2 New Priority Schools for Based o Marylad s Elemetary ad Secodary Educatio Act (ESEA) Flexibility Pla, the (MSDE) idetified Priority Schools as Title I schools performig amog the lowest five percet of Title I schools i the State ad Title I high schools with a graduatio rate below 60%. Marylad s ESEA Flexibility Pla was iitially approved for the ad school years. The data used for the idetificatio of the iitial list of Priority Schools was from ad school years. The implemetatio of a ew State assessmet ad the accoutability waiver from the Uited States Departmet of Educatio (USED) preveted schools from exitig Priority idetificatio. Give that Priority Schools were to be idetified every three years ad give that the data was ot recet or based o the ew State assessmets, Marylad elected to idetify a ew list of Priority Schools for the school year. Support for Priority Schools Local educatio agecies (LEAs) with Priority Schools must develop school itervetio plas to improve each of their low performig Priority Schools. The plas must address the compoets of the icludig strog leadership, effective teachers, additioal time for studet learig, stregtheig the istructioal programs icludig multi-tiered system of support, use of data for cotiuous improvemet, a safe school eviromet, ad family ad commuity egagemet. MSDE expects the LEAs with Priority Schools to use its Priority School reservatio fuds (up to 20% of its total Title I, Part A allocatio) to implemet evideced-based itervetio strategies to sufficietly address the prioritized eeds of its Priority Schools ad studets idetified i their eeds assessmets. Additioally, Title I 1003(a) school improvemet fuds may be available to support Priority Schools. (MSDE) Breakthrough Ceter s Breakthrough Ceter is a exceptioal feature of MSDE s efforts to support Title I low-performig schools. The Breakthrough Ceter focuses o the use of cross-fuctioality i providig support, which icludes a focus o Math ad Eglish Laguage Arts istructio, Leadership developmet, ad Studet Support structures. These services will be egotiated betwee MSDE ad the LEA with a strog collaborative commitmet. Oversight Marylad is committed to the cotiuous improvemet of the state s low performig Priority Schools. MSDE will work collaboratively with each LEA i support of their Priority Schools through participatig i the mothly Cetral Support Team meetigs ad Turaroud Executive Support Team meetigs (three times a year). The LEA s Cetral Support Team (CST) ad the Turaroud Executive Support Team (TEST) will demostrate the strog commitmet ad capacity of the LEA to implemet fully ad effectively the evideced based itervetio strategies i each Priority School pla. MSDE will also coduct programmatic ad fiscal osite moitorig ad/or desk moitorig of the LEA ad Priority Schools. 1

Mid-year ad aual observatios also occur withi the guidace of the BTU cotract. Teachers are provided with expectatios regardig plaig, curriculum ad learig strategies, ad istructio. ACCE will work i collaboratio with the commuitylearig etwork (CLN), trasformatio ad turaroud (OTT), ad the MSDE Breakthrough Ceter (mathematics support). This collaborative plaig allows for educators i grades 6-12 to discuss the Istructioal Framework, studet assessmet data, curriculum mappig, studet work aalyses ad lesso plaig supports. The ILT meets bi-weekly for 90 miutes. Durig these meetigs, the ILT collaborates with the teacher leads to develop the structure ad agedas for collaborative plaig. Studet assessmet data aalysis ad reflectio helps support the actio items for both the ILT ad the departmetal teams. I additio to the studet assessmet data, the school team cosistetly reviews climate related data to support egagemet strategies for all studets. These practices help support the school team with implemetig more effective RTI practices. 22

Studets with chroic attedace are referred to the school s studet support team for pla developmet. School climate has bee a cocer at ACCE. Early idetificatio of studets that have at-risk factors, such as truacy ad miscoduct, ad puttig support programs i place early i the school year will assist i promotig a 24

A Studet Support Team (SST) will promote early idetificatio of studets that have at-risk factors, such as truacy ad miscoduct. The school will cotiue to coduct home visits for those studets at risk for chroic absece as well as for other studets idetified through the school s SST process. The school will utilize New Visios site-based metors to support studets iside, outside the classroom, ad for Alterative for Suspesio. ACCE will cotiue to expad the Peer-Group Coectio (PGC) cocept. Efforts to ecourage peer metorig across grade levels both vertically ad horizotally will be icreased. For the , SY ACCE will officially be a SGA chapter.
