1 Directorate of Primary Education, Maharashtra State Central Building, Dr. Annie Besant Road, Pune Page 1 of 5 DETAILED TENDER NOTICE The Sarva Shiksha Abhiyan is to provide useful and relevant elementary education for all children in the 6 to 14 age group. SSA is an effort to universalize elementary education by community ownership of school system. It is a response to demand for quality basic education all over the country, through provision of community owned quality education in a mission mode. Under Mid Day Meal Scheme, The Government of Maharashtra has entrusted the work of providing Kitchen Sheds all over Maharashtra State to Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune. Now this office intends to provide modular prefabricated kitchen shed of approximate 120 Square Feet each for schools in various districts across Maharashtra State as per Appendix I. Sealed tenders in C Form (Lump Sum basis) on department s design are invited by Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune, from eligible contractors for following work. 1 Name of Work: Construction of Modular Pre-Fabricated Kitchen Sheds of area approximate 120 Sq feet each, under Mid Day Meal Scheme in State of Maharashtra. 2 Place of Work: Total Kitchen sheds to be constructed in schools at various districts across Maharashtra State as per Appendix I. 3 Estimated Cost: Rs Crore. 4 Time Limit: 12 Months excluding monsoon. 5 Defect Liability Period: 12 Months from the date of Handover of respective completed unit. 6 Bid Security: Rs Lac in form of Demand Draft of any nationalized bank in favor of Accounts Officer, Directorate of Primary Education, Maharashtra State, Pune payable at Pune. The bidder shall submit the DD of bid security to Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune on or before the time of opening of technical bid, failing this, will cause a rejection of bid as non responsive.
2 Page 2 of 5 7 Validity of Bid: 120 days from the last date of submission. 8 Performance Security: Performance Security shall be 5 % of Contract Price. It shall be in the form of Bank Guarantee of any nationalized bank valid up to the end of Defect Liability Period. The successful bidder shall submit the Performance security as above within 15 days from the date of acceptance. 9 Retention Money: The Retention Money will be deducted from the running bills of the 10% of the gross bill amount subject to maximum amount of 5 % of contract price. 10 Issue of Blank Tender Forms: From 05/02/2011 to 23/02/2011 up to 10:00 A.M. The prospective bidder will be authorized to download the Tender forms from the website maharashtra.etenders.in, only after the bidder has deposited the Demand Draft towards cost of Blank Tender forms as mentioned below, to Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune 11 Tender Closing: 23/02/2011 From 10:15 A.M. to 2:00 P.M. 12 Cost of Blank Tender Form: 13 Submission of Completed Bid: 14 Pre-Bid Conference: 15 Opening of Technical Bid: Rs /- (Non Refundable) in the form of Demand Draft in favor of Accounts Officer, Directorate of Primary Education, Maharashtra State, Pune payable at Pune. The prospective bidder will be authorized to upload his bid from 23/02/2011-2:01 P.M. up to 25/02/ :00 Noon, online at aforesaid website. On 18/02/2011 at 11:00 A.M. at the office of Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune. On 25/02/2011 at 12:30 P.M., online at the office of Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune. 16 Qualification Criteria: Qualification of the prospective bidders shall be to ensure that the price bid for the work are open only for those bidders who shall fulfill the qualification criteria mentioned below and also other details in the bidding documents.
3 Page 3 of 5 a) The Bidder should have registration certificate of Class AA or equivalent, as working contractor with PWD/ CPWD/Railways/MES or any other Government Department. b) The bidder should have achieved a minimum annual financial turnover of Rs. 450 Crore in any of the last three years. (A weight age of 10 % compounded annually shall be given for equating the financial turnover of the year, previous year to current year.) c) The bidder should have successfully completed in his own name similar works during last 5 years for Rs. 228 Cr with maximum of 5 orders. (A weight age of 10 % compounded annually shall be given for equating the financial turnover of the year, previous year to current year.) Notes:- (1) Similar works means supply and installation of Prefabricated Buildings of any type. (2) Proof of experience in form of certified work completion certificates should be submitted with bid. d) The bidder should have successfully completed in his own name similar works at minimum 4000 different locations (@ 10% of estimated locations) during last three years as below i) Three similar works of INR 58 Crore Each Or ii) Two similar works of INR 92 Crore Each Or iii) One similar work of INR 138 Crore Each e) The bidder should have minimum liquid assets of Rs. 45 Crore. f) If the bidder does not have own manufacturing facility, following criteria should be met: i) The bidder must have Memorandum of Understanding with manufacturer for uninterrupted supply of PREFAB Material- PUF continuous sandwich panel for entire project duration and quantity. ii) Manufacturer must have ISO 9001 certificate for Quality Assurance. iii) Manufacturer must have production capacity of minimum Sq m Per month
4 Page 4 of 5 g) The Bidder shall have Bid Capacity more than the estimated cost put to tender as per bid capacity formula indicated as below. Available Bid Capacity = (A x N x 2.5) B Where, A = Maximum value of works executed in any one year during the last 3 years (updated to the current year by a factor of escalation of 10% per year) which will take into account the completed and ongoing works. B = Value of existing commitments and works (Ongoing) to be completed in the period stipulated for completion of work in present tender. N = Number of years for completion of work for which bids are invited. 17 Joint Ventures: Joint Ventures are not permitted under this contract. 18 Rights reserved: a) Right to reject any or all Bids without assigning any reasons thereof is reserved by Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune whose decision will be final and legally binding on all the Bidders. b) The Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune at his discretion may extend the deadline of submission of Bid by issuing corrigendum. c) The Director of Education (Primary Education), Directorate of Primary Education, Maharashtra State, Pune shall have the right to revise or amend the contract document prior to receipt of Bid.
