7 PARCC Technology Guidelines version 3 PARCC updated their technology guidelines to version 3 It discusses Field Testing and offers minimum bandwidth specifications External Connection to the Internet Minimum With Caching Minimum Without Caching Recommended for Assessment + Instruction 5 kbps/student 50 kbps/student 100 kbps/student or faster PARCC released a document on proctor caching The link to the document is embedded in the version 3 Technology Guidelines 8
8 Proctor Caching External Connection to the Internet Minimum With Caching Minimum Without Caching Recommended for Assessment + Instruction 5 kbps/student 50 kbps/student 100 kbps/student or faster Proctor Caching should be considered for the PARCC Assessment if the district has the IT personnel to install and set up the proctor caching service 5 kbps/student will assist in delivering the assessment but it does not support digital learning Digital learning is the goal 100 kbps/student (or faster) 9
9 Clarifications: PARCC Clarifications ipads: ipad 2 running ios 6 (minimum spec.) External keyboards required Linux and Android: supported for actual assessment in 2015 but not for 2014 Field Test Chrome OS: some accessibility features will not be available in the Field Test but will be available for actual assessment in 2015 Screen Resolution: 1024 x 768 or better Touchscreens: are NOT required for all devices! Cell Phones: if personal cell phones are allowed on the school s wireless network, disallow them during the assessment window 10

13 Educational Technology Historical Context Connection between Common Core State Standards and PARCC/DLM PARCC/DLM and Technology Readiness 14
14 Historical Context In 2010, New Jersey adopted the Common Core State Standards for English Language Arts and Mathematics. To assess Common Core State Standards, New Jersey joined the PARCC (Partnership for Assessment of Readiness for College and Careers) consortia. New Jersey also joined the Dynamic Learning Maps consortia to assess these standards for students needing significant supports 15
15 Historical Context These assessments will be online for the school year for grades 3-High School Performance Based Assessment component (PBA) after approximately 75% of the school year End of Year component (EOY) after approximately 90% of the school year Dynamic Learning Maps (DLM) will be online during the same school year 16
16 Online Assessments NJASK and HSPA are being replaced by the PARCC Assessments online The APA is being replaced by Dynamic Learning Maps (DLM) also online NJ students will be assessed online!
17 Historical Context To meet the deadline - states, districts, schools, staff and students must be prepared. There must be Technology Readiness. 18
18 Public School Districts Includes Charter Schools State Facilities Who is NJDOE Engaging? Includes Department of Corrections, Juvenile Justice Commission and Division of Children and Families Approved Private Schools for Students with Disabilities 19
19 What is Technology Readiness? Technology Readiness is more than devices and bandwidth for online assessments! It s digital learning, which includes assessments It is a multi-year transition process. Involves an in-depth needs analysis, planning, communication, involvement of stakeholders, as well as training and hands-on experiences for students and staff. 20
20 Strategic Planning: Strategic Planning There needs to be an overarching implementation plan that is aligned to curricular and infrastructure needs to: Ensure that students and staff have the necessary resources for digital learning and online assessments Provide a unified vision and implementation for all schools within the district everyone has a role Ensure that the logistics, environments and technical support services are components of the implementation plan A strategic planning tool, such as a technology plan is necessary to assist with this process 21
21 Strategic Planning Considerations: Bandwidth Devices Locations Technical Support Planning Technological Proficiency for students and staff Professional Development Funding Planning revolves around student learning, not just assessments. Curriculum drives technology purchases 22
22 Bandwidth Readiness What is the current bandwidth for each student/user on the network/internet? How many students can be on the network/internet at the same time when it is at full capacity? What would the upload and download speeds be for each student? Does this amount of bandwidth and speed support teaching, learning and online assessments? If not what is the plan to address this? 23
23 Bandwidth Recommendation PARCC adopted SETDA s recommendation of 100 kbps per student for digital learning This should also address the bandwidth needs for online assessments 24
24 Device Readiness What devices will be used for online assessments? How many students will these devices serve at one time? Where are these devices located? Keyboard, mouse/touchpad, headset, and microphone purchases What is the cleaning and sanitization process? If using devices with batteries what is the plan for charging the devices? Are more batteries/charging stations needed? Do schools have electrical/power concerns? 25
25 Location Readiness What locations would be used for online assessments? How many students would these locations accommodate at one time? Are there locations that can be temporarily set up for administering online assessments? Who would do it and how would it be done? How much would it cost to set up and break down the location and devices? How much time is needed for set up and break down? What could be done ahead of time to prepare the location and devices? While a room has an assessment in session, no instruction can occur at the same time in the room 26
26 Technical Support Is there sufficient technical support for digital learning as well as for online assessments? Includes deployment, installation and maintenance of devices/equipment What are the protocols for teachers to get technical support during the assessments? What level of troubleshooting is expected from the people in the classroom? What kind of professional development and hands on experiences will be offered to staff as well as students? 27
27 Student Technology Readiness Involves student technological proficiency Students have necessary skills and experience to learn and be assessed online. To accomplish this, students use educational technology to actively learn the content and to demonstrate understanding of the content. It involves using educational technology to not only gather, remember and understand information but to also analyze, evaluate and create information incorporating what was learned. 28
28 Student Technology Readiness Students are technologically proficient - which means students have an understanding of how technology devices and programs operate and students can use them comfortably as part of their learning. Being comfortable with a device or a program takes time and practice. Students have to use the device or program on a regular basis in order to get to a certain comfort level. Students should use the same type of device for the PARCC assessments that they use for learning. 29
29 Student Technology Readiness Students have access to educational technology and the Internet. By access, we do not intend that students occasionally use educational technology to do a project or presentation. Students should be able to use educational technology to learn throughout their day. They should also have sufficient Internet and network bandwidth so that they can access the information and online media that they need. 30
30 Student Technology Readiness Students need experience with online assessments. Taking an online assessment is different than watching an online video, playing an online game or working with online programs. Students need practice in taking online assessments. Being comfortable in navigating and using an online assessment will assist in allowing students to stay focused as they take the assessment. 31
31 Teacher Technology Readiness Teachers have similar needs as the students. Teachers have necessary skills and experience. Use educational technology so students can actively learn the content and demonstrate understanding of the content. Use educational technology to assess student learning and to inform instruction. Be comfortable with a classroom of students using devices includes ability to assist with troubleshooting Have technological proficiency Have access to technology and the Internet Have experience with online assessments 32
32 Administrator Technology Readiness Administrators facilitate technology readiness. Facilitate conversations with stakeholders (community, Board, families) Actively participate in the development of an overarching implementation plan that is aligned to curricular and infrastructure needs Ensure that students and staff have the necessary resources for digital learning and online assessments Provide a unified vision and implementation for all schools within the district everyone has a role Ensure that the logistics, environments and technical support services are components of the implementation plan 33
33 Professional Development: Professional Development How to integrate technology into the curriculum so that students are actively using technology to learn as well as to demonstrate knowledge How to address the various levels of technological proficiency among students and staff Provide hands on experiences related to digital learning and online assessments These types of PD experiences take time and are not just one day, one time sessions 34
34 Funding: Funding Funding is more than trying to find extra dollars for technology If technology is truly integrated into the curricula and into the learning process, then funding it is not an extra but a necessity The type of learning that is needed could not occur otherwise In most cases, creating a budget that supports a technology infused curricula and learning is a result of not finding funding but reallocating funding to support a technology enriched learning environment 35

