2 New Priority Schools for Based o Marylad s Elemetary ad Secodary Educatio Act (ESEA) Flexibility Pla, the (MSDE) idetified Priority Schools as Title I schools performig amog the lowest five percet of Title I schools i the State ad Title I high schools with a graduatio rate below 60%. Marylad s ESEA Flexibility Pla was iitially approved for the ad school years. The data used for the idetificatio of the iitial list of Priority Schools was from ad school years. The implemetatio of a ew State assessmet ad the accoutability waiver from the Uited States Departmet of Educatio (USED) preveted schools from exitig Priority idetificatio. Give that Priority Schools were to be idetified every three years ad give that the data was ot recet or based o the ew State assessmets, Marylad elected to idetify a ew list of Priority Schools for the school year. Support for Priority Schools Local educatio agecies (LEAs) with Priority Schools must develop school itervetio plas to improve each of their low performig Priority Schools. The plas must address the compoets of the icludig strog leadership, effective teachers, additioal time for studet learig, stregtheig the istructioal programs icludig multi-tiered system of support, use of data for cotiuous improvemet, a safe school eviromet, ad family ad commuity egagemet. MSDE expects the LEAs with Priority Schools to use its Priority School reservatio fuds (up to 20% of its total Title I, Part A allocatio) to implemet evideced-based itervetio strategies to sufficietly address the prioritized eeds of its Priority Schools ad studets idetified i their eeds assessmets. Additioally, Title I 1003(a) school improvemet fuds may be available to support Priority Schools. (MSDE) Breakthrough Ceter s Breakthrough Ceter is a exceptioal feature of MSDE s efforts to support Title I low-performig schools. The Breakthrough Ceter focuses o the use of cross-fuctioality i providig support, which icludes a focus o Math ad Eglish Laguage Arts istructio, Leadership developmet, ad Studet Support structures. These services will be egotiated betwee MSDE ad the LEA with a strog collaborative commitmet. Oversight Marylad is committed to the cotiuous improvemet of the state s low performig Priority Schools. MSDE will work collaboratively with each LEA i support of their Priority Schools through participatig i the mothly Cetral Support Team meetigs ad Turaroud Executive Support Team meetigs (three times a year).
