom action research conducted by researchers in learning to speak English. The research subjects were students 1 st semester Faculty of Letters, Gunadarma University. This research choose students 1 st semester because in the early of their lectures are still shy to use English in front of the class, they tend to be passive in the learning of speaking so that the lecturer took the initiative to implement the communicative approach to improve their learning outcomes as targeted. 5

6 DISCUSSION Although theoretically, Communicative principles can be applied in all language skills and all levels of Program teaching the second language or foreign language, remember the talk is one of the main communication activity that conducted by human, as a media to provide the understanding to others. On the Communicative phase, learners were no longer much interference in the various activities of the learner. Teacher s role already leads to a pure facilitator. That is to say, he's just helping learner activities as necessary, with assured that learners do not meet obstacles in interfacing "technically" that can be used in teaching communicative activity provides for learner to practice skills in speaking, According to Azies Alwasilah (1996) and three kinds of technique in the teaching of speaking, namely: 1. Debate and Discussion Discussion and debate are included the most communicative activity that is conducted. The learner must not restricted by certain topics. All useful topic to be considered and basis for discussion can be used as material activity of this communicative. The debate can be held at any phase and he can continue until the learner feel enough. Almost every day appear various event in newspaper, radio and television that can be taken to be discussion material. By entering the provocative issues and actual events into learning, we can create the mental atmosphere of learner we want. This kind of mental atmosphere, it is hoped the students will forget that they speak in the target language. Their focus is no longer on the form of the language, but to something that they want to convey. 2. Drama Activitiy Role playing is a widely used technique in Communicative language teaching programmes, in particular in situations of language who want to form a place ruled by the students, quite clearly limited. In addition to the fun, the drama also boasts a mental escape from the atmosphere of the classroom. It can be done with tight control, such as the logical development of a dialogue in a book, or it can also be done in a relatively free, with extensive freedom for imagination and creativity. 3. Information Gap The information gap is one of the techniques of in teaching speaking. Term of Information gap refers to a specific part and inseparable in everyday communication, namely the speaker says something that is not known by the listener. And listeners actively decode and react to what was delivered by the speaker. In addition to the three techniques described there is one technique that is effective in teaching speaking, namely serial story technique. Serial storytelling technique is one of the techniques in the teaching of speaking which tells a story to the students first, then the first student tells to the second student, and so on then the story retold to first student. The techniques selection of this serial stories, because this technique is able to invite students to speak. In addition, with this technique, students to be motivated to speak in front of class as well as developing the ability to think and imagine. In addition, students are expected to have courage in communicating. 6

7 CONCLUSION Communicative approach is an approach which is based on by the thought that the ability to use language in communicating is a goal that must be achieved in language learning. The purpose of the application of the communicative approach, which is so that students are able to communicate and be able to use the language in good, true, and for real and proper, and can be used for many different purposes and circumstances. For that as we can see from the concept of the Communicative approach in the concept of learning a second language (foreign) as outlined above is indeed very ideal.
