1 BOS 3651, Total Environmental, Health, and Safety Management Course Syllabus Course Description A comprehensive study of the essential component needed in developing an effective safety management system. Examines the cultural aspects of integrating total safety management into all levels of an operation. Prerequisites None Course Textbook Roughton, J. E., & Mercurio, J. J. (2002). Developing an effective safety culture: A leadership approach. Boston, MA: Butterworth-Heinemann. Course Learning Objectives Upon completion of this course, students should be able to: 1. Describe the characteristics of an effective safety culture. 2. Discuss the importance of management commitment in establishing a safety culture. 3. Compare and contrast the difference between priorities and values in the context of safety and health management. 4. Develop effective safety management vision statements, goals, and objectives. 5. Discuss the need for employee involvement in the development and execution of an effective safety management system. 6. Recognize the importance of clear assignment of safety responsibilities. 7. Establish safety accountability and develop related performance measures. 8. Describe the components of a hazard prevention and control system. 9. Explain various incident causation theories and use these theories to conduct an incident investigation. 10. Summarize the requirement for a medical program tailored to an organization's needs. 11. Identify safety and health training needs. 12. Illustrate and write a Job Hazard Analysis (JHA). 13. Identify at-risk behavior and apply behavior-based safety principles in controlling these behaviors. 14. Assess the effectiveness of an existing safety management system. Credits Upon completion of this course, the students will earn three (3) hours of college credit. Course Structure 1. Unit Learning Objectives: Each unit contains learning objectives that specify the measurable skills and knowledge students should gain upon completion of the unit. 2. Unit Summaries: Each unit contains an overview, or summary, of the information to be covered. 3. Reading Assignments: Each unit contains reading assignments from one or more chapters from the textbook. Unit I also contains supplementary readings. 2 4. Key Terms: Key terms are intended to guide students in their course of study. Students should pay particular attention to key terms as they represent important concepts within the unit material and reading. 5. Discussion Boards: Discussion Boards are a part of all CSU term courses. Information and specifications regarding these assignments are provided in the Academic Policies listed in the Course Menu bar. 6. Assessments: This course contains six unit assessments to be completed at the end of Units I-III and V-VII. 7. Program Evaluation Paper #1 and #2: Units IV and VIII contain Program Evaluation Paper assignments. Details and instructions are located below. 8. Ask the Professor: This communication forum provides you with an opportunity to ask your professor general or course content related questions. 9. Student Break Room: This communication forum allows for casual conversation with your classmates. Program Evaluation Paper #1 Unit IV For this first program evaluation assignment, you are to evaluate Management Commitment and Leadership, Employee Participation, and Accountability at your current organization or an organization with which you are familiar. To prepare this assignment, use the evaluation tool in Appendix F of the course textbook and the course material located in Chapters 1-9. You are also encouraged to use additional professional reference sources to support your discussion. (Please note that Wikipedia is not an acceptable reference source for academic papers). The first part of the paper must document the adequacy/inadequacy of the current system and make specific recommendations for improvement. This is where Appendix F will be helpful. Discuss how the program elements at your organization match up with the standards and best practices in the textbook or other references. You do not need to include every element; choose the ones for which you can find some objective evidence that will lead to conclusions about the effectiveness of the program. The second part of the paper should include a recommended safety vision statement, goals, and objectives. Remember that an evaluation is a comparison against a known standard or best practice. For each finding (good or bad) and recommendation, you need to have a citation from the course textbook or other reference. Without citations, it is only your opinion. Program Evaluation Paper #2 Unit VIII For the second program evaluation assignment, you are to evaluate Hazard Identification and Control, Incident Investigation, and Training at your current organization or an organization with which you are familiar. To prepare this assignment, use the evaluation tool in Appendix F of the course textbook and the course material located in Chapters You are also encouraged to use additional professional reference sources to support your discussion. To submit your completed assignments, upload them using the "View/Complete" links located in Unit IV and Unit VIII. Do not your paper directly to your professor. By uploading using SafeAssign, your university record will automatically be updated to indicate you have submitted your paper and it will be provided to your professor for grading. 3 APA Guidelines CSU requires that students use the APA style for papers and projects. Therefore, the APA rules for formatting, quoting, paraphrasing, citing, and listing of sources are to be followed. A document titled APA Guidelines Summary is available for you to download from the APA Guide Link, found in the Learning Resources area of the mycsu Student Portal. It may also be accessed from the Student Resources link on the Course Menu. This document provides links to several internet sites that provide comprehensive information on APA formatting, including examples and sample papers. CSU Grading Rubric for Papers/Projects The course papers will be graded based on the CSU Grading Rubric for all types of papers. In addition, all papers will be submitted for electronic evaluation to rule out plagiarism. Course projects will contain project specific grading criteria defined in the project directions. To view the rubric, click the Academic Policies link on the Course Menu, or by accessing the CSU Grading Rubric link, found in the Learning Resources area of the mycsu Student Portal.
