Quality Assurance Statement The St Helens Safeguarding Adults Board implemented a Quality Assurance framework for Safeguarding Adults training provision in December 2007 to raise standards and increase effectiveness. Recognising that Safeguarding Adults is a multi agency task, the framework has been designed to ensure that training determined, delivered and evaluated locally meets the established standards and agreed competencies. 2. Quality Standards Detailed below are the set of quality standards. Further information can be obtained from Denise Igglesden Training & Development Officer on Communication 1.1. Provide clear and good quality advice, guidance and information about Safeguarding Adults training and development opportunities with its link with NVQ s and occupational standards 2. Complaints 2.1. Seek to resolve all complaints about its services in an effective and timely manner, to incorporate the feedback received into the improvement of services and to make feedback mechanisms accessible to all citizens and customers 3. Course Design 3.1. Course content identified from the need and skill gap of the learners and designed to ensure increase in knowledge, understanding and practice whilst being response to the needs of individual learners 3.2. Content structured to promote effective and efficient learning and ensure understanding by individual learners 3.3. Training package to enable learning via a variety of methods, recognising the different ways in which learners learn 4. Delivery Process 4.1. Assist Managers and Supervisors to identify appropriate training needs fairly and consistently 4

5 4.2. Ensure staff are provided with information about training and development opportunities open to them 4.3. Seek to avoid the use of training venues where access is limited 4.4. Seek to ensure that where individuals have particular learning needs, these are met 4.5. Undertake initial screening, regular reviews and observations, both delivery and content, of training providers to ensure they are appropriately qualified and experienced 4.6. Monitor training activities and achievement of objectives and where appropriate action taken to revise future sessions 4.7. Provide certificates of attendance for all training courses 5. Evaluation 5.1. Effectively monitor and evaluate all training related activities working in partnership with training providers to ensure a high quality service is provided to learners 5.2. Keep a central database of all learners who have attended Safeguarding Adults training, which is audited to plan and target training courses 3. Commissioning Agreement As the Safeguarding Adults training is provided by multi-agencies, different contract and agreements will in place in individual organisations, however, each organisation has included the following in its training provider terms and conditions: 3.1 The Trainer will send a Curriculum Vitae (CV) detailing their experience and copies of qualification and instructor certificates to provide evidence that they are appropriately experienced and qualified to facilitate the requested training event(s). This CV will be then stored by the commissioning agency. 3.2 The Trainer will have personal indemnity insurance up to the value of 2m and provide a copy of their certificate and send updated copies as they are renewed. 3.3 The Provider will ensure recent and relevant case studies; data and examples are always used. 3.4 The Trainer provides copies of the lesson plan to the Commissioning Training & Development Officer prior to the session. 5

6 3.5 The Trainer commits to ensuring all delegates complete the supplied validation forms. 3.6 The Trainer will conduct a risk assessment on arrival at the venue using the St Helens Safeguarding Adults Board Venue Risk Assessment Form and immediately report any concerns that may prevent the event from taking place. The Trainer will continue to monitor the safety of the environment during the event and report any concerns to the Commissioning Officer. 3.7 The Provider will give out the following information at the beginning of an event: fire and evacuation procedures, breaks, arrangements for refreshments, facilities and toilets, confidentiality, whistle blowing, course timings, aims and objectives and an introduction of themselves and their organisation and explain why they are appropriately qualified to facilitate the session. 3.8 The Trainer will facilitate an icebreaker appropriate to the length and content of the session to ensure the participants feel comfortable and to create a welcoming and safe environment, taking responsibility for the welfare and well being of the attendees whilst they are facilitating the session. 3.9 The Trainer will not disclose or discuss any of the situations or conversations that arise during training to anyone outside of the training event, except if there are concerns about activities, practice or the safety of an individual, in which case, the Trainer will report their concerns to the Commissioning Officer immediately The Trainer will provide all delegates with signed Certificates of attendance using the St Helens Safeguarding Adults Board Certificates, provided by the Commissioning Officer. 4. Evaluation Statement Appropriate evaluation of learning is critical to ensure training provided is the most suitable and of an excellent standard. Evaluation takes place at two levels: Level 1 is concerned with the impact of the training in the workplace, particularly on individual or team behaviour. Evaluation at this level measures knowledge acquired, concepts and values understood, skills gained or improved, attitudes changed, or a mixture of all, which leads to changed practice in the workplace. Level 2 evaluation is concerned with the effectiveness of the overall training effort as measured by quality audits, policy reviews, costbenefit analysis, monitoring of departmental qualification profiles, user and carer feedback. 6

8 6. Delegate Evaluation Delegates evaluate the training session through the validation of an agreed set of training objectives, which are standardised across all training providers. This also provides delegates with the opportunity to give general feedback including the venue and level of information provided prior to training. This is carried out via validation forms completed at the end of the training session. These forms are then inputted onto a central database and the information is used to produce a validation report for the session, which gives a percentage score for learning rate of the delegates. All of the training sessions are reported to the St. Helens Safeguarding Adults Board Training and Communication Sub-Committee and where appropriate, action is then taken to revise the programme for future events. A copy of the validation form used for the St. Helens Multi-Agency Safeguarding Adults Foundation session can be found in Appendix A of this Quality Assurance Programme. 7. Trainer Evaluation/ Assessment All Trainers delivering St. Helens Multi-Agency Safeguarding Adults programmes complete a standard document, which highlights any issues that may have arisen during the training session. This is completed at the end of each training session and is returned to the Training & Development Officer at St Helens Council who is responsible for Safeguarding Adults training programmes. The Commissioning Training & Development Officer resolves any issues and if necessary these are taken to the St. Helens Safeguarding Adults Board Training and Communication Sub-Committee for discussion. An example copy of a Trainer evaluation/ assessment form can be found in Appendix B of this Quality Assurance Programme. 8. Observation In order to ensure the continuing standards of Safeguarding Adults training delivery, the St. Helens Safeguarding Adults Board Training and Communication Sub-Committee carry out regular training observations. Trained observers from the organisations representing the St Helens Safeguarding Adults Board will carry these out. The observations look at both delivery and content to ensure is appropriateness and suitability for the needs of the delegates. Feedback is given to the individual trainers and reported to the St. Helens Safeguarding Adults Board Training and Communication Sub-Committee. 8

Venue Risk Assessment All venues used in the delivery of the St Helens Safeguarding Adults Board training programmes are subject to an annual risk assessment. In addition to this, trainers are asked to complete a further assessment on the day of the training to ensure it remains a suitable training environment. This is then returned to the Commissioning Training & Development Officer. A copy of the Venue Risk Assessment form can be found in Appendix D. 9
