3 Brief Description of Project -- its purpose and the principal activities (including when and where): APEC S&T Mentoring Centre for the Gifted in Science is to build an infrastructure for science educators, scientists and the gifted/talented students in science for international cooperation. It is also aiming for globalization and development of human resources in the field of science and technology to enhance competitiveness among APEC economies. AMGS will conduct the following programs; 1) Building Mentor-and-Mentee Network thru Web based internet space 2) Organizing APEC forum for GiS(Sharing Ideas and Information) 3) Supporting the APEC Future Scientist Conference(Results will be published as a journal) 4) Developing Educational Contents for GiS (On-line Laboratory, etc) Among the above activities of AMGS, the most important one is APEC Future Scientist Conference that is for giving chances to present their academic results among mentor-mentee for each economy. Promising future scientists will share their ideas and experiences and make good relationship each other. Their relationship will be a reliable cooperation for the better future. The workshop will be divided into as follows; 1. Name: APEC Future Scientist Conference 2. Date: The Aug 20-23, Place: Gyeongnam Province, Korea 4. Participants: 1 Mentor and 2 Mentees per each economy 5. Programs: 1) Special Lecturing - World famous scientists or professors will give presentations to the Gifted in Science. The speakers can be recommended by each economy. 2) Oral Presentation and Poster Sessions for Gifted students to announce their academic paper 3) Publication of APEC Future Scientist Conference Proceedings Participants will be drawn from all 21 APEC economies. The workshop will require 4 days of active participation. 5 Details of the Project Proposal Please provide your answers in point form or as succinctly as possible below each paragraph heading. A. Project Design Project Objectives 1) Describe briefly how this project directly responds to the priorities set by APEC Leaders and Ministers and/or the vision of the host economy. Please make reference to the relevant parts of APEC documents. This project directly and indirectly responds to the priorities set by APEC leaders and ministers. In particular: the promotion and sharing experience of the best S&T education for the Gifted students will improve human resource in S&T field and create the future economy of APEC community. 1. OSAKA Action Agenda: Part II Strengthening APEC Cooperation in Key technologies Connect research and innovation across APEC economies Building human capacity for S&T for new economy 2. FIFTEENTH APEC Economic LEADERS MEETING Strenthening APEC: We particularly recognized the benefits that have flowed from sharing experiences among our diverse economies and the provision of economic and technical assistance to assist in the implementation of APEC commitments APEC Senior Officials Report on Economic and Technical Cooperation Promoting the development of knowledge-based economies. 4. APEC Agenda for Science and Technology Industry Cooperation into 21 st Centry Improved human resource development: -Needed solutions for enhancing prospective students into science and technology fields -APEC cyber education system and on-site camp for GiS being suggested 5. 4 th APEC S&T Ministers Meeting (Christchurch N.Z., March 2004) Human being is economy was a topic for invited lecture. The lecturer emphasized on science education for prospective students for strengthening APEC future economy. Increasing concerns on cooperation for building APEC network for the gifted in science. 2) Describe the key objectives of the project usually no more than three The key objectives of the proposed project are to: i) Develop the human network for the Gifted in Science professional from APEC economies. ii) Build an infrastructure for science educators, scientists and the Gifted in Science for positive cooperation iii) Continue to exchange educational contents and creating the Mentor-Mentee pools. 3) Assessment. With reference to each objective in paragraph 2), provide the current status and expected end-of-project target, so that the success of the project can be measured over the short and medium term. The targets should be quantitative but if this is not possible then a precise description of the change aimed at should be given. Where appropriate, sexdisaggregated data should be used for assessment in order to detect any differential impact of the project on men and women.

6 i) Develop the human network for the Gifted in Science professional from APEC economies. - Developing the best practice model for the mentor(scientists)-mentee(the GiS) program thru forum, conference and workshop. - Each economy building and sharing the data pool for the best mentor thru AMGS web page - Organizing APEC Future Scientist Conference(AFSC) for on-site meeting with the best practice of mentoring on science research and publishing the results as a format of scientific journal-journal of APEC Future Scientists(JAFS) ii) Build an infrastructure for science educators, scientists and the Gifted in Science for positive cooperation - Developing AMGS Web-based homepage and on-line education system - Operating Annual Forum for APEC S&T Mentoring Centre for GiS(at least one time a year) - Organizing international consulting committee for building good model of AMGS iii) Continue to exchange educational contents and creating the Mentor-Mentee pools. - Collecting GOOD educational materials for GiS from APEC community and sharing in the AMGS on-line system - Developing cyber laboratory and on-line lectures for helping the mentor-mentee program - Building the Data Base(DB) program for mentor-mentee pool and helping to build own DB program for each economy 4) Explain who the intended beneficiaries of this project are. As this project aims to promote international academic cooperation among APEC economies, the beneficiaries will be the people of the APEC economies who are interested in education for the Gifted not only science but also other field. Especially, the prospective students who are interested in Science and Technology will be a major beneficiary, who will be a powerful resource for future economy in APEC. 5) Describe precisely the expected project outputs. Describe how these outputs will benefit the targeted beneficiaries. Project consists of three categories such as annual forum, APEC Future Scientist Conference(AFSC) and AMGS Web-based homepage & on-line education system. APEC funding is asked for helping APEC Future Scientist Conference (AFSC). After the AFSC, secretariat of AMGS will publish the Journal of APEC Future Scientists(JAFS) as a result of it and distribute the journals to all economies and Industrial Science and Technology Working Group (ISTWG). The journal will be published in hard copy as well as e-journal. The report will be a good case to promote international cooperation in field of education for the Gifted in Science. The prospective students of APEC region will be encouraged for doing research on science and technology with the best scientists and engineers and promote them to the field of Science and Technology. 6) For applications under the TILF Special Account: Describe briefly how this project will contribute to the APEC Trade and Investment Liberalization and Facilitation (e.g. relevance to specific parts of the Osaka Action Agenda). Linkages 7) Which other APEC fora have been consulted about this project and what were the results?

