Background Central Bureau of Statistics (CBS) was established in 1959 under Statistics Act, 2015 BS under Government of Nepal as the central agency for the collection, consolidation, processing, analysis, publication and dissemination of statistics. It is under the National Planning Commission Secretariat (NPCS) of Nepal and serves as a national statistical organization. It generates timely and reliable socio-economic statistics mainly through the operation of censuses and surveys. Practical Action is an International Development organization established in 1966 with the objective of reducing poverty through wider use of appropriate technologies in developing countries. With the Head Office in the UK, Practical Action works through its Country and Regional Offices in Bangladesh, Nepal, Sri Lanka, Kenya, Sudan, Zimbabwe and Peru. Practical Action is working in Nepal since The Central Bureau of Statistics (CBS) and Practical Action have entered into memorandum of understanding recently in a spirit of mutual cooperation with the purpose to strengthen the national climate change information and database. The Environment Statistics Section within Centre Bureau of Statistics (CBS) of Nepal has initiated a process of conducting a National Climate Change Survey with the view of addressing the data gap on climate change vulnerability. The current support program will strategically engage in a responsive manner to support Centre Bureau of Statistics (CBS) in Nepal by providing technical support to integrate climate change with in the national climate change survey to generate meaningful and useful information. Practical Action is taking this initiatives together with CBS with support from DFID funded Climate Proofing Growth and Development (CPGD) programme. The programme at South Asia level is led by Oxford Policy Management Limited (OPML) and Practical Action is consortium partner and leading Nepal component. 2. Project Introduction The United Nations Framework on Climate Change (UNFCCC) requires countries to prepare National Communications (NCs) reports which include information on: a) greenhouse gas (GHG) inventories; b) vulnerability and c) on measures to mitigate and to facilitate adequate adaptation to climate change. The Government of Nepal has already prepared the Second National Communications (SNC) and is currently preparing for the Third National Communications (TNC). Assessment of these documents indicate that the information that is used to produce the national documents were mainly secondary national and local level data and information and that the reliability and quality of these is not clear. In addition, there are also gaps in terms of information on climate change. This was verified during a national stocktaking workshop organized by Ministry of Environment, Science and Technology (MoSTE) in Kathmandu (22 nd Feb 2015) in preparation for the TNC. Recently, the Environment Statistics Section within Centre Bureau of Statistics (CBS) of Nepal has initiated a process of conducting a National Climate Change Survey with the view of partly addressing the data gap on climate change. The CBS designed a survey questionnaire and carried out piloting in selected districts in order to assess the vulnerability of households to climate change. The discussion with the Environment Statistics Section revealed the need of technical assistance within the CBS to design the appropriate methodology for the climate change survey. Likewise, there is need to have robust framework so that it will add value to the understanding of climate change issues at the national level. 1

4 In addition, a perception based methodology is proposed in the national climate change survey, which entirely relies on household level qualitative responses, based on their individual experiences of short term weather variations and impact. This evidence gives information about public awareness and understanding of climate change. It provides some anecdotal information about climate variability and climate change that could be used to verify observed changes. Hence, there is a need to have more scrutiny in terms of methodological design and technical content in the survey questionnaire drafted by CBS- Nepal to further refine it. 3. Objective of assignment The main objective of the support is to strengthen the national climate change information and database. Specifically it provides - Technical support to systematically consolidate data generated from climate change pilot survey through data management, tabulation and analysis of the pilot survey - Technical support to refine the methodology and framework for carrying out full fledge national survey on climate change - Support in building the capacity of the environment section within CBS to integrate climate change into its regular plan and activities 4. Scope of work The Environment Statistics Section within Centre Bureau of Statistics (CBS) of Nepal has initiated a process of conducting a National Climate Change Survey. CBS designed a survey questionnaire and carried out piloting in selected districts in order to assess the vulnerability of households to climate change. In total, piloting covers 5 districts in Nepal where 50 households and 2 district level stakeholders in each district participated in the survey. Altogether there were 260 sets of filled questionnaire that resulted from the survey. CBS asked Practical Action to provide technical assistance in database consolidation and management, tabulation of pilot survey and analysis of the results. The support was also expected to refine the current set of questionnaire based on the learnings made and feedback received from various stakeholders. The refinement will consider the approach to combine local climate data with existing socio-economic data. The refined questionnaire will then be used for full fledge national level climate change survey planned for The full fledge national climate change survey will be carried out in at least districts of Nepal. The proposed initiative will help CBS to strengthen the information and database on climate change. It will also help in integrating climate change within the national socioeconomic statistics, mainly through the operation of censuses and surveys. It particularly helps to integrate climate change survey as part of the major tasks, which CBS has been performing, like decennial population census, agriculture census, living standard surveys, labor force surveys etc. The information and database generated from the survey will help government and other stakeholders to prepare national plans, policies and programmes on climate change. 5. Expected outputs The specific key outputs of the assignment are as follow 2

