1 ELEMENTARY ASSISTANT PRINCIPAL OF INSTRUCTION A. QUALIFICATIONS: 1. The Elementary Assistant Principal of Instruction shall have the general qualifications of a teacher of Texas and shall hold a valid administrator s certificate, mid-management, principal, or assistant principal certificate. 2. The Elementary Assistant Principal of Instruction shall have had at least three (3) years of successful teaching and shall have demonstrated his/her ability as an instructional leader with superior ability as an instructor. 3. The Elementary Assistant Principal of Instruction shall hold at least a master degree from an accredited college or university and a valid administrator s certificate. B. APPOINTMENT: The Board of Trustees shall appoint assistant principals upon the recommendation of the Superintendent of Schools for a term of not more than two years and the contract will be considered for extension at the regular March meeting each year. C. REPORTS TO: The Elementary Assistant Principal of Instruction shall be responsible to the principal for the performance of all duties. D. SUPERVISES: The Elementary Assistant Principal of Instruction shall assist in supervising all professional and support personnel assigned to a campus. E. JOB PERFORMANCE STATEMENTS: 1. Instructional Management a. Monitors the instructional program. b. Assists staff in planning, implementing and evaluating instruction and student achievement. c. Works with teachers in developing short and long range goals for instruction. d. Maintains a system for monitoring student progress. e. Provides for distribution of available instructional resources and materials. 2090

2 2. School Climate a. Recognizes efforts and achievements of the staff and students. b. Communicates effectively with students, parents, and community. c. Assists in promoting high expectation levels for student and staff performance. d. Involves teachers in collaborative decision making. 3. School Improvement a. Accomplishes Campus Improvement Plan Goals. b. Provides opportunities for staff development. c. Assists in determining and building a campus plan with staff for school improvement; directing planning activities and implementing programs collaboratively with staff to ensure attainment of the school s mission. d. Identifies, analyzes, and applies research findings (e.g., effective school research correlates) to facilitate school improvement. 4. Personnel Management a. Observes instruction, records observations, and conducts conferences. b. Assists in developing improvement goals for staff. c. Complies with district procedures in selection, retention, and dismissal of staff. d. Provides and/or encourages staff participation in inservice training appropriate to individual needs and school campus improvement needs. 5. Administration and Fiscal/Facilities Management a. Complies with district policies and regulations in facilities management. b. Assists in maintaining an organized, attractive and clean school environment. c. Assists in providing an orderly, safe and secure environment. d. Maintains expenditures within the funds available. e. Provides proper documentation to support all agency fund expenditures

3 f. Adheres to accounting policies as outlined in district policy manuals. g. Assists in pupil accounting. 6. Student Management a. Uses management techniques and programs to promote positive student behavior. b. Communicates and conferences with students as needed to encourage appropriate behavior and support for the school. c. Communicates and conferences with parents as needed to encourage appropriate student behavior and support for the school. d. Communicates and conferences with teachers as needed to encourage appropriate student behavior and support for the school. e. Communicates conduct guidelines to students, parents, and staff. f. Assists in promoting improved student attendance. g. Uses management techniques and programs to address at-risk students. 7. School/Community Relations a. Communicates the school s mission. b. Encourages two-way communication between the school and community. c. Encourages and promotes parental and community involvement in the educational process. 8. Professional Growth and Development a. Uses action plan information for self-directed improvement. b. Takes an active interest in professional organizations to promote improvement. c. Engages in professional development activities to improve leadership effectiveness. 9. Academic Excellence a. Works collaboratively with others in developing goals to increase: (1) the percent mastering TAAS tests taken (2) the percent demonstrating mastery of all objectives on all tests

4 b. Works collaboratively with others in developing goals to increase the scores on the state-wide norm-referenced test. c. Works collaboratively with others in developing goals to increase student attendance. d. Works collaboratively with others in developing goals to decrease the dropout rate. 10. Other a. Performs other duties as assigned by the Superintendent of Schools. F. EVALUATION: 1. The job performance statements shall constitute the criteria for an evaluation form with an evaluation code as follows: Unsatisfactory Performance needs improvement in most major areas. N/A Measure Not Being Taken. 1 No Measurable Progress. 2 Progressed Toward The Goal. 3 Met The Goal. 4 Exceeded The Goal. 5 Significantly Exceeded The Goal. 2. The evaluation form shall contain a place for comments and general observations made by the evaluating person. These comments shall constitute additional criteria for evaluation. 3. The Elementary Assistant Principal for Instruction s evaluation is a responsibility resting with the principal. An evaluation shall be completed in writing at least once during the course of the school year. 4. The principal shall submit to the Superintendent of Schools, or the staff person designated by the Superintendent of Schools, the completed evaluation of each Elementary Assistant Principal for Instruction under their jurisdiction at the time stipulated by the Superintendent of Schools
