2 Jinba village - around 350 people - is situated in area C - military area, Masafer Yatta, Hebron Governorate. The infrastructure and services in the village are extremely poor, and the access is extremely difficult (3km of not asphalted steep road in bad condition) due to the policy implemented by the State of Israel preventing any development in the area. The school is run by the MoEHE. It has been constructed (3 rooms only) in 2011 by the local community with the support int. NGOs and followed expanded with additional 3 rooms. Nowadays the school is composed by 6 rooms of which: 1 staff room, 1 store and 4 classrooms hosting the first 7 grades: due to the lack of space there are 2 grades at the same time in the same rooms. The school is serving 40 students (18 boys + 22 girls) with 6 teachers, 1 director and 1 assistant. The following needs are underlined: 1- Rehabilitation and improvement of the school playground the actual open air space is not safe and equipped. Consequently is not providing a healthy environment for the students, that needs a outdoor space to carrying out part of the education activities 2- Construction of 3 additional classrooms, in order to have 1 room per grade 3- Construction of 2 additional service rooms 4- Rehabilitation of the toilettes 5- Rehabilitation of the 3 original rooms 6- Upgrade of the photovoltaic system 7- School equipment Al Fahkit village has got similar situation of Jinba, though the population is lower about 100 people. The school has been built in 2009 with simple tents, afterwards replaced with concrete classrooms. Nowadays the school is composed by 10 rooms of which: 1 director room, 1 teachers room, 2 small stores and 6 classrooms hosting the grades from 5 to 10, serving 40 students from Al Fakhit and the nearby villages/communities (23 boys + 17 girls) with 7 teachers, 1 director and 1 assistant. The students from the 1st to the 4th grade are going to the nearby primary school in the village of Maijan. The MoEHE is providing daily transportation. Since Maijan school cannot host the students above the 4th grade, and the Yatta school would be too far (especially for girls), the 5 grades in al Fakhit have been set up in agreement with the MoEHE. The following needs are underlined: 1- Bathroom rehabilitation 2- Playground (backyard) rehabilitation nowadays the school playground is too small to host all the outdoor school activities and it is necessary to expand it on the backyard to guarantee the regular and healthy carrying out of the school activity 3- Old rooms rehabilitation, insulation 4- School equipment In the 2 villages the schools are considered very important services, since the nearest school situated in Yatta is distant several Km. In Jinba there are no transportation for the first 3 km (steep non asphalted road). For both villages the difficult road, the distance, the cost of transportation (for the second part of the way in Jinba), together with local habits based on countryside lifestyle, and rural tradition, contribute to increase the level of drop out, especially among girls. In addition, the increasing of the violence in the Occupied West bank, is even worsening the drop out issues, due to the increased difficulties of movement, closure of check points and security risks. The humanitarian need is focused on the protection of the primary education path. The needs assessment has been conducted by VdT staff (1 architect, the Country Director, 1 Social Worker) through specific meetings with the school staff, the MoEHE, the local representative, the students. First visit at Jinba was made in 2013, followed by other visit until the last July. Contacts has been developed with al Fakhit school Director on the last September. A relationship with the South Hebron and then Yatta MoEHE directorate is active since A coordination with other NGOs working in the WASH sector has been realized before submitting the project. Activities or outputs Page 2 of 5
3 The activities in Jinba and al Fakhit schools will be realized optimizing the temporary facilities already installed in the communities, using as much as possible natural and local materials, both to promote a low environmental impact intervention, then to reduce the necessity of material transportation due to the extreme difficult access (especially in Jinba). And as well to reduce the work visibility in connection to the military area related problems and risks. Jinba activities: 1- Rehabilitation and improvement of the school playground 200 m2: ground levelling and stabilization, water draining system, installation of light games, trees, perimeter wall and walking path. 2- Construction of 3 additional classrooms (5th, 6th, 7th grade)+ 2 additional service rooms (1 teachers room + 1 store for the Photovoltaic system) + toilettes, through a bio climatic method, using natural materials such as straw, mud, earth bricks, stone, wood. A system of skylights will be placed on the rooftop to implement the natural ventilation. The indoor works will include the finishing of the walls and floor and the power network.. 3- Rehabilitation of the 3 original rooms through the insulation of walls and floors, rising and change of the metal sheet roof with a thermo insulated sandwich panel. The natural exposition, internal ventilation (skylight system as for the new rooms), walls and floor insulation will guarantee a passive sustainability concepts by reaching high indoor comfort with low-tech building techniques. 4- Upgrade of the photovoltaic system 5- School equipment Al Fakhit activities: 6- Reconstruction of the bathrooms and separation of the female and male section.. 