Final Draft Report on Pilot Climate Change Survey The report will highlight major findings on impact of climate change in pilot districts of Nepal and provides i) sectoral analysis climate change risk and impact at the local level, and ii) specific recommendations for sectors by providing useful recommendation for adaptation action on the ground and mainstreaming climate change within the local and district level development planning. b. Final set of questionnaire and quick reference guideline for full fledge National Climate Change Survey The final set of questionnaire and quick reference guideline for field level enumerator will be developed and endorsed by CBS ready for full fledge National Climate Change Survey in at least 30 districts. This also provides approach to combine local climate data and existing socio-economic data of survey districts for synthesizing final report. c. Final Published Report of Full fledge National Climate Change Survey This containing the major findings of the work, including provide ways of mainstreaming climate change within the local development planning in Nepal. This will serve as basis of strengthening CBS to regularize the survey in certain interval of time. 6. Methodology The proposed initiative will contribute to improving skills and systems of CBS. The technical support will be provided to Environment Statistic Section of CBS in order to refine the survey methodology, creating an appropriate database, data analysis and dissemination of survey findings. The following steps would guide the process however the consultant organizations can propose methods within this broad framework. The process methods involves. Consultation with CBS and Practical Action team members to execute the project. Regular interaction with CBS and sectoral level experts for design of survey questionnaires. Analyse the pilot survey results and identify key gaps to strengthen in full fledge survey questionnaire. External inputs and feedbacks to the proposed survey questionnaires, Identify framework to source secondary data on exposure, sensitivity and adaptive capacity elements to frame and supplement analysis of household level vulnerability survey. Capacity building of CBS staffs including field enumerator Endorsement of survey methods from technical committee Prepare final report and wider dissemination of findings. 7. Responsibilities of the parties 7.1 Consultant Organizations The following are the specific task of the consultant organizations which should be coordinated between focal point of Practical Action and Central Bureau of Statistics. Remaining within the main delivery of technical responsibility, followings are the specific responsibilities; Provide necessary Human Resources expertise as per the requirements stated in the ToR. 3

6 Provide quality and professional technical inputs to systematically consolidate pilot survey results and identify gaps. Provide technical expert to support analysis and drafting report of pilot survey. Provide necessary technical expertise for refinement of the method and framework of full fledge national level survey taking account of pilot survey gaps and additional consultations with relevant stakeholders. Provide technical expertise to update the national climate change survey questionnaire and advise to develop database management software. Provide capacity building training on climate change integration and mainstreaming within CBS. Provide technical support on analysis and reporting of full fledge national climate change survey. Provide support in dissemination of full fledge survey results. Any other roles mutually agreed between all parties. 7.2 Central Bureau of Statistics (CBS) The following are the specific role and responsibility of Central Bureau of Statistics (CBS) where Assign focal point within the Environment Statistics for consultant organization and Practical Action. Lead in holding technical committee meetings. Lead the process to develop strategy, and initiate implementation of work plan with technical support from Practical Action and consultant organization related to project activity. Coordinate with relevant government ministries, departments, academic institutions and relevant organisations for fulfilling the objectives of project. Support in organizing workshops and consultations for various stakeholders on project related subjects. Provide temporary workspace consultant engaged in the project. Endorsement of final outputs carried out by consultant organization. Ensure management and financial obligation for effective and efficient performance of the implementing activities. 7.3 Practical Action The main responsibility of Practical Action is to support consultants to produce a professional and accepted study report. Remaining within the main responsibility, followings are the specific responsibilities; Provide project related documents to consultant organization. Hold discussion meeting with consultant organization to clarify the objective of project and scope of study together with CBS Provide support to consultant organization to establish linkages with CBS Provide support in finalising assignment with proposed methodology; Provide international expert inputs to consultant organization on necessary key steps and processes. Provide support to technical review and quality assurance support to work done by consultant organization. Provide support to host key meeting, workshop and trainings. Release budget to consultant organization as per agreed payment schedule; 4

