1 PJM530: Contracts, Procurement, and Risk Management Credit Hours: 3 Contact Hours: This is a 3-credit course, offered in accelerated format. This means that 16 weeks of material is covered in 8 weeks. The exact number of hours per week that you can expect to spend on each course will vary based upon the weekly coursework, as well as your study style and preferences. You should plan to spend hours per week in each course reading material, interacting on the discussion boards, writing papers, completing projects, and doing research. Course Description and Outcomes This course provides students with the best practices of contract management and purchasing. Topic areas include risk management planning, risk identification, risk analysis, responses to risk, risk monitoring, and risk control. In addition, the course covers the project manager s responsibilities in identifying and obtaining resources from vendors as well as the legal requirements and contracting processes involved. Course Learning Outcomes: 1. Learn effective project procurement management and synthesize efficient processes to purchase products or services needed. 2. Analyze and incorporate methods used to plan for the procurement of resources within a project's scope. 3. Discuss the legal aspects of contracts and procurements. 4. Explain and apply the process used in source selection and contract awarding. 5. Define risk and evaluate approaches to risk identification, monitoring, control, and review. 6. Understand qualitative and quantitative analysis and its role in project management. 7. Explore and research practices and procedures associated with international contracts and contract law.

Review the Portfolio Project description and rubric under the Week 8 folder. CRITICAL THINKING ASSIGNMENT (75 points) Choose one of the following two assignments to complete this week. Do not complete both assignments. Identify your assignment choice in the title of your submission. Note that while there are two options for the Critical Thinking Assignment, there is only one rubric. Review the rubric to confirm you are meeting the assignment requirements. Option #1: Request for Proposal (RFP) Project Proposal Prepare a project proposal in response to the provided RFP for a hypothetical or real project of interest to you. The project must have an international dimension or component. Your proposal must address each of the following in a separate, titled section of the paper you submit: Statement of the Customer s Need Assumptions Project Scope Deliverables

Option #2: Request for Proposal (RFP) Project Proposal Training Presentation You work as a project manager in a company that has a project management office (PMO) that includes a formal ongoing professional development series of training sessions. Each month, a different project manager is required to prepare and present a training session for the other project managers in the company. You have been asked to prepare and present a training session on project proposals. Prepare a PowerPoint presentation in which you explain each of the following elements of a project proposal: Statement of the Customer s Need Assumptions Project Scope Deliverables Resources Schedule Price Risks Expected Benefits You must address international considerations associated with each of these elements. The presentation must be supported by a minimum of two scholarly sources from the CSU-Global Library in addition to both course textbooks. The presentation must contain a separate, titled slide for each of the above listed Project Proposal elements, in addition to a cover slide, an agenda slide, a summary slide, and a references slide. The total number of slides should be 13. The speaker notes area associated with each slide (other than the cover slide, agenda slide, summary slide, and references slide) must contain at least 75 words of speaker notes. PORTFOLIO PROJECT MILESTONE (25 points) Option #1 Submit for approval via the Module 3 Portfolio Project submissions area the specific company and problem statement upon which your portfolio project will be based. Provide reasons for your choice. Your submission should contain no more than one page of content, framed by a cover page and references page. Option #2 Submit for approval via the Module 3 Portfolio Project submissions area a paper in which you specifying whether you have selected Amazon, Google, or Tesla for your portfolio project. You must also specify the problem or opportunity you will address related to the company you have selected that is, the specific company and problem statement upon which your portfolio project will be based. Provide reasons for your choice. Your submission should contain no more than one page of content, framed by a cover page and references page. CRITICAL THINKING ASSIGNMENT (125 points)

6 Option #1: Case Study Analysis Analyze the Indian Railways (Nag, 2013) procurement case study in terms of the following: 1. Source selection methodology 2. Procurement oversight and regulation 3. Competition between suppliers 4. Ethics and accountability in procurement Be sure your paper contains a titled section for each of the four areas listed above. Each of these sections must contain at least one in-text citation that follows quoted text from the article supporting your analysis. Each of these in-text citations must include the paragraph number of the article in which the quoted text appears, per APA citation requirements. Prior to the four titled sections above, you must include a titled introduction paragraph that specifies the purpose of the paper and how it is arranged, and a titled section that provides a summary of the case. The length of the content of the paper must be at least four pages. The length is not inclusive of the title and reference pages. References must include the Nag (2013) article and three additional scholarly sources from the CSU-Global Library. Select a hypothetical or real project in your personal life, such as moving from one city to another or buying a house. Describe the project specifically and measurably in terms of scope, budget, schedule, and quality. 2. Identify 3-4 logical chronological phases that comprise the entirety of the project duration and describe these phases. 3. Brainstorm a total of eight risks facing this project, including six negative risks and two positive risks. State each of the six negative risks concisely in the form of an undesirable event and explain each risk. State each of the two positive risks concisely in the form of a desirable event and explain each risk. 4. Prepare a table that includes the following column headings, from left to right: Project Phase, Risk, Impact, Likelihood, Composite Risk Score, Response Type, and Response Description. Populate only the first two of these columns. Populate the first column with the names of the phases identified in (2) above. Populate the second column with the eight risks identified in (3) above in such a way that each risk appears in the same row of the table as the project phase to which it pertains. Title, but do not populate, the Impact, Likelihood, Composite Risk Score, Response Type, and Response Description columns at this time. You will populate these columns as a part of your Module 6 CT Assignment. Your paper should be 4-5 pages in length, including the table presented in (4) above. Brainstorm a total of eight risks facing this project, including six negative risks and two positive risks. State each of the six negative risks concisely in the form of an undesirable event and explain each risk. State each of the two positive risks concisely in the form of a desirable event and explain each risk. 4. Prepare a table that includes the following column headings, from left to right: Project Phase, Risk, Impact, Likelihood, Composite Risk Score, Response Type, and Response Description. However, you may select Option #1 even if you did not select Option #1 for the Module 5 Critical Thinking Assignment. All elements identified below must be fully addressed in the paper you submit. Update the paper you submitted in Module 5 by populating the Risk, Impact, Likelihood, Response Type, and Response Description columns in the table in (4) below. Prepare a paper in which you address each of the following in separate, titled sections framed by an introduction and a conclusion: 1. Select a hypothetical or real project in your personal life, like moving from one city to another or buying a house. Discuss the rationale and approach you used to arrive at the Likelihood and Impact scores. Explain in detail your planned Response for each of the three risks with the highest Composite Risk Scores.

You will utilize knowledge about the company and industry to develop a proposed contract, procurement plan, and risk management plan. Develop a problem statement and an RFP. Write a proposal, including the bid/no bid analysis. List the required resources in a resource matrix. Also include a review of the identifiable risks. In Week 3 you will submit for approval via to your instructor the industry upon which your portfolio project will be based. In Week 5 you will submit for approval via to your instructor an outline of your proposal upon which your portfolio project will be based. Expected length is pages of content. Include at least 5 outside academic and professional references that provide information and guidance for your portfolio project. As always, content must be formatted according to the CSU-Global Guide to Writing and APA Requirements. Include a title and reference pages. Outside sources refers to academic, research, and scholarly sources from the CSU-Global Library, other than the textbook, course materials, or other information provided as part of the course materials.
