1 The Success Story of the Wells Contractor HSE Advisory Network in Brunei By: Tia Siew Horng TSW HSE Network Chairman
2 Background In 1995, Menang approach to well construction was formed. Menang - Win in malay and symbolises an approach to business that believes best performance drives from cooperative business relationship. Lead by a group of managers from different companies called Menang Steering group In early 2003 when TSW was facing an increase in Total Recordable Cases, TSW HSE Network was formed. The team comprises HSE Advisors / reps from Menang community as well as from BSP (TSW).
3 Objectives of HSE Network: To encourage visible leadership and commitment in HSE, To educate workforce on Hazard Identification and Awareness, And most importantly, to improve Human Attitude and Behaviour towards HSE.
4 Structure The network team is divided into several sections: CHAIRMAN Tia Siew Horng Training Team 1 Training Team 2 Event Organiser Meeting Coordinator STOP Card Analyser Incident Data Organiser DROPs Focal Point Treasurer Land Transport Focal Point
5 Network Activities: TEAMWORK + ATTITUDE = EXCELLENCE Healthy Lifestyle Programs Informal Site Visits In-House Training Programs (awareness level) Certified Training Programs (liason with Training Centres ) Examples of Training Programs: Forklift Awareness Lift Plan Safety Leadership Champion Hazard identification Training Chemical Handling Etc
6 Informal Site Visits Coffee Tours An informal visit carried out each month by the HSE Network Team to different service companies or Shell facilities within Menang community. Objectives: Spot hazards Ensure compliance Establish open dialogue Share best practices Promote incident free environment

8 Training Activity: Hazards identification exercise, learning from incidents, role playing exercise and syndicate work discussion. TEAMWORK + ATTITUDE = EXCELLENCE Awareness Training Programs Target number of participants: 150 to 200 pax each session Who should attend: Field Supervisors, Operators and Crews, HSE Advisors Objectives: Educate personnel and enhance safety awareness primarily related to high risk activities in BSP operations. Training Content: Focus on high potential areas such as lifting & hoisting, working at heights, drops, hands and fingers, process safety, etc.