Deliverables and Schedule Local level risk and impacts (5 districts) results analysed Specific household level climate change relevant questions identified within CBS final questionnaire for full fledge survey in Nepal. Number of CBS staffs trained on climate resilient development. Publication of full fledge national climate change survey result. Budget The consultant organizations are requested to propose the total cost for this consultancy with daily fee rates as per the required number of experts indicated in section 12. The candidates sought are professional and selection will be done based on the quality of candidate proposed with relevant expertise and track record experience in the designated field. The candidates CV should be included in the proposal along with given templates. All applicable taxes will be deducted at source. Practical Action will issue outputs/ delivery based contract to consultant organization and will release payment upon satisfaction of the outputs. 10. Time Duration: The total duration of this assignment will be 1 year that spreads starting from 1 February 2016 to 31 January Eligibility The ideal consultant organizations/ candidate should possess following qualification: Registered in VAT; Tax clearance certificate for immediate past fiscal year is in place; and Availability of signed copy of CV from Consultant in DFID format. 12. Professional Qualification Criteria The project is ideally looking for a quality and professional consultant organization to proposed the below indicated experts having expertise and pragmatic experience. The following criteria will be strictly reviewed during selection process. The indicated man days includes actual professional technical inputs for the assignment and any travel related time will not be accounted. The technical inputs provided by proposed positions will be tracked and verified in standard monthly timesheet submitted by each positions. Following professional qualification must be in place. 5

National Team Leader: 80 man-days inputs At least 10 years of proven track record of research experiences on natural resource management and preferably climate change survey design, field level survey, and analysis of results Experience on database software and able to provide inputs to CBS in required format for analysis Able to understand the sectoral issues related to climate change and ability to establish linkages Have analytical ability to research and draw information from various sources and synthesize appropriately as per the requirement of report writing. Experience in delivering training on survey methodologies, database analysis and support CBS team on survey analysis Will take lead role to liaise with CBS Environment Section. Will take lead role to coordinate with national thematic expert for required inputs and incorporate recommend appropriately. Able to coordinate and incorporate feedback and inputs as per International technical advisor associated with the project Produce high quality report and able to assure the quality of the content. II. National Thematic Expert (8)- Agriculture, Forest, Disaster, Urban, Health & WASH, Water resources & Energy, Gender and Tourism )- Each 10 man-days inputs At least 7 years of research experience on related subject matter area and have worked in climate change adaptation related project research and analysis. Provide expert inputs to CBS on questionnaire design related to sector for meaningful analysis. Provide expert inputs to data gap related to sector and propose household level appropriate questionnaire that can be analysed as indicators for risk and impact of climate change. Support in training material content development and quick reference guideline for CBS enumerator. Able to analyse the survey finding and support in preparation of analytical report. Provide as and when required sectoral level expert inputs to the CBS team members. 1. Agriculture- Sector expert will cover agriculture, livestock and food security related issues 2. Forest- Sector expert will cover forest and biodiversity related issues. 3. Disaster- Sector expert will cover hydro-met disaster and risk reduction issues. 4. Urban- sector expert will cover urban infrastructure, settlement related issues. 5. Health and WASH- sector expert will cover climate induced health hazards, water and sanitation and hygiene s issues. 6. Water and Energy- sector expert will cover impact of water resources and access to energy and its security issues. 7. Gender- expert will cover climate impact related to gender. 8. Tourism- expert will cover climate impact related to tourism sector. 13. Contact and Communication The national team leader will be overall responsible for leading and managing the assignment including management of sector expert inputs, development of the content of 6

9 the questionnaire, designing the workshop content, leading the workshop/training and final report write up. The national team leader will be supported by international advisors remotely by giving inputs and feedback to progress made. Practical Action/CBS will support in arranging the workshop and associated logistics. The project officer from Practical Action will support in arranging the workshop and associated logistics together with CBS. All deliverables will be sent to Practical Action Management Lead by the deadline who will circulate it for comment to international technical Advisers. The reports should be prepared in accordance with associated reporting templates and guidance. The reporting officer for this assignment is the Practical Action Head of Policy and Practice Unit and Project Manager. 14. Ownership of Data and Information Upon completion of this assignment, Consultant shall be liable to deliver all the information and data collected for this purpose which may include reports, notes, statistics and other technical information compiled or prepared in performing the services whether in electronic and or paper to the satisfaction of the Practical Action and CBS. 15. Evaluation of proposal All received proposal shall be reviewed following different indicators. These will be but not limited to sound understanding of the assignment, competent methodology, consistency, coherence and compliance, experience of the consultant and efficient budget planning. Priority will be given to local experts and consulting firms. The decision on selection of consultant organization will be jointly taken by committee representing Practical Action and CBS. 16.
