7 Working Group on Institutional Building of the SCA/ECLAC Code of Good Practices in Statistics for the ECLAC Region CGPS In some countries, it has been embodied into national Codes. A number of countries in the Region are now in the process of updating their legislation on official statistics and adapting it to the principles of this Code. Series of peer reviews, monitoring on the accomplishment of improvement actions Plan for assessing the compliance of the current practices in the countries with the principles of the Code.
8 The dissemination of the Code started a new dynamic A significant number of countries are undertaking a modernization of their legislation frames in order to adapt them to the principles of the Code, and trying to pass them through their parliaments
9 Assessing the compliance of the current practices in the countries with the principles of the Code 1. Activities for dissemination of the Code of Good Practice (workshops, conferences and forums were organized) 2. Completion of Self- evaluation questionnaire 3. Peer review by international teams of peers 4. Improvement actions
10 Self-assessment - evaluation questionnaire 19 countries filled out a questionnaire The instrument was designed to compile information concerning the current state of compliance by the NSO with the CGPS - the questionnaire is based on the structure of the CGPS A set of questions is posed for each of the components to ascertain whether the criteria in the process of statistical activity are being met. The main strengths and weaknesses relating to the application of the criteria for compliance with each principle are identified, followed by a list of activities aimed at achieving improvements.
11 Overall assessments (2 rounds of peer reviews) To review the responses of the self-assessment questionnaire and the necessary evidence to check compliance with the criteria and, consequently, with the principles set out in the Code. An external element is thus introduced which constitutes an impartial and transparent value added for evaluating the existing status of NSO in terms of compliance with the Code. These reviews were intended for the national statistical institutes in their capacity as the entities responsible for coordination of the national statistical system. A week in the year was set aside for carrying out the assessment programme with the committee of experts (reviewing documentary evidence, identifying problems and making recommendations for improving the institute s performance in complying with the Code). The final document that national statistical institutes receive contributes as much content as possible to the implementation process.

13 WHATS NEXT? - Working Group on Institutionbuilding Ensure continuity in the activities aimed at strengthening and consolidating national statistical systems and legal frameworks (create and formalize a mechanism to ensure continuity in institution-building activities in the region) Prepare a synthesis report on good practices and lessons learned from the results of the Group s country assessments (the reviews have not been maid public) Include new partners in the process Undertake sub-regional activities and promote horizontal cooperation

24 Functions of Statistical Coordination Group of the 2030 Agenda in Latin America and the Caribbean Provide strategic leadership in the process of implementing the SDGs in the region, with regard to indicators measurements, statistical monitoring and reporting. Support the development of a regional SDG indicators framework which considers the different realities, emphasis, and common challenges faced by the countries of Latin America and the Caribbean. Promote national ownership of the regional monitoring framework of the 2030 Agenda and encourage capacity building, cooperation and coordination to ensure consistency between the regional and global dimensions. Promote the use of international statistical standards and methodologies. Address issues related to strengthening statistical capacities in the region.
