5 Demographic Study 2015 The Demographic Study was commissioned as a follow up to the Efficiency Task Force s work in the spring of 2015 during which boundaries and growth were discussed. The entire demographic study may be found at schools.org/page/ Enrollment Change In every school year, enrollment has increased over the previous year. Source: ADM Corporation enrollments with Kindergarten counted as whole students, not 0.5 students (2005+). IN DOE enrollments are before Residential Construction Home building peaked in 2005 but stalled There is an uptick in construction. Source: Avon Schools, BAGI, US Census Bureau. E = estimated. 5
6 Children by Type of Structure For every 100 newer single family homes, there are o 180 adults o 80 children, of which 50 children are school age (5 17 years) For every 100 apartments, there are o 150 adults o 40 children, of which 30 children are school age (5 17 years) On average, there are more children in single family units than in multi family units. Source: US Census Bureau, AHS 2011 for Indianapolis Metro Area, based on sample data. Computed by author from PUMS data provided by Bureau. Note: Single family homes are newer units (2 years on average). Multi family units may be any age (includes new and old construction). Aging in Place The population grows older, both in number and in share. Householders also become older, with a larger number and percent of households headed by persons age 55+. 9 Enrollment Grades 9-12 Low, Base & High Forecast Chart LOW 9-12 BASE 9-12 HIGH Actual Forecast Summary of Key Findings The number of births to Hendricks County residents peaked in o However, the share of the county s births attending Avon Schools is declining. As a result, elementary enrollment would decline without home building and turnover. New home construction o Enrollment change has mirrored new home building. For every 100 newer homes, there are an estimated 80 children. o Without sufficient levels of residential construction, enrollments would decline. o Home-owners may age in place, in which case households will contain more empty nests. Should housing turnover occur, enrollments could increase without home building (e.g., Wayne Township, Marion County). Enrollment change o Residential building and expected infrastructure improvements will encourage growth in school enrollment. o As larger cohorts progress and replace smaller cohorts, more robust growth will occur at the upper grade levels. The entire demographic study may be found at 9
