17 What is a Referendum? Tax Caps Fully Implemented in 2010 (1%, 2%, or 3%) Referendum Property Taxes Pre 2009 Property Tax Cap Impact Note: Visual not to scale. Amounts and impacts to individual taxpayers will vary based on multiple factors and impact of possible referendum cannot be determined until more information is collected.

18 What is a Referendum? Referendum - Public question on a ballot asking taxpayers for support for either construction projects or operating needs (General Fund) A successful referendum may result in property taxes that exceed the caps (1% for homes; 2% for other residential/farmland; 3% for all other property including business)

19 Key Aspects of a Referendum Board must adopt a resolution to pursue a referendum Significant restrictions limit what a school district and its employees can do & how they communicate A Political Action Committee (PAC) of volunteers is responsible for promoting the referendum A school board can place a referendum question on May, November, or special election ballots (cost to district) A referendum may not be imposed for more than 8 years
