9 Page 9 Background In general, basic education has three main components: early childhood development (ECD), adult literacy including out of school youth literacy and primary education (PE). In Malawi however, basic education is synonymous with Primary Education, ECD is thought of as infant care and support, adult literacy and out of school youth is non-formal education, and PE is part of the formal education system, which in Malawi is a direct responsibility of the Ministry of Education Science and Technology. The formal education system in Malawi follows an structure: 8 years of primary, 4 years of secondary and typically 4 years of university level education. At the end of primary, pupils take the Primary School Leaving Certificate Examination (PSLCE), which determines their eligibility for entry into secondary school. Public secondary school students attend either Community Day Secondary Schools (CDSSs) (previously MCDE), or Conventional Secondary Schools (CSSs). At the end of two years of secondary, pupils sit for the national Junior Certificate Examination (JCE), which is followed by the Malawi School Certificate Examination (MSCE) two years later. Tertiary education is provided by an array of education institutions including primary and secondary teacher training colleges, technical and vocational training schools, medical and health colleges and university colleges. For university entrance and for the secondary teacher training college (Domasi), an MSCE certificate is required.. Technical and vocational training can start either after JCE or MSCE. Primary education, preschool education and non-formal education initiatives such as adult literacy fall in the category of basic education, with the purpose to equip people with basic knowledge and skills to allow them to function as competent and productive citizens in a free society. Primary and secondary education is administered by the MOEST through its headquarters, the six education divisions and 34 district education offices. University level education is sub-vented by government, and university institutions are autonomous. Primary, secondary, teacher, tertiary and higher education levels are under the authority of the Ministry of Education Science and Technology. However, early childhood development and non formal education are under the authority of other Ministries including the Women and Child Development and Ministry of Youth Development, which are not shown here in the bulletin.

Some Important Indicator calculation 3.1 Net Enrolment Rate (NER): Enrolment of the official age group for a given level of education expressed as a percentage of the corresponding population. This rate shows s the extent of coverage in a given level of children and youth belonging to the official age group. 3.2 Gross Enrolment Rate (GER): Total enrolment in a specific level of education, regardless of age, expressed as a percentage of the eligible official school-age population corresponding to the same level of education in a given school year. This rate shows the general level of participation in a given level of education. It indicates the capacity of the education system to enroll students of a particular age group. 3.3 Survival Rate (SR): A percentage of a cohort of pupils enrolled in the first grade of a given level or cycle of education in a given cycle of education in a given school year who are expected to reach successive grades. It measures the retention capacity and internal efficiency of an education system. It illustrates the situation regarding retention of pupils from grade to grade and conversely the magnitude of dropout by grade. 3.4 Promotion Rate: The proportion of pupils from a cohort enrolled in a given school year who study in the next grade in the following school year. This measures the internal efficiency of the education system in promoting pupils from a cohort from grade to grade.

11 Page Repetition Rate: The proportion of pupils from a cohort enrolled in a given grade at a given school year who study in the same grade in the following year. 3.6 Dropout Rate: The proportion of pupils from a cohort enrolled in a given year who are no longer enrolled in the following school year. This measures the phenomenon of pupils from a cohort leaving school without completion. This is calculated by subtracting the sum of promotion and repetition rate from 100 percent in a given school year.
