4 WHY SHOULD WE BE CONCERNED? Over the years, Singapore has earned a reputation as a clean city this is something that many Singaporeans are proud of and many of us view a clean environment as an important part of the Singapore identity. Collectively as a Nation, we need to maintain and uphold Singapore s clean image Clean & Green City Establish norms for good personal and public hygiene Shape a more considerate and gracious society 4

5 ACHIEVING A CLEAN SINGAPORE Enforce Against The Ugly To shift the social norm and prevent it from being eroded Enhance Cleaning Services Start with a clean environment Encourage Ground-up Movement Taking ownership to keep the environment clean Establish Values & Norm Educating the people on the right behaviour 5

16 BEFORE THE OPERATION 1. Guidelines for organising litter picking First-time Organisers to read through the Guidelines first Available for download from the website 16

17 BEFORE THE OPERATION 2. Preliminary Site Recce Organisers are encouraged to conduct site recce before activity to familiarise the area (size, accessibility, state of cleanliness, etc.) Take note of the nearby facilities in the area such as toilets, shelter, general dustbins, bulk disposal bins, recycling bins, etc. 17

Preparing Tools & Materials Organisers are encouraged to: provide their own tools & materials for their participants prepare First-Aid Kits, if necessary Participants are encouraged to: bring their own tools and re-use materials for litter picking to conserve resources (e.g. used BBQ tongs, plastic bags) PHC will be supporting registered organisers (upon request) with: litter picking tools & materials portable weighing scale hand sanitisers artwork templates for publicity materials 18

Plan for disposal after activity Existing facilities For smaller groups Use general bins or bring trash bags to nearby bin centres/facilities Engage Service Providers For larger groups Engage service providers/contractors to remove trash bags after activity Designated collection Alternative for locations with limited facilities Removal by public collectors 19

20 BEFORE THE OPERATION 5. Stoppages of cleaning General area cleaning in registered areas by service providers will cease. Essential services (e.g. emptying rubbish bins, refuse collection) will continue regardless. PHC will assist organisers to inform the respective land owners and service providers on registered areas only 2 3 If location appears to be too clean, Organisers are advised to extend their coverage or reduce their duration of clean-up activity 20

22 DURING THE OPERATION 1. Communicate objectives to participants Organiser should introduce the objectives of the activity Example as follows: 22

Brief participants a) Which area to cover e.g. Residential Blocks 123 to 456, ground floor Specify any grouping to target different areas/zones Highlight gathering point after the clean-up Provide map to leaders/participants if necessary Inform on trash collection point b) Duration of activity How long is the clean-up activity What time should everyone gather back Provide schedule to leaders/participants if necessary 23

24 DURING THE OPERATION c) Available tools & materials How are the tools & materials distributed Describe the items and explain the tools & materials provided Encourage participants to maximise materials (e.g. sharing trash bags) Specify any special requirements (e.g. returning of tongs after clean-up) d) Engaging the public Greet the member of public politely and introduce yourself Explain what you are doing and why Thank the person for their time with a smile 24

25 DURING THE OPERATION e) Safety Precaution Do make sure children are accompanied by adult at all times Do watch for oncoming cars when crossing road or cleaning near roads/in carparks Do stay together with your group Avoid picking up sharp objects with bare hands Avoid trespassing any private property f) Bad/Wet Weather plan (e.g. Rain, Haze) If occurs before activity, everyone should remain in shelter Organiser can decide whether to delay their activity or cancel If occurs during activity, everyone should cease activity and seek nearest shelter To wait for further instructions from the leader/organiser If there is no lightning risks, activity may resume with ponchos/umbrellas with organisers discretion 25

Note to leaders Be responsible for your participants Lead and guide participants to the designated area for clean-up Make sure your group is accounted for before moving to next area Capture the moment Take videos and photos of participants in action Advising the public If you spot anyone littering, do gently advise him/her Disengage if the response turns negative 26

28 AFTER THE OPERATION 1. Gather your group To weigh litter collected and sort out trash bags for recyclables with nonrecyclables (if planned) Return of tools & materials (organisers can keep) To take a group photo (with banner if provided) 28

29 AFTER THE OPERATION 2. Debrief To debrief your participants and thank them for their participation Share any results and reflections from activity Encourage participants to share their experiences 29

When approached by Media Introduce your organisation/group Explain why you are involved Share inspiring stories and experiences on the ground Share that PHC will be consolidating the results at the end of the day to report on the success of the initiative Refer any other queries to 32