42 Office of Educational Technology Overview Our approach There is a progression for effective use The middle level is our minimum expectation for curriculum and instruction such as
43 Office of Educational Technology Overview The Levels of Teaching Innovation (LoTi ) Framework was first conceptualized by Dr. Chris Moersch in 1994 as a research tool to assess authentic classroom technology use. Several iterations later, the original LoTi Framework has transformed into a conceptual model to measure classroom teachers implementation of the tenets of digital-age literacy as manifested in the National Educational Technology Standards for Teachers (NETS-T). The Substitution Augmentation Modification Redefinition (SAMR) Model offers a method of seeing how computer technology might impact teaching and learning. It also shows a progression that adopters of educational technology often follow as they progress through teaching and learning with technology. Video: Technological Pedagogical Content Knowledge (TPACK) attempts to identify the nature of knowledge required by teachers for technology integration in their teaching, while addressing the complex, multifaceted and situated nature of teacher knowledge. At the heart of the TPACK framework, is the complex interplay of three primary forms of knowledge: Content (CK), Pedagogy (PK), and Technology (TK).

50 Technology Readiness Reports On November 13, NJDOE made available District/School Technology Readiness Reports via Homeroom On Homeroom, click on PARCC TRT RPTS You need to be given access to this application by your district Web User Administrator (WUA) These reports are also available in NJTRAx The reports provide a snapshot of the district's/school's technology readiness for online assessment based on the PARCC Technology Readiness Tool (PARCC TRT) data provided by the district's /school's representative. The data reflect what was present in the PARCC TRT as of June 26, Districts will be updating their technology readiness information into NJTRAx not the TRT 51

57 NJTRAx Common Issues Common issues in NJTRAx: Associating Devices Rooms WAPs Low Network Readiness Rating even though there is sufficient bandwidth Most likely a WAP issue check to see associations and if there are a sufficient number of WAPs Schools are Network Ready but the District is not Check District ISP data and school data e.g. District head end = 100 mbps, each of the five schools listed with 100 mbps which is a total of 500 mbps 58

59 Device Readiness Device Readiness Formula Example: School with 1000 students who will take the PARCC assessments The school has 100 devices 1000 students * 5 sessions that each student must take for the PBA / 20 day assessment window / 2 sessions per day (AM and PM) * 1.10 overage for breakage = 138 devices 138 devices is sufficient to assess 1000 students The school needs 38 additional devices 60

61 Network Readiness Network Readiness Formula Example: School with 1000 students who will take the PARCC assessments The school has 50 mbps of Internet bandwidth The school utilizes 50% of it s Internet bandwidth This assumes that this level of utilization will continue during the PARCC Assessments This leaves 50% of it s Internet bandwidth for PARCC Assessments 80% of the remaining 50% of Internet will be used for the calculation this results in the amount of reliable bandwidth that is available 50% of 50 mbps = 25 mbps *.8 = 20 mbps 63
62 Network Readiness Network Readiness Formula Example: There is 20 mbps of reliable Internet bandwidth available for the PARCC Assessments If proctor caching, each simultaneous test taker in a session needs 5 kbps Without proctor caching, each simultaneous test taker in a session needs 50 kbps 1000 students * 5 sessions that each student must take for the PBA / 20 day assessment window / 2 sessions per day (AM and PM) * 1.10 overage for breakage = 138 devices So the calculation will use 138 students taking the PARCC Assessment at one time/per session 64
