Topics include the nature and functioning of the Western European democratic system since the end of World War II and the creation and enlargement of the European Union (EU), with emphasis on the processes, institutions, important figures, political culture, and citizens electoral behavior. The process of the nationalization of the electorates and the development of universal suffrage, and the creation of the current parliaments and governments are also studied. Other topics addressed in the course include the formation of political parties, and the development of current political and social conflicts. Learning Objectives After completing this course, the students will be familiar with key debates in the field of politics of West-ern Europe as they relate to its most recent history after World War II and the creation and development of the European Union (EU). Also, students are expected to develop analytical skills and intellectual un-derstanding of liberal democracies framework in a comparative context. Course Prerequisites None. Methods of Instruction This course requires a bearable amount of readings, the completion of a paper research, an oral presentation, a midterm, and a final examination. Students are also expected to actively participate in class discussions. The instructor will normally start the class with an introduction in the form of a lecture. However, at least half of the session will be organized around discussions. To this end, a few documentaries and films re-

2 lated to political events will be viewed, reviewed, and discussed, with a special accent on events occurred in Germany during the last century and central to fully understand the development of Western Europe Politics and the European Union, and some events related to Spain s recent past and present (Civil War and the transition to democracy). Additionally, students will be required to lead a class discussion after their oral presentation as explained below. Finally, a visit to the Catalan Parliament will be scheduled, and other fieldtrips may be organized or even improvised according to the students interests. Assessment and Final Grade Students will be assessed through the following methods: 1) Midterm: 22% 2) Research paper 46% Research proposal 5% Contents table & Bibliography 5% Oral presentation 15% Final essay 21% 3) Final exam 22% 4) Attendance and class participation 10% Course Requirements Research essay + Oral presentation: 46% of course grade This activity must be based on one of these four countries: Germany, Great Britain, France, or Spain. Although the country will be randomly assigned to each student (basically in order to avoid an unbalanced distribution of countries), the general topic is free for each student to choose on the first few weeks of the course. The two general topics for each country are: - Conflicts and political affairs since World War II to the end of 20 th Century. - Current conflicts and political affairs (last 5-10 years). Within these boundaries, students are welcome to examine any aspect of politics related to the country, including any constitutional, institutional, economic, historic (specific episodes, for example), sociologic topic of their interest and preference. a) Research proposal (5% of course grade)

3 Students are expected to submit a short assignment (about words) containing a title, a research question, a hypothesis (thesis statement), and a brief explanation of the chosen topic s rationale for the paper and presentation. More methodology guidance and information on this issue will be given on the first day of class and on a separate document. Late submissions will be penalized 1 point of this assignment grade per day. b) Table of contents and Bibliography (5% of course grade) This assignment is made up of a provisional but consistent table of contents for the final paper, and a tentative bibliography of at least 3 bibliographical references other than those contained in this syllabus, and 1 web-based reference (WARNING: Wikipedia does not count as reference at all, although it can provide with context and the initial gathering of information, including references themselves). Late submissions will be penalized 1 point of this assignment grade per day. c) Final research paper (15% of course grade) The final paper must be about 3,000 to 3,500 words. The grading criteria for this writing assignment will be based on the following: 1. Analysis of text(s): comprehension of material discussed; quotations properly introduced and commented upon, depth, and persuasiveness. 2. Thesis statement: a clear controlling argument, explicitly stated, around which essay consistently revolves. 3. Organization: relationship between argument and evidence, implied ordering of material to follow in the body of your essay, logical ordering, introductory paragraph(s) and conclusions. 4. Consistency: Does the paper remain on topic? 5. Mechanics and Grammar: spelling, grammar, and punctuation. 6. Documentation: proper footnoting and bibliography quality (remember Wikipedia warning above). Late submissions will be penalized 1 point of this assignment grade per day. d) Oral presentation (21% of course grade) The oral presentation will be about each student s research in progress toward the final paper. The date for the presentation will be assigned to students depending on the research topic and country randomly assigned to them (see weekly schedule below, weeks 9 to 12). Each student presentation should be no longer than 15 minutes. Students presenting are required to hand out a written summary to the rest of the students (no more than one page) of their presentation and questions. The grading criteria will be based on the following: 1. Presentation style: keeping in time limit and having a handout for the rest of the students: 30%. 2. Presentation content: evidence used: 40%.

4 3. Leading class discussion: raising provocative analytical questions, having points to make to help lead discussion, and to summarize: 30%. Midterm and Final Examination (22% + 22% of course grade) Both the midterm and the final examination are close-book exams, on each of which the students will be asked to answer a questionnaire of 12 to 15 multiple-choice questions. Answering all of the questions correctly grants the student 8.75 points out of 10 (A-) for the exam. For the students to achieve up to 10 out of 10 (A) in these two examinations, they will need to answer one of two optional open questions. The midterm covers weeks 1 to 4 (Political Institutions), while the final examination covers weeks 5 to 8 (the European Union). Weeks 9 to 12 are not covered on any of these two exams, since their contents are graded through the research essay and oral presentation above. CIEE Barcelona Attendance Policy: Students are expected to attend all scheduled class sessions on time and prepared for the day s class activities. CIEE does not distinguish between justified or unjustified absences, whether due to sickness, personal emergency, inevitable transport delay and/or other impediments. You are considered responsible of managing your own absences. Please keep in mind that exams, paper submission dates, presentations and any other course work deadlines cannot be changed. No academic penalty will be applied if students miss up to 3 class sessions. If students miss up to 5 class sessions, students final course grade will drop 0,5 points out of 10 on the Spanish grade scale for each additional absence beyond 3 (for example a 9.5 will become a 9 if they reach the 4th absence, and an 8,5 if they reach the 5th absence). Students will automatically fail the course if they miss more than 20% of total class hours (i.e. if they exceed 5 absences). For students who miss up to 20% of the total course hours due to extenuating circumstances, the RD may allow for exceptions to the local attendance policy based on documentation such as proof of bereavement, religious observances, hospitalization etc. Students arriving more than 10 minutes late to the class will be considered absent for a day. Late assignments will be marked down 10% after the first day and 5% every day afterwards. No coursework will be accepted after the last day of class. Weekly Schedule Session 1 Orientation week.
