2 New Priority Schools for Based o Marylad s Elemetary ad Secodary Educatio Act (ESEA) Flexibility Pla, the (MSDE) idetified Priority Schools as Title I schools performig amog the lowest five percet of Title I schools i the State ad Title I high schools with a graduatio rate below 60%. Marylad s ESEA Flexibility Pla was iitially approved for the ad school years. The data used for the idetificatio of the iitial list of Priority Schools was from ad school years. The implemetatio of a ew State assessmet ad the accoutability waiver from the Uited States Departmet of Educatio (USED) preveted schools from exitig Priority idetificatio. Give that Priority Schools were to be idetified every three years ad give that the data was ot recet or based o the ew State assessmets, Marylad elected to idetify a ew list of Priority Schools for the school year. Support for Priority Schools Local educatio agecies (LEAs) with Priority Schools must develop school itervetio plas to improve each of their low performig Priority Schools. The plas must address the compoets of the Marylad Turaroud Priciples Model icludig strog leadership, effective teachers, additioal time for studet learig, stregtheig the istructioal programs icludig multi-tiered system of support, use of data for cotiuous improvemet, a safe school eviromet, ad family ad commuity egagemet. MSDE expects the LEAs with Priority Schools to use its Priority School reservatio fuds (up to 20% of its total Title I, Part A allocatio) to implemet evideced-based itervetio strategies to sufficietly address the prioritized eeds of its Priority Schools ad studets idetified i their eeds assessmets. Additioally, Title I 1003(a) school improvemet fuds may be available to support Priority Schools. (MSDE) Breakthrough Ceter s Breakthrough Ceter is a exceptioal feature of MSDE s efforts to support Title I low-performig schools. The Breakthrough Ceter focuses o the use of cross-fuctioality i providig support, which icludes a focus o Math ad Eglish Laguage Arts istructio, Leadership developmet, ad Studet Support structures. These services will be egotiated betwee MSDE ad the LEA with a strog collaborative commitmet. Oversight Marylad is committed to the cotiuous improvemet of the state s low performig Priority Schools. MSDE will work collaboratively with each LEA i support of their Priority Schools through participatig i the mothly Cetral Support Team meetigs ad Turaroud Executive Support Team meetigs (three times a year). The LEA s Cetral Support Team (CST) ad the Turaroud Executive Support Team (TEST) will demostrate the strog commitmet ad capacity of the LEA to implemet fully ad effectively the evideced based itervetio strategies i each Priority School pla. MSDE will also coduct programmatic ad fiscal osite moitorig ad/or desk moitorig of the LEA ad Priority Schools. 1

Teachers are cotiuously icreasig their kowledge aroud CCSS with our year's work with objective aligmet ad strategies. The implemetatio of istructio has improved; however studet social emotioal issues i grades 1, 3, 4 will at times iterrupt the learig process. We have provided a school-wide itervetio block for 45 miutes where all scholars are give support at their istructioal eed. There is aother dose of small group istructio for 30 miutes durig the literacy block. This will iclude embedded coachig ad afterschool PD for which the teachers will receive a stiped to atted. The school will form a partership with Literacy Lab. The Literacy Lab embeds rigorously-traied, full-time early literacy tutors i elemetary schools servig high-eed populatios. Each parter school receives 2 full-time tutors, who each serve a caseload of about 18 childre from grades K-3. Childre o caseload receive 20 miutes of daily 1:1 itervetio ad are progress moitored weekly. The itervetio is practice-based ad desiged to support studets buildig mastery i skills that have already bee taught i class. Tutors are supported by a Iteral Coach (a school staff member who receives traiig ad support from The Literacy Lab) ad a Master Coach (Literacy Lab staff member) to esure fidelity of implemetatio ad drive studet achievemet. The Literacy Lab s work beefits from a extesive evidece base, icludig a radomized cotrol trial coducted by the Uiversity of Chicago. 15

I order to expose the studets to high-iterest readig, the school will purchase a leveled bookroom to provide a variety ad quatity of titles at each readig level. I additio to the support from the Breakthrough Ceter readig specialist, we aticipate workig with Dr. Fiklestei from Towso Uiversity i usig Frederick Elemetary School as a lab site for studet teachers to support i the classroom ad receive site based professioal developmet with our curret teachers i guided readig practice i whole ad small teacher groups based o their level of istructioal eed ad to build istructioal leadership.
