1 ISPA training Africa region Lilongwe, December 2016 Background African countries have committed to tackle significant challenges as they endorsed the African Union Agenda 2063 and the Sustainable Development Goals (SDG s), namely in the area of social protection. The panorama of social protection in Africa is rich and diverse and foremost indicating a positive scaling up trend. Social protection projects, programmes and activities have been developed over the past decades aiming to ensure people are better protected throughout their life against risks affecting their livelihoods and their capacity to meet their income needs and access to health care. At the same time, coverage, both in terms of population and benefit levels is still highly unsatisfactory. Also, initiatives implemented by both Governments and international organizations have proliferated so that countries are now faced by fragmentation, duplication and overlap on the one hand but still face significant gaps on the other. Innovative approaches at the national level to reach out to those in need of social protection and to raise domestic and other sources of financing are in dire need. Policy makers have called for more coherence in resolving the apparent fragmentation of social protection programmes and to better understand their priorities and financing capacities. After the adoption of the Social Protection Floors Recommendation, 2012 (No. 202), by the International Labour Conference in 2012, the extension of social protection coverage has entered a new development phase: in line with the agreed principles of the Recommendation, many countries are formulating policies and strategies aimed at providing social protection for all by building coherent social protection systems. Also since 2012, a group of over 20 agencies has been developing a suite of Interagency Social Protection Assessment Tools, that enable countries to systematically analyze the performance of their social protection system, of policies, schemes and programs, administrative and delivery structures in place. This will enable governments to improve the coherence, efficiency and effectiveness of their social protection systems on the basis of a sound analysis. As a result, people will enjoy more coordinated and better integrated provision of government benefits and services, more effective access to goods and services, and improved adequacy of social protection entitlements. Available tools currently include: - Core Diagnostic Instrument (CODI) that assesses the performance of the overall social protection system, - Social Protection Public Works Programmes assessment tool (PWP), - Identification Systems for Social Protection (ID) assessment tool and - Social Protection Payment Delivery Mechanisms assessment tool In light of growing demand by countries to receive support in applying the tools, this training is bringing together countries that have already experience in using ISPA tools and countries wanting to use them to facilitate exchanges on the added value of the tools, how to best apply them and lessons learnt. 1

2 Learning objectives and Training overview The overall learning objectives of the event are to increase participants knowledge about the ISPA tools and gain basic skills in their use to assess social protection systems, programs or delivery mechanisms through peer-to-peer learning. This knowledge will be conveyed during the training and be kept alive and deepened through the established network of ISPA tool appliers that will continue to exchange following the event. Specific learning objectives include for participants to know about: 1. ISPA tools structure, objectives and implementation process 2. The types of information needed and possible related sources to complete the data collection through the questionnaire. 3. The methodology to complete the assessment matrix and draft the country assessment report 4. Key concepts regarding social protection systems, identification, payment mechanisms and public works Participants: Social Protection Experts 1. Practitioners of national agencies (relevant Ministries, staff of social protection programmes, social protection experts of social partners etc.) 2. International agencies staff working on Social Protection in Africa 3. Countries: Countries that have included strengthening their Social Protection Systems as a priority in their Development Agenda and Decent Work Country Programme including Botswana, Cameroon, Cote d Ivoire, Democratic Republic of Congo, Ethiopia, Guinea, Liberia, Kenya, Malawi, Mali, Namibia, Rwanda, Senegal, Tanzania, Togo, Tunisia, Zambia Duration and timing: 3 days (15-17 December 2016) Language: French and English Suggested reading/preparation: 1. CODI, SPPOT, PWP, ID or Payment tool and related brochures and e-learning modules available on the website 2. National staff: Gather information about existing social protection programmes and sources of information on social protection data in your country. Expected outcome: Participants enhance their understanding of the importance to monitor the process and outcomes of the social protection system, programmes and delivery mechanisms. They are knowledgeable about the advantages and limitations of ISPA tools, in particular about appropriate assessment criteria, key areas that need to be analyze and suitable implementation processes to carry out such an assessment. They know a network of ISPA users that they can turn to for support if they have any questions on ISPA tools 2
