2 CURRICULUM AIM The overall aim of the CSDP High Level Course (HLC) is to prepare selected senior individuals for leadership positions in the application and development of the CSDP. OBJECTIVES To provide EU Member States and EU Institutions with knowledgeable individuals holding or destined to hold senior CSDP-related posts related to the execution and development of CSDP policy, crisis management and capability development; To broaden course participants knowledge and understanding of the EU security and defence architecture, the comprehensive nature of the CSDP as a key tool of CFSP, as well as of current and anticipated policy, missions and operations; To increase course participants awareness of key horizontal issues e.g. human rights, freedom security and justice, and gender; To help build a European security and defence community able to contribute to the further development of the CSDP and to cooperate effectively with the various actors in this field; To facilitate discussion between course participants and senior EU personnel on EU policies and their implementation; To provide a forum for shaping potential CSDP development, bounded by the long-term objectives set by the Treaty on European Union; To help develop course participants analytical, communication and debating skills; To provide an insight into relevant national and regional policies; To promote a common European security culture and help build a network of senior officials involved in the strategic aspects of the CFSP/CSDP. GENERAL DESCRIPTION 1. Initial situation Participants should be either working in key positions or have a clear potential to achieve leadership positions, in particular in the field of the CFSP/CSDP. The HLC audience should be a well balanced mix from civilian and military participants and NGOs. Suitable academics and members of the business community may also be invited to participate in the course. Course participants must be available for the whole course, which includes various Internet-based Distance Learning (IDL) phases as well as residential modules, and must be ready to contribute with their specific expertise and experience throughout the course.
3 2. Structure of the course The course will encompass four residential modules, each of which lasts one week, and will focus on specific strategic aspects of the CSDP. All course participants have to prepare for each residential module by going through the relevant IDL preparatory phases, using the ESDC IDL system. It is mandatory to pass the tests incorporated within these modules. The minimum time between the residential modules will be about 4 weeks to allow a proper learning process using the IDL system. 3. Methodologies Residential modules will balance active, passive and reflective learning with opportunities to network and share best practices. In general, interactive learning methods will be used throughout the residential modules. These will include syndicate sessions and workshops followed by discussions in plenary. Lectures and panels during the modules must avoid any repetition of the content of the IDL Autonomous Knowledge Units (AKUs). The focus will be to deepen knowledge of the various issues and give course participants the chance to discuss issues in a wider context and with key players working on those issues within the EU. The topics and methods of each module will be reflected in the learning objectives and further developed/updated by the Module Leader, as needed, in close coordination with the Course Director. Interactive parts of the course develop sequentially throughout the modules. Whenever appropriate, study trips and visits will be organised to places of interest in line with the learning objectives of the course and in the context of its various modules. Case studies and exercises will be conducted to allow course participants to see and learn how theory is put into practice within the context of actual EU activities. Wherever possible, course participants will be encouraged to book accommodation in a single specified hotel during residential modules to facilitate networking and community building. Plenary rooms used during residential modules will be of an appropriate standard and will be equipped with modern presentation facilities. Break-out rooms will allow for interactive discussion. 4. Evaluation The course will be evaluated according to the Kirkpatrick model. It will make use of level 1 evaluation (course evaluation based on participant s satisfaction with the course) and level 2 evaluation (assessment of participants learning progress). An
4 evaluation feed-back will be given to participants at the beginning of each of the modules. Module leaders will provide an evaluation report (based on the template prepared by the ESDC Secretariat) for each individual module. The Course Director will be responsible for a final evaluation report which will be presented to the Steering Committee and will include recommendations on how to further develop and improve the course. In order to complete the course, participants will have to accomplish all learning objectives. The accomplishment of the learning objectives will be evaluated based on the participant s active contribution in the residential modules, including their syndicate sessions and practical activities as well as on their completion of the IDL phases. The Executive Academic Board will take these factors into account when considering the awarding of certificates to course participants. 5. Alumni Once course participants have completed the course, they will become members of the ESDC alumni network, and be regularly invited to seminars updating on CFSP/CSDP developments.
