5 Dubai We Learn ORGANISATIONAL LEARNING aims to dramatically improve performance of Dubai s government through the identification and implementation of best practices. A one year programme starting on 6 October 2015 Available for up-to 8 government entities for one project team per government entity Aims to address important challenges and/or opportunities through a benchmarking project approach. Supported by international experts with training and guidance provided.
6 Dubai We Learn ORGANISATIONAL LEARNING aims to achieve major benefits within a one year time-frame. 1. Projects will generate major financial and nonfinancial benefits for your entity, stakeholders and Dubai as a whole. 2. Projects will provide a stimulus for innovation, dynamic change and stakeholder satisfaction 3. 8 successful projects will serve as role models for knowledge sharing and innovation and be profiled in a Dubai We Learn publication
7 Other benefits.. 4. Team members will benefit from the training and guidance of international benchmarking experts 5. Team members will benefit from becoming certified at Trained and Proficiency Levels of benchmarking 6. Teams will be eligible for Dubai Government Excellence Programme s (DGEP) Benchmarking Award and encouraged to participate in the International Best Practice Competition and Global Benchmarking Network s (GBN) Benchmarking Award 7. Opportunity to network and learn from other esteemed government entities
8 Project teams will be trained in TRADE Best Practice Benchmarking and assisted throughout their projects. TRADE focuses on the exchange (or trade ) of information and best practices to dramatically improve the performance of processes, goods and services.
9 Project team members will be certified as both Trained and Proficient in benchmarking when the projects are completed
10 Assistance will be provided in finding benchmarking partners and best practices
11 Advice will be given on how to develop an organizationalwide approach to benchmarking that leads to major transformational change and constant innovation Informal Benchmarking Formal Benchmarking Best Practices & INNOVATION
12 8 projects from different government departments will be selected based on the following criteria: A. Importance of the project Aim of the project Why is this project important to undertake? Stakeholders (who will be interested in the results of the project? Likely benefits of project? Non-financial and financial B. Level of commitment to the project Will your Project Team have time to work on the project over the next year? Why is it important for your organisation to participate? Is your senior management team supportive of the project?
13 Participants must be able to meet these expectations 1. Project Teams of 3 to 6 people need to attend the training and other scheduled activities over one year. 2. Attendance of all team members is mandatory at the 3 Day Training Workshop, 3 Progress Sharing Days and Closing Sharing Day. 3. Project Teams need to give presentations on their progress at 3 Progress Sharing Days, a Closing Session and submit a final project report. 4. Project Teams need to report progress on a monthly basis to the program s facilitators. 5. Team members must be able to dedicate an estimated one day per week per person for the next 12 months to the project.
14 Continued 6. Resource must be available for international benchmarking visits if required. 7. All Project Teams must identify best practices and obtain sign-off for implementation within the 12 month period. Some Project Teams are expected to have fully implemented the best practices within this period. 8. Project Teams must be willing to share their success with other government entities. 9. Project Teams must have the full commitment of their senior executive team before applying for the programme.
15 Projects should be of strategic importance and result in major benefits for your stakeholders Projects typically search for best practices in: Leadership and governance issues e.g. improving communication of vision/mission and values Strategy - e.g. improving strategic planning process, incorporating stakeholder needs Processes e.g. reducing cycle time, reducing waste, improving productivity Innovation e.g. developing a culture of innovation Human Resources e.g. increasing teamwork, increasing employee empowerment, increasing number of employee ideas, improving training, improving recruitment process, increasing employee wellbeing & happiness, surpassing Emiratisation targets Performance Management e.g. development of an integrated performance management system Information Technology e.g. increasing the number and quality of e- government and m-government services Environment and safety e.g. reducing environmental impact, reducing accidents Supplier/Partner relationships e.g. developing winning private/public partnerships.

18 Dubai We Learn TRAINING is based on the TRADE Best Practice Benchmarking methodology. This training is only relevant to those people that do not intend to participate in Dubai We Learn ORGANISATIONAL LEARNING.
19 TRADE focuses on the exchange (or trade ) of information and best practices to dramatically improve the performance of processes, goods and services. TRADE provides a winning formula for innovation. Your knowledge and experience + best practices = NEXT PRACTICES!!!
20 Participants at the 3-day training course will be certified at the Trained Level (Level 1).
21 All government departments are strongly encouraged to have at least one person become a Benchmarking Master or Champion with the capability to facilitate benchmarking projects and coordinate benchmarking activities. Government-wide knowledge sharing creates a dynamic environment for innovation
22 TRADE is accompanied by a comprehensive set of resources TRADE Project Management System in Excel Terms of Reference Worksheet 5 x Worksheets (for each stage of TRADE) Additional Worksheets Training Manual - Detailed notes on how to undertake each Stage and Step of TRADE - Over 30 template forms to assist benchmarking projects -- All materials available in English and Arabic --
23 Project teams, as well as individuals, are encouraged to attend the training. Participants will improve their understanding of: Benchmarking (informal and formal) The systems and organizational structure required to support benchmarking and knowledge sharing The various benchmarking and knowledge sharing tools Each stage and step of the TRADE Best Practice Benchmarking Methodology And All participants will leave the training with a clear benchmarking project plan that is specific to their needs.

34 COER led by Dr Robin Mann will be delivering the Dubai We Learn services with oversight by DGEP COER s Vision: To be at the forefront of organisational excellence research, and known worldwide as a leader in the provision of benchmarking and business excellence services Dr Robin Mann is Head of the Centre for Organisational Excellence Research, New Zealand, Chairman of the Global Benchmarking Network, Co-Founder of BPIR.com Limited, Founder of the International Best Practice Competition, Founder of the TRADE Best Practice Benchmarking Methodology and Chief Expert for Business Excellence for Asia Productivity Organisation. Robin s experience includes managing the UK s Food and Drinks Industry Benchmarking and Self-assessment Initiative ( ), New Zealand Benchmarking Club ( ), Sheikh SAQR Government Excellence Program, UAE ( ), researching national strategies to business excellence and productivity for Australia and the GEM Council (2006), Asia ( ). Robin was awarded the Harrington/Ishikawa Medal in 2011 for contributions to the advancement of quality in the Asia Pacific region. Robin is originally from the United Kingdom where he undertook one of the first PhD s in Total Quality Management, at Liverpool University. He moved to New Zealand in 1998.
