2 Progress made on Education For All (EFA Goals): % Over the last 15 years, much progress has been made towards achieving the Education for All Goals but despite this, they were not reached by the 2015 deadline.

3 The Sustainable Development Goals: In September 2015, at the United Nations Sustainable Development Summit, Member States formally adopted the 2030 Agenda for Sustainable Development in New York. The agenda contains 17 goals including a new global education goal (SDG 4). SDG 4 is to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. SDG 4 has seven targets and three means of implementation.

4 New vision were adopted for the 2030 Agenda ACCESS: Expanding access to education over the last 15 years ensure the provision of 12 years of free, publicly funded, equitable quality primary and secondary education, of which at least nine years are compulsory, leading to relevant learning outcomes. INCLUSION AND EQUITY in and through education we commit to addressing all forms of exclusion and marginalization, disparities and inequalities in access, participation and learning outcomes. GENDER EQUALITY in achieving the right to education for all. We are therefore committed to supporting gendersensitive policies, planning and learning environments; mainstreaming gender issues in teacher training and curricula; and eliminating gender-based discrimination and violence in schools. We commit to QUALITY education and to improving learning outcomes, which requires strengthening inputs, processes and evaluation of outcomes and mechanisms to measure progress in education development. We commit to promoting quality LIFELONG LEARNING OPPORTUNITIES for all, in all settings and at all levels of education. This includes equitable and increased access to quality technical and vocational education and training and higher education and research, with due attention to quality assurance.

6 There are 7 Targets 4.1 By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes 4.2 By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education 4.3 By 2030, ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university

7 Targets Cont 4.4 By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship 4.5 By 2030, eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations

8 Targets Cont 4.6 By 2030, ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy 4.7 By 2030, ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship and appreciation of cultural diversity and of culture s contribution to sustainable development 4.a Build and upgrade education facilities that are child, disability and gender sensitive and provide safe, non-violent, inclusive and effective learning environments for all

9 Targets Cont 4.b By 2020, substantially expand globally the number of scholarships available to developing countries, in particular least developed countries, small island developing States and African countries, for enrolment in higher education, including vocational training and information and communications technology, technical, engineering and scientific programmes, in developed countries and other developing countries 4.c By 2030, substantially increase the supply of qualified teachers, including through international cooperation for teacher training in developing countries, especially least developed countries and small island developing States

11 Tracking Progress FINDINGS OF TUVALU 2015 EFA Review Goal 1: Expanding and Improving comprehensive early childhood Care and Education especially for the very vulnerable and disadvantaged children : over 90% children in ECCE programmes GER in ECCE: 70% (source 2014 MEYS Statistical Report) higher proportion of girls than boys Percentage of new entrants to primary year 1: 98% (2013 TEMIS) In 2013, almost all teachers possessed the ECCE certificates Share of ECCE expenditure as percentage of Education budget: 1.9% (2013) PTR ECCE: 15:1 (2014 Digest)

15 EFA Goal 4: Achieving a 50% improvement in levels of adult literacy by 2015, especially for Women and Equitable access to basic and continuing education for all adult. The mandate for adult literacy is not under the MEYS or the EdDept Less than 2% of adults aged 15 years old or older had pre-school education, Source: 2012 census Approximately 60% of adults completed secondary education or higher source 2012 census 70% in Funafuti and 50% of adults in outer island.