7- Playground (backyard) rehabilitation 200 m2 - ground levelling and stabilization, water draining system, installation of light games, trees, perimeter wall and walking path. 8- Rehabilitation of the 2 old classrooms through the same bio-climatic intervention already describe in the activity School equipment Monitoring and evaluation will be ongoing and managed by the NGO, with the support of experts, and planned with the participation of main stakeholders. Main focus of monitoring will be on providing effective follow up of the ongoing implementation process, identifying eventual deviations from the designed plan and activating the necessary changes. Actors involved in the network, both local and international, will be regularly updated on the progress of the project. A wide video and photographic documentation will also be produced and provided periodically to stakeholders, in order to promote the awareness, to keep high attention on the project s main issues also in regards of the school protection. The rehabilitation and improvement of the 2 schools will also respond to the underlined needs of drop out, in particular for the girls. Having a school in their own village will avoid, expensive, tiring, uncomfortable and not secure daily passage through the check points. As already experimented in other situation (i.e. Al Khan al Ahmar, Ramadin al Janubi, Al Jabal and Wadi Abu Hindi schools), once the service is present, secure, efficient and available, the families are the first supporter of the women education, and the percentage of women students attending the school is rising up to 95%, even higher than the boys attendance (90%). Also in the case of the rehabilitation intervention only (al Fakhit) the improvement of the structure and the separation of the female and male section of the bathrooms, will encourage the families to send their girls to the school. A safest, healthier and more comfortable environment will increase the trust of the parents in the public education and consequentially the sense of protection for their children, especially girls, towards whom the local culture tends to be more protective. The legal situation related problem will be faced in coordination with MoEHE, URWA, UNOCHA and the community lawyers. Indicators and targets Page 3 of 5
4 Starting from the needs assessment, that involved the referent and key persons, representative of students, woman and men to better identify the needs in term of gender, the MoEHE, the lawyer following the related area C problems and other international NGOs, VdT will implement the participating process during the implementation of the activities. 1. In line with MoEHE and INEE minimum standards, 3 additional classrooms (5th, 6th and 7th grade) 2 additional service rooms (1 teachers room + 1 store for the Photovoltaic cabinet) + separate bathrooms for boys and girls (4 latrines) have been build, 3 old rooms have been rehabilitated and the whole school host about 50 students (23 boys + 27 girls), 6 teachers, 1 director, 1 assistant in the village of Jinba. 2. In line with MoEHE and INEE minimum standards, the Jinba school is energetically sustainable, using clean energies as photovoltaic panels. 3. In line with the MoEHE and INEE a new playground of about 200 m2 has been realized in the yard of the Jinba school, the outdoor school space has been put in safe and is serving the 50 students (23 boys + 27 girls). 4. In line with MoEHE and INEE minimum standards, 2 old rooms have been rehabilitated and separate bathrooms for boys and girls (4 latrines) have been build, and the whole school host about 50 students (28 boys + 22 girls), 7 teachers, 1 director, 1 assistant in the village of Al Fakhit. 5. Jinba and al Fakhit school have been provided with new equipment such as stationary, labs materials. 6. In line with the MoE and INEE minimum standards the rehabilitation and construction works at Jinba and al Fakhit schools are at low environmental impact, and has been realized with natural materials such as straw, mud and wood, avoiding massive use of concrete and non biodegradable materials. 7. In line with the MoEHE and INEE a new playground of about 200 m2 has been realized in the yard of the al Fakhit school, the outdoor school space has been put in safe and is serving the 50 students (28 boys + 22 girls). 8. The Jinba and al Fakhit schools are managed by the PA Minister of education, that provides teachers and manage the structure, including internal furniture. 9. At least 10 workers from the 2 communities have been trained on alternative construction techniques. 10. The rehabilitated and improved 2 schools will increase the % of school attendance, in particular for girls, will improve the active participation of the woman to the local communities, and will contribute to increment life opportunities especially for woman. Jinba school will serve about 50 children (about 23 boys + 27 girls)from 1st to 7th grade. Al Fakhit school will serve as well about 50 children (about 28 boys + 22 girls) from 6st to 10th grade. The 2 new completed, rehabilitated schools will contribute to decrease the level of drop out. The better environment, spaces, facilities will encourage the families also from the nearby villages, communities, to send their children to school, in particularly girls. It is expected an increment between 10 and 20% in the school attendance. In line with MoE and INEE minimum standards the, VdT is proposing the construction of the school using low environmental impact techniques with the shared goal to reach 3 main outcomes: 1- Promote and diffuse low tech and high results in term of inhabitant condition, new construction techniques using natural, local materials and clean energies. 2- Call the attention of the international community, following the example of Al Khan al Ahmar and Wadi Abu Hindi primary schools, to protect human and children rights and to promote, strength, a network supporting the whole community at risk of force displacement. 3- Increment the rights and the opportunities for girls and women, starting from the right to have a fair, secure and efficient primary education path.
