3 Executive Summary Background The HR Services Division of the Texas Association of School Boards (TASB) conducted a survey of Mount Vernon Independent School District (MVISD) employees in late November through early December 2017 at the request of the district. The purpose of the survey was to assess employee attitudes and level of satisfaction with their jobs and work conditions. Survey information may be used by district leaders to understand how respondents perceive specific issues and to reveal the general level of job satisfaction among employees. School districts benefit from an engaged workforce because highly engaged employees remain involved, passionate, and dedicated to their work, according to Gallup s State of the American Workforce Report (2013). The same report noted that organizations with more engaged employees also find themselves with lower absenteeism, lower turnover, and higher productivity. TASB HR Services developed the survey in collaboration with Mount Vernon ISD in 2015 and administered the survey again this year with minimal changes, to allow year to year comparisons. MVISD chose not to administer the survey last year ( ). When comparisons are being made, it will be compared to and school years. Most of the survey requested that employees respond to statements using a Likert type scale. Some responses were combined for purposes of analysis. For example, throughout this report, strongly agree and agree responses were combined to indicate a positive response. The survey included 12 categories of questions to gather data about the following: Demographics Job Satisfaction Working Conditions Compensation and Benefits Relationship with Coworkers Relationship with Supervisor District Communications District Leadership Board Leadership Campus Environment Curriculum and Instruction Student Discipline Survey Administration and Respondents Mount Vernon ISD provided HR Services a list of employee e mail addresses, and at the time of survey launch there were 237 employees. HR Services sent an e mail with a link to the survey to MVISD staff requesting their participation. All employee responses were submitted directly to TASB. A total of 237 employees participated, yielding a response rate of 100 percent, which is significantly above the 2015 response rate of 71 percent. Employees from all job types and work locations participated in the survey. The largest group of respondents were teachers, composing 52 percent of the total respondents. Employees in their first three years with the district made up 39 percent of responses. Since all employees participated, respondents were well distributed across all work locations. 4 Major Findings Job Satisfaction Respondents were presented with ten factors that are often considered important to job satisfaction and were asked to choose their top five. More than half of respondents valued the respectful treatment of all employees (61 percent), meaningful work (59 percent), relationship with coworkers (57 percent), and compensation and benefits (55 percent). For the job satisfaction block of statements, over 87 percent of employees agreed with each measure of job satisfaction, and four statements had at least 97 percent agreement. Working Environment Most respondents were satisfied with working conditions. The statement denoting safe environment had the highest agreement among respondents (98 percent). Respondents were satisfied with the leave provided and district communication about benefits, with at least 94 percent agreement on both items. However, fewer agreed that pay was fair (68 percent) or competitive (71 percent). Two blocks of statements cover working relationships coworker and supervisor. Coworker relationships are viewed favorably; all four items had at least 94 percent agreement. Almost all respondents like the people they work with (98 percent). Supervisor relationships were also viewed in a positive light, and 95 percent of respondents felt they were given clear goals and objectives. Although it was the lowest item, the vast majority of respondents (87 percent) agreed they could communicate openly and honestly with their supervisor. District communications are viewed positively overall, and nearly all respondents understand how their efforts contribute to the district (90 percent) and feel that the district shares important news and events (87 percent). District leadership is well received, with 82 percent agreeing that the leaders are committed to creating conditions for student success. As well, respondents felt that the Board of trustees are committed to creating conditions for student s success (86 percent) and are visible, approachable, and serve as positive ambassadors for MVISD (83 percent). Learning Climate Campus environment items were shown to teachers, other professional staff, and instructional aides, while only teachers received items on curriculum and instruction as well as student discipline. Across four campus environment items, at least 94 percent of respondents agreed that the leadership and environment was positive. The highest item with 96 percent agreeing that their campus is clean and properly maintained. Regarding curriculum and instruction, 93 percent of respondent teachers believe that teachers are held to high standards and received useful feedback. The least agreement was for the statement about satisfaction with resources for special population teachers, at 60 percent. Student discipline averaged 92 percent agreement, and 94 percent of respondent teachers felt the principal maintained behavioral standards. Comments Comments were provided by 44 respondents, which represents 19 percent of survey participants. These comments represent a small subset of participants. Of the commenters, 31 provided accolades in one or more topics. Comments are summarized at the end of the report. Employee Opinion Survey 2 Mount Vernon ISD

