1 CCSSO 2017 BUSINESS PARTNER PROGRAM: PARTICIPATION OPPORTUNITIES AND GUIDELINES CCSSO MEMBERSHIP PPORTUNITIES OVERVIEW The Council of Chief State School Officers (CCSSO or the Council) is a nationwide, nonpartisan, nonprofit membership organization representing the public officials who head state departments of elementary and secondary education across the nation, the District of Columbia, the Department of Defense Education Activity, and five U.S. extra-state jurisdictions. In addition to chief state school officers, CCSSO works with state education agency (SEA) staff, including deputy superintendents of education, federal liaisons, communications directors and various programmatic personnel. The Council works tirelessly to ensure every child receives the opportunity to excel before and after graduation. The Council is guided by an overarching aspiration which is to ensure that all students regardless of background are prepared for success in college, careers, and life. To realize this, we bring together dedicated leaders and exceptional ideas to achieve measurable progress for every student. Our work includes supporting states as they implement new standards, reinvent systems that develop effective teachers, explore and adopt new technologies, and navigate political turmoil all in the pursuit of helping students succeed. We offer a trusted forum for members to collaborate, share, and demonstrate best practices while providing continuity and support to key SEA staff. At the national level, CCSSO forges state consensus on pressing education issues, advocating for policies and practices that represent states interests. For almost 90 years, CCSSO brings together the top education leaders, including state policy leaders, education experts, and others, to create solutions on shared issues. Our focus for 2017 includes working with states and SEAs on implementing the Every Student Succeeds Act (ESSA) as well as engaging in partnership with our members to advance specific strategies that ensure all students have meaningful pathways for success. Specifically, CCSSO supports states as they: Raise the Bar through Standards, Assessment, and Accountability Systems In education systems, academic standards, assessment, and accountability structures are three of the most powerful drivers chiefs can use to ensure student success. CCSSO is harnessing the collective wisdom of the states to effectively implement and sustain higher academic standards; raise the quality of assessments to make them meaningful for students, parents, and educators; and reinvent accountability systems to clearly define and bring to life college- and career-ready expectations for all students.
2 Prepare Educators to Help All Students Succeed Student success begins with ensuring every teacher has the necessary preparation, development, and support to serve as a classroom leader. Effective educators turn possibilities into realities and inspire students to transform their aspirations into achievements. Through our focus on the education workforce, CCSSO supports states as they improve systems that prepare, engage, support, evaluate, and diversify teachers and leaders. Design New Approaches to Teaching and Learning Identifying and scaling learning models that work is critical to implementing major reforms in classrooms and schools such as college- and career-ready standards, aligned assessments, and systems for improving educator effectiveness. CCSSO helps states foster, identify, and support new, innovative models for teaching and learning that ultimately improve a broader set of student outcomes including but not limited to the development of knowledge, skills, and dispositions as well as competency-based models. Implement and Sustain Promising Reforms CCSSO provides trusted guidance and support to chiefs and their staffs to bend overwhelming challenges into manageable ones. From individual professional development and peer-to-peer networking opportunities to communications and advocacy, CCSSO supports members as their roles and responsibilities continue to evolve and expand. PARTNERSHIP BENEFITS AND OPPORTUNITIES Our Partners The Council's Business Partners comprise a select group of institutions and organizations that align and further the advancement of CCSSO s mission and goals. CCSSO taps its partners expertise in areas such as education technology, assessment, research and analytics, curriculum development, and support for educators and leaders to help build the capacity of its membership. In turn, partners support professional development opportunities for Chiefs and SEAs by leveraging their human capital to better inform state policy decision making. Partners may have opportunities to network with chiefs and their key staff members through member meetings, participation in CCSSO initiatives, executive briefings, webinars, and other customized networking and programmatic efforts. Through this interaction and exchange of ideas, Council partners gain an understanding of key issues facing state education leaders while our SEA members benefit from exposure to new ideas, different perspectives, and innovative solutions.
