1 School Segmentation District Report December In the fall of each school year, produces annual segmentation reports based on school data outcomes from the previous school years. The purpose of segmentation is to monitor school progress toward meeting district-wide strategic targets. Segmentation results are used to customize levels of support and autonomy for schools based on performance and need. Segmentation Methodology Schools receive three scores that determine their segmentation level each year. scores (0-100) are based on how close the school is to achieving district-wide targets defined in the five-year district strategic plan. Scores (0-100) are based on the cross-sectional rate of improvement toward achieving district-wide goals and the year-over-year academic gains of students based on a growth model. Achievement Gap Scores are the difference in achievement between low income students at the school who qualify for free/reduced lunch (FRL) and all other students in the school. Segmentation levels are based primarily on each school s absolute score. However, there are two exceptions to the basic rules: Schools with Low or Medium-Low absolute scores and a High growth score ( 50) are assigned 3 rather than 1 or 2. Schools with High absolute scores and an achievement gap for FRL students of less than 25 percentage points (averaged across math and reading) are assigned 5 rather than 4. 6 School Segmentation Methodology Segmentation is the grouping of schools by performance in order to: Monitor school progress toward meeting district-wide goals Customize supports for schools based on performance and need Year 1: Year 2: -10 Year 3: -11 Year 4: -12 Year 5: -13 How Scores are Calculated for Each Metric Points Schools earn 100 points if they perform at or above the District-wide Goal Schools earn zero points if they perform below the District-wide Floor Schools earn some points if they perform between the Floor and Goal The Floor for any metric is equal to the Year 1 ( ) districtwide 10 th percentile. The floor will remain constant for all five years. How Scores are Calculated for Each Metric scores combine Trend (cross-sectional) and Year-to-Year Model (same students) results Trend Points Schools earn 100 points if achieve their School Target Schools earn zero points if do not improve over their Baseline (average of prior two years) Schools earn some points if achieve positive growth that is below their growth target Exceptions: - Targets capped at 10 percentage points for schools that are far below the goal - Schools near or above Goal must grow 2 percentage points to earn maximum points - Schools at 95% or higher earn the maximum points if they do not decline School Target = Average annual increase necessary to reach goal Year-to-Year Model Points Schools earn 100 points if 60% or more students met or exceeded typical growth Schools earn zero points if less than 40% of students met or exceeded typical growth Schools earn some points if between 40% and 60% of students met or exceeded typical growth Trend compares the performance of the school s most recent cohort of students to previous cohorts. Year-to-Year Model measures if students grew as much as others in their same cohort across WA State with similar scores in previous years. How School Segmentation s are Determined Based on Scores School segmentation levels are based primarily on absolute scores.