5 PROGRAMME AND OBJECTIVES OF THE MODULES 6. Preparatory IDL phase Foundations of CFSP/CSDP This phase provides a general overview of the CFSP/CSDP and related EU policies/concepts. It offers the opportunity to all course participants to attain a similar level of knowledge and understanding of the EU and the main subjects of CFSP/CSDP, of how the EU institutions work and of the role they play in the CFSP/CSDP. In preparation for residential Module 1, each participant can adapt his/her individual study according to his/her professional experience and preparation. The IDL instrument offers the required level of flexibility to adapt this preparation phase to individual needs. Learning Objectives At the end of this IDL phase participants should be able to identify the significant historic steps leading to current CSDP development; explain the major characteristics of the European Security Strategy; assess the functioning of the EU in general and the role of the relevant EU institutions and CFSP/CSDP-related structures in particular. Organisation The content of the preparatory IDL phase is delivered through four Autonomous Knowledge Units (AKUs) available within the ESDC IDL system. The study of these units (estimated hours, depending on the individual's level of preparation/expertise on CFSP/CSDP matters) allows for regular/effective learning in the subsequent residential Module 1 in Brussels. 6 7. Module 1 CFSP/CSDP governance and functioning of the EU In general, this module sets the scene for the course as a whole and for each individual subsequent module. The module will focus on the CSDP in the overall context of the CFSP. It will cover, inter alia, the EU strategic objectives and their implementation, regional policies, EU policy shaping in general, decision-making and inter-institutional cooperation. The module is designed to: deepen understanding on how the EU institutions work, interact and what role they play in the CFSP/CSDP; provide insight into recent EU strategic-level documents and policies; broaden understanding of EU decision-making processes; provide opportunities to discuss relevant issues and stumbling blocks with key staff; provide insights into the EU institutions, services and agencies, e.g. the EEAS, Council, Commission, European Parliament, EDA and other relevant organisations located in Brussels; lay the foundation of participants awareness of key horizontal issues e.g. human rights, freedom security and justice, and gender. Learning Objectives Course participants should be able to: evaluate the current and future developments, as well as strengths and weaknesses, including the impact of recent EU decisions and restructuration; distinguish between the institutions, their responsibilities, the roles they play as well as between the different internal structures and the roles of these in the CSDP; express views on the relevance of key horizontal issues in the implementation of the CSDP; make a critical assessment of the general capacity and ability to facilitate proper functioning of the CFSP/CSDP. Organisation of the residential phase Module 1 will run from 23 to 27 September 2013 in Brussels. It will be organised by the Belgian Royal Higher Institute for Defence, supported by the Belgian Egmont Royal Institute for International Relations, and by Luxembourg, the Netherlands and the ESDC Secretariat. The European External Action Service and the European Commission will be involved in the preparation and running of the module, where appropriate. As this module takes place in Brussels, there will be visits to various EU bodies in Brussels.

Module 2 EU s crisis management capabilities This module will focus on the rationale and the challenges related to the development of military and civilian crisis management capabilities, including issue related to human resources. It will provide insight into the most recent initiatives, including the pooling and sharing of capabilities. It will also introduce the economic aspects of the CFSP and deepen knowledge of Armament Cooperation. The Module is designed to: provide insight into EU crisis management concepts, processes and tools; update and broaden the understanding of crisis management capabilities; provide insights into efforts to create synergies between civilian and military capabilities; provide insight into issues related to European Armament Cooperation; provide the opportunity to increase understanding on major programmes conducted by EDA; provide an insight into the relevance of the geostrategic position of Europe and its Member States (e.g. maritime dimension of CSDP). Learning Objectives Following the preparatory phase (IDL), course participants should be able to: describe the military and civilian capability development processes and demonstrate an understanding of the relevant normative documents related to crisis management; summarise the major actors' roles in the provision of these capabilities. Following the residential part of the module, course participants should be able to: make a critical assessment of European civilian and military capabilities, including those of dialogue and mediation available in support of the EU's comprehensive approach; develop possibilities for the further engagement of EU agencies and institutions in EU capability development (e.g. EDA, ESA, EUSatCen, FRONTEX, EUROPOL); analyse the role of such aspects as freedom, security and justice in a crisis management scenario; assess the European approach to capability development (including that of exploring potential civilian-military synergies); acknowledge the human resources aspect; analyse the state of affairs of European armament cooperation, including economic and technological aspects; assess the challenges related to pooling and sharing ; consider the value of inter-institutional coordination and international cooperation with state and non-state actors in the context of crisis management.