5 Summary Overall, survey participants this year viewed their jobs and the district favorably. In most cases, responses remained consistent with 2015 results. The majority of topics had 80 percent or higher agreement on the statements provided; almost half of the items had over 90 percent agreement. Some topics showed variation from Curriculum and instruction saw a slight decrease in favorable responses overall. On the other hand, slight increases were seen in the topics of campus environment and student discipline. The following topics had responses most consistent with 2015 results: working conditions, compensation and benefits, relationship with coworkers, relationship with supervisor, and district communications. 6 Demographics A total of 237 surveys were submitted, yielding a response rate of 100 percent. Respondents were asked for their job type first in order to show only relevant questions; for example, only teachers receive questions about student discipline. The demographic makeup of respondents is a factor to keep in mind when comparing results across years, especially given the large increase in participation rate this year. For example, between the 2015 respondents and those in 2017, there were slight variations in distribution by job type, length of employment, and work location. This can lead to slight difference between districtreported counts and the respondents reported demographics. The largest group of respondents were teachers, composing of 52 percent of the total respondents. Mount Vernon ISD had 100 percent participation therefore every group s participation rate should be at 100 percent. The table above shows varying participation rates due to some employees classifying themselves differently than the district reported counts or employees choosing to not identify their job type. The Other Professional or Instructional Aide group includes employees in the following jobs: counselor, librarian, nurse, diagnostician, speech language pathologist, and instructional aide. All campuses had 100 percent participation. Mount Vernon elementary school has the most employees on campus and, therefore, has the largest percent of the total survey. 9 Findings by Survey Topic It is important to keep in mind that fluctuations seen in the following charts may be driven by the twoyear timeframe between surveys as well as the higher participation rate this year. For 61 percent of respondents, the respectful treatment of all employees was a factor; in fact, the proportion choosing this factor increased 5 percentage points from 2015, when 56 percent of respondents indicated this. Meaningful work saw a 5 point decrease from 2015 with 59 percent of the respondents selecting it this year. Relationships with coworkers (57 percent) and compensation and benefits (55 percent) were also selected as a factor in job satisfaction, and remained at about the same levels seen in previous years. 10 Likert type Scale Questions The remaining sections of the survey provided respondents with a list of statements and asked for their level of agreement. Response categories were strongly agree, agree, disagree, strongly disagree, and no opinion/not applicable. The categories of strongly agree and agree were combined for these charts to indicate a positive response. Job Satisfaction I am proud to work for Mount Vernon ISD. I like the work I do. Four items had at least 97 percent agreement: like the work, understand expectations, feel good about accomplishments, and using skills and abilities. Overall, respondents view job satisfaction favorably there were three notable decreases. Ratings for being proud to work at MVISD decreased 5 percentage points from 2015 to 95 percent and recommending their district decreases 8 points from 2015 to 88 percent this year. Respondents were slightly more likely to recommend their campus (91 percent) which only had a 4 percentage point decrease from There were mostly small fluctuations from 2015, indicating that the district respondents are again satisfied by the work they do. Later topics will give additional insight into what items, outside of the job itself, make respondents satisfied with their employment at Mount Vernon ISD. Employee Opinion Survey 8 Mount Vernon ISD

Nearly all report working in a safe environment (up 5 percentage points to 98 percent). Further, 94 percent of respondents feel that the leave time provided is adequate. Respondents were less inclined to agree that their pay was fair (68 percent) or competitive with other districts in the area (71 percent). While these values are lower than others in the section, the majority of participants did respond positively. Views of pay competitiveness have improved in the time period surveyed (up 5 percentage points since 2014). Perceptions of pay can be driven by a variety of factors, including communication. Respondents rated district communication about benefits very well, so there may be opportunities to evaluate communications about pay and replicate the style used with benefits. Opinions remained steady, with all answers remaining within 3 percentage point of values from Respondents almost unanimously like their coworkers (98 percent). Most respondents agreed with the statements about their supervisor across all areas surveyed with an average of 91 percent agreement. The strongest area was clear goals, with 95 percent of respondents reporting their supervisor sets clear goals and objectives. Respondents also agreed favorably that they are allowed to make decisions within their scope of authority, received useful feedback, and their supervisor made timely decisions (all at 94 percent). The lowest item, with 87 percent agreement, was that they can communicate openly and honestly. Supervisors were viewed favorably overall. Among some of the highest rated items, since 2015, increases were seen in the areas of providing useful feedback (up 7 percentage points to 94 percent), as well as making timely decisions (up 5 percentage points to 94 percent). Two items saw decreases of more than 10 percentage points from These were: having sufficient access to resources and materials (down 12 percentage points to 79 percent) and being satisfied with special population resources (down 15 percentage points to 60 percent). 19 Student Discipline The principal provides leadership in setting and maintaining behavioral standards for students. Our student code of conduct is consistently and fairly enforced. I am given appropriate assistance to resolve disciplinary problems in my classroom. The greatest proportion, 94 percent, feel the principal provides leadership for behavioral standards. Almost all respondents agreed with these statements, and each item was viewed more favorably than in 2015 with an average increase of 6 percentage points.
