Learning Gains Model Beginning in FY2016
New Learning Gains Model F.S New model requires growth toward achievement levels 3, 4, and 5 is demonstrated by students who scored below each of those levels in the prior year. Reflect What does this mean for students scoring at levels 1 and 2? What does this mean for students scoring at levels 3 and 4? What does this mean for retained students? What does this mean for students testing above grade level?
Learning Gains Model The line below represents a student growth pattern consistent with the statute and the approved rule. 260 Student scoring mid Level 1 in Grade 3 and earning a learning gain each year. 240 Level 3 Level 3 Level Level 3 Level 3 Level 3 Level 2 Level 3 Level 2 Level 2 Level 2 Level Level 3 Level 2 Level Level Grade 3 Grade 4 Grade 5 Grade 6 Grade 7 Grade 8 Grade 9 Grade 10
Comparison of Learning Gains Old Method Improve one or more levels from one year to the next (e.g., move from Level 1 to Level 2; Level 2 to Level 4, etc.) LEVEL 1 & 2 For students who remain in Level 1 or 2, demonstrate a specified scale gain LEVEL 3 & 4 Maintain a Level 3, Level 4, or Level 5 from one year to the next New Method No change Split Levels 1 & 2 into sub-sections Level 1 into thirds Level 2 in half Then, require student to improve from section to section within Level (e.g., move from the bottom third of Level 1 to the middle third of Level 1) Level 3 & Level 4, in addition to maintaining the level, student scale score must improve
FSA Reading, Math/EOC Learning Gains All Levels: Increase 1+ Level Level 5: Remain Level 5 Level 4: Maintain level and improve 1 or more points Level 3: Maintain level and improve 1 or more points Level 2: Move from sub-level to higher sub-level Level 1: Move from sub-level to higher sub-level Remain Level 5 Maintain +1 Pt Maintain +1 Pt FSA Achievement Levels L5 L4 L3 L2 L1
English Language Arts Learning Gains Scale Grade Level 1 Level 2 Level 1 Low Middle High Level 2 Low High Level 3 Level 4 Level 5 Grade Grade Grade Grade Grade Grade Grade Grade
Mathematics Learning Gains Scale Grade Level 1 Level 2 Level 1 Low Middle High Level 2 Low High Level 3 Level 4 Level 5 Grade Grade Grade Grade Grade Grade End-of-Course Assessments Grade Level 1 Level 2 Level 1 Low Middle High Level 2 Low High Level 3 Level 4 Level 5 Algebra Geometry Algebra
Lowest 25% Learning Gains Applies same Learning Gains methodology to the Lowest 25% To determine the Lowest 25% Use the scale score performance of students in the prior year at each grade level to identify the lowest 25% of students (EOCs not by grade level) Lowest 25% is no longer limited to students in Achievement Levels 1 and 2 Calculated for both ELA and Mathematics