9 9. Module 3 CSDP in action This module will analyse the concept and organisation of CSDP Missions and Operations in support of the CFSP. The Module is designed to provide: a deeper insight into the EU's engagement in support of the CSDP/CFSP; further insight into the planning processes of missions and operations. Learning Objectives Following the preparatory phase (IDL), course participants should be able to: explain the CSDP planning mechanism at the political and strategic level; describe the basic planning document elaboration processes. Following the residential part of the module, course participants should be able to: analyse the inter-dependencies between the EU decision-making processes in the context of planning mechanisms for missions and operations; judge the EU's operational engagement various regional areas in relation to the EU s strategic objectives; analyse the effectiveness of a regional comprehensive approach to crisis management; acknowledge the importance of horizontal issues in the implementation of EU missions and operations, in particular human rights, gender issues and child protection; analyse to what extent the EU's operational engagement supports the achievement of its policy objectives (relevance of the current missions and operations). 10 10. Module 4 Future of CSDP This module will focus on an overall analysis of the CSDP, progress made and crossfertilisation with other actors involved in EU external action. Particular focus will also be put on future perspectives in EU foreign affairs and security policy. In addition, the module will include a strategic-level exercise on EU crisis management. The Module is designed to provide: a comprehensive view of the state of affairs in the CSDP; a deeper insight into future perspectives in EU foreign affairs and security policy; practical exercises in EU crisis management planning and decision-making at strategic level. Learning Objectives Following the residential part of the module, course participants should be able to: make a critical assessment of the status of foreign affairs and security policy development as well as of the strengths and the weaknesses of current features of CSDP; define the long-term objectives of EU foreign affairs and security policy; understand the entire CSDP cycle: prevention, preparedness, response, communication, recovery, rehabilitation, learning of lessons, education and training; be aware of the democratic / taxpayer expectation of a cost-effective, joint and comprehensive security policy; take ownership of the content of the whole course and integrate and take on board the value of the course; demonstrate their ability to use their knowledge in relation to future developments in the CSDP. Preparatory phase - Internet-based Distance Learning (IDL) AKU 7 The impact of the Lisbon Treaty on the CSDP AKU 9 The Security implications of Climate change (other AKUs currently under development) Organisation Module 4 will run from 12 to 16 May 2014 (tbc) in Cyprus and will be organised by the Ministry of Defence of Cyprus in cooperation with the EU ISS.
11 GENERAL ARRANGEMENTS ANNEX to the Outline Curriculum 1 - Direction Course Director The Course Director is appointed by the Steering Committee based on the recommendations of the EAB. He/she will, inter alia, act as chair of the course faculty, ensure overall coordination, in particular to avoid redundancy, ensure consistency throughout the course, and provide guidance and leadership to faculty members and course participants. He/she reports as appropriate to the Steering Committee through the Executive Academic Board (EAB). Management team The Course Director is supported by the four Module Leaders, who should attend all modules of this course (ideally they should have attend the corresponding modules of the preceding HLC); members of the Executive Academic Board acting as faculty members facilitating and moderating the syndicate sessions in the various modules; and the ESDC Secretariat. The management team should be able to meet during each module and at EAB meetings related to the course. 2 - Participation Sending Parties The CSDP High Level Course is open to participants from all EU Member States, EU institutions and agencies. Candidate Countries are also invited. Participation by participants from Candidate Countries is subject to the existence of a security agreement at the time when the CSDP HLC starts. Modalities Member States, Candidate Countries and EU institutions will generally be allocated two places, and EU agencies one place each. The maximum size of the course should be limited to 75 participants. Selection of the course participants is the responsibility of the sending parties. The selected participants should be senior officials dealing with strategic aspects of the
12 CSDP who have a clear potential to achieve leadership positions, in particular in the field of the CFSP/CSDP. Subject to national decision, they can be civilian (including diplomats, police, academics, members of the business community) and/or military. EU Security Clearance to "Confidential" level is mandatory. Registration of participants The registration of participants from the Member States, EU institutions and relevant agencies will be done using the ENLIST application. All other applications should be sent by to: secretariat-esdc@eeas.europa.eu. The appointed national nominators are invited to submit the names and addresses of their candidate participants, indicating an order of priority. The registration period will close on 01 August The available places will be allocated to the participants registered in the system at the end of the registration period, based on the order of priority indicated by the nominator. The participants will receive an automatic confirmation message, asking them to fill-in a registration form via a secure internet application. The registration will not be final until this form is received by the Secretariat. List of participants The list of participants will be noted by the Steering Committee at its September meeting. Absences The Course Director will inform the Steering Committee about the number of absences of participants after every module. At the end of the course the Steering Committee will receive a detailed overview on course participation. Resignation Once the registration period has ended, any withdrawal from the course should be sent by the appointing authority in writing to the Course Director via the ESDC Secretariat, with a copy sent to the national delegate to the ESDC Steering Committee for information. 3 - Support The course will make use of the ESDC Internet-Based Distance Learning system. Communication between participants, the Course Director, Module Leaders and the ESDC secretariat will make use of and the Internet. Sending authorities will bear all costs related to course participation, including accommodation and travel expenses.
13 The institutes organising the course modules will each bear their own costs related to organisational and administrative support. 4 - Languages The working languages are English and French without interpretation. 5 - Certificate of Attendance Availability will be considered an explicit selection criterion: each participant should be able to complete all residential modules of the course and the Internet-based Distance Learning (IDL) phases. A certificate of attendance signed by the High Representative of the Union for Foreign Affairs and Security Policy will be awarded to the participants according to the agreed modalities (Modalities of the ESDC Certificate/Doc: SC/2009/022 as of 31 August 2009). *****