7 This proposal is new and continued project approved in ISTWG for self funding since Therefore, it will be presented at the next ISTWG meeting for review and endorsement. The concern of this project is enhancing prospective youngsters into science and engineering fields and improving human capacity building of APEC economies, which is belong to ISTWG subgroup A HRD. 8) Active Participation Describe how the intended beneficiaries among APEC stakeholders APEC fora, governments, private sector and civil society, men/women- will participate in the planning, implementation and evaluation of the project. Scientists, science educators, researchers, professors and prospective youngsters will be invited to participate in this conference to share information and knowledge with research sector. However, government should recommend professionals as a mentor and prospective youths as a mentee to participate the APEC Future Scientist Conference(AFSC). AMGS recommends mentors and mentees without racial and sexual discrimination. Government sector will be participate at AMGS annual forum for planning and evaluation of the AMGS programs as well as AFSC. 9) Project influence Describe how this project might contribute to any current or completed projects or activities in APEC or elsewhere. Why is APEC the most appropriate institution to fund the project? APEC S&T Mentoring Centre for the Gifted in Science is a product of a formal APEC project which is Constructing APEC Cyber Education System for the Gifted in Science. AMGS is to build an infrastructure for science educators, scientists and the gifted/talented students in science for international cooperation. It is aiming for globalization and development of human resources in the field of science and technology to enhance competitiveness among APEC economies. APEC is the most appropriate institute because APEC is a diverse community in science education and technology development view point. As a good practice of GiS project in APEC, ASEAN+3 Center for GiS has been planned by ROK. And, the ASEAN+3 Center for GiS will be built and ACGS operates many educational and scientific programs connecting with APEC S&T Mentoring Centre for GiS. Methodology 10) Describe the project s methodology. Break down the project implementation into discrete functional steps over time with the associated outputs clearly specified. Identify the principal risks involved in each step if any, and explain how they will be managed. Risks may include major delays and failures, expected cooperation not materializing, etc. Creating a Pool between Mentor and Mentee is 1. The ultimate goal of this project is to establish the network for the Gifted in Science in the whole APEC region. Korea will take the most active part in the implementation of the project, and renowned experts, capitalists from the Brunei Darussalam, Chile, Peoples Republic of China, Hong Kong China, Indonesia, Japan, Philippines, Russia, Chinese, Taipei, Singapore, Thailand and Viet Nam. Dissemination of Project Output 12) Please include a plan for the publication and dissemination of the results of the project, including: a. the nature of the target audience; b. the form and content; c. format (e.g. hard copies, floppy discs, internet uploading); d. number of copies for the publication; e. a publicity plan for: i) briefing the general or specialist media about key components of the project; ii) the promotion of sales or other dissemination of the final product; and f. a budget for publication and dissemination, to form part of the itemized budget. (a) The target audience is scientists, experts and students concerning the Gifted in Science. (b) The summary report of the workshop will be submitted to ISTWG. (c) The summary report will be available on the internet and in hard copy report format. Also, Journal of APEC Future Scientists will be published in web-based and hard copy. (d) 200 copies for JAFS /other reports are published as needed based. (e) Same as (b) (f) See Annex A

9 Gender Concerns 13) Many projects have the potential to affect men and women differently because of their different roles and positions in many societies. What steps does this project take to ensure that it benefits both groups and in particular does not disadvantage women? (Common responses include: using gender analysis to design project methodologies and inputs (e.g. surveys); including women in the planning, management, allocation of resources and implementation of a project; taking steps to ensure equitable participation by men and women; making special efforts to disseminate project results to women; and using sex-disaggregated data for project assessment.) All aspects of planning, consultation and implementation will involve participation by men and women. 14) Show how the objectives of the project provide benefits for women. APEC Ministers have indicated (Framework for the Integration of Women in APEC) that benefits might include: increasing the involvement of women in the economy and economic institutions; integrating women into the global economy; strengthening small and medium sized enterprises; and reducing gender inequalities, including through education and training. Participants, including women, will benefit from having input to this project. Budget 15) Please attach an itemized budget for the project in the format at Annex A. Where appropriate, provide details of the project s budget that are allocated to activities that address the specific needs of women. The budget should illustrate the assumptions adopted (e.g. unit costs) for the computations. Remember to include all self-funding and to consult the list of eligible expenses in the Guidebook to APEC Projects. Advice on budget formulation, including acceptable unit costs, can be sought from the APEC Secretariat. Itemized budget in the form of Annex A is attached at the end of this document. 16) A timetable for the drawdown of APEC funding requested for the project, including details of any advance payment or installment payment requested and justifications for such requests. Date Justification 2 months before the workshop This project asking only the travel expenses for leaders to attend 2009 APEC Future Scientist Conference(AFSC) held on Aug After the workshop The remaining expenses 17) Details of any request for waiver or exception from the normal APEC financial rules with justifications. (Examples are from tendering requirements; for advance payment; for government officials to receive funding; for active participants from travel-eligible economies to receive per diems) In accordance with the APEC project guidelines, a waiver is sought for advance payment of airfare and per diem for supported participants if needed. 18) NOT required for projects for consideration at BMC II (July/August meeting) or for ASF projects but required for all others. Give reasons for the urgency of the project. (These projects should relate to previous APEC Ministers or Leaders Declarations or current host economy s priorities. Reasons may include the project output as contributing to one of the major deliverables for the year)