3 Member Meetings The Council convenes its entire membership several times a year to explore and provide support on policy/legislative issues, implementation concerns, and to provide professional development. CCSSO meetings are invitation-only events restricted to the chiefs, their key staff, invited guests and business partners. These exclusive member meetings provide our members and partners with a greater understanding and insights into education policy trends, best practices from state leaders across the nation, and networking opportunities with peers and colleagues. Upcoming meetings for 2017 include the following events: Legislative Conference Summer Leadership Convening Annual Policy Forum March Washington, DC July Rapid City, SD November Nashville, TN The 2017 Legislative Conference will focus on connecting members to the education leaders in the new administration, and the 115th U.S. Congress to continue to advocate for strong state leadership in education. Sessions will focus on implementation of ESSA. The reauthorization of the Elementary and Secondary Education Act in December 2015 provides states with an historic opportunity to design and implement systems that best address the needs of all students in their states. The Summer Leadership Convening presents an annual opportunity for chiefs, senior deputies, and invited senior executive business and philanthropic leaders to take part in a rich discussion on leadership and shared professional learning as executives. This event provides a forum for members and partners to engage in shared learning in an intimate setting. To foster the best possible setting for members and partners to learn and collaborate and to maximize individual participation, the Council caps the number of participants at this meeting. The Annual Policy Forum focuses primarily on discussing current policy ideas as a membership, learning from other state leaders, and conducting member business. In addition to state attendees, the meeting includes business and foundation partners, as well as leaders from other national education organizations. At this meeting the incoming CCSSO President announces his/her platform for their term as President. Past Presidents have focused on career readiness, equity, and support for teachers. During the year CCSSO will convene chiefs to discuss topical policy issues unique to a specific context. For example, with the attention around ESSA implementation, the Council will host a series of convenings around implementation, stakeholder engagement, and accountability. These 1-2 day meetings will be open to all chiefs and a limited number of partner organizations. Other topical meetings may arise on an on-demand basis. While not considered a member meeting, partners may also be interested in participating in CCSSO s annual National Conference on Student Assessment (NCSA), to be held June in Austin, TX, as an opportunity to present best practices in the field of assessment. 4 Collaborating to Build Capacity for What s Next CCSSO facilitates a community of peers and experts providing state education chiefs with guidance as they navigate their biggest challenges. As part of this work, CCSSO creates opportunities for states and partners to collaborate and focus on specific topic areas. These efforts ensure that the collective wisdom of states leads to more measurable progress for every student. In addition to the member meetings, partners may join the following consortia (for an additional fee). These consortia provide opportunities for states and partners to share and collect best practices, lessons learned, and strategies on specific issue areas. For 2017, these collaboratives include: Education Information Management Advisory Consortium (EIMAC): EIMAC supports SEA leadership as they develop and deliver solutions that leverage data and technology to inform decision making around teaching and learning at all levels. Through EIMAC, SEA staff leverage collective state action to design robust and comprehensive state information systems; develop state capacity and practical resources for accessing, analyzing, and using timely information effectively; and lead collaborative state, national, and international efforts to examine trends and patterns in education to support the chief s policy priorities and reform strategies. Implementing College and Career Standards (ICCS): CCSSO convenes interested state teams to work across states and with national experts to discuss and share concrete resources and strategies to meet the challenges and leverage the opportunities to support college and career standards implementation. National and State Collaboration for Educator Effectiveness (NSCEE): Preparing all students for future success begins with ensuring that every teacher has the necessary preparation, development, and support to serve as a leader in the classroom. Through NSCEE, SEA staff and participants receive professional development, and collaborate online and in person to crowd-source ideas and innovations for improving teacher recruitment and effectiveness. State Collaboratives on Assessment and Student Standards (SCASS): CCSSO supports 11 topicallyfocused SCASS networks based on member needs at the state level, relating to academic standards, assessment, and accountability structures three of the most powerful drivers of student success. Entering 2017, CCSSO will facilitate the following networks and programs that are formed through a selective application process: Career Readiness Initiative (CRI): To address the skills gap that exists in this country today, CCSSO has launched an ambitious new career readiness initiative to support all states as they align K-12 career programming with the high-skill, high-demand needs of business and industry to better prepare students for success in postsecondary.
5 Innovation Lab Network (ILN): CCSSO s ILN consists of a growing group of states that share a commitment to reinventing learning and scaling locally-led innovation to widespread implementation, both within and across states. Through the ILN, chiefs are finding ways to foster and identify learning environments that are student-centered and have the potential to be shared broadly. National Teacher of the Year (NTOY): Through its NTOY Program, the oldest and most prestigious teacher recognition program in the nation, CCSSO convenes the best teachers in the county, recognizes their effective work in the classroom, amplifies their voices, and empowers them to engage in policy discussions at the state and national levels. Network for Transforming Education Preparation (NTEP): Strengthening effective programs and pathways into the teaching profession is critical to ensuring that every teacher is prepared to meet their students needs on day one. CCSSO members are reinventing educator preparation by using policy levers in licensure, program approval, and data collection, analysis, and reporting. The Council is identifying strategic opportunities for partner engagement within CRI, ILN, and NTEP, and can provide additional information on how to connect with these groups. Partner Benefits within Opportunity Levels CCSSO has designed a tiered partnership approach to provide organizations with a range of options from which to choose and enables the Council to receive support from a wide variety of institutions. Highlighted below are a few key opportunities, with the full listing of partner benefits available on the following page. 7 PARTNERSHIP GUIDELINES How to Partner with the Council CCSSO s Board of Directors and leadership team have created policies, practices, and an organizational culture focused on ensuring that all programs remain consistent with our mission. The Council s mission drives every relationship and program, and supports relationships that preserve and promote trust in the association and its members and protect and promote measurable progress for all students. For CCSSO to maintain objectivity and autonomy, regardless of support or relationship, CCSSO considers partnership efforts on a case by case basis and asks partnering entities to abide by a set of terms and conditions (see next page for details) to ensure alignment with the organization s mission and goals Partnership Fee Structure LEVEL 1 LEVEL 2 COST $88,000 $68,000 Alternative Option If agreeing to a two-year commitment, the fee is reduced to $166,000, but must be paid in full by June If agreeing to a two-year commitment, the fee is reduced to $126,000, but must be paid in full by June Partner commitment documentation due by February 1, 2017; full payment due by June 30, Meeting sponsorship opportunities are available for all CCSSO meetings. 8 CCSSO Business Partnership Program Code of Conduct CCSSO welcomes the opportunity to work with business partners that help the Council fulfill its mission, which is to ensure that all students participating in our public education system -- regardless of background -- graduate prepared for college, careers, and life. Prospective and current business partners are subject to eligibility criteria to ensure that partner organizations are aligned in their commitment to student achievement, value the trusted environment CCSSO fosters through its activities, and respect that the primary function of the state education agency at all times is to serve the best interests of its students, schools and public. CCSSO strives to create a collegial, collaborative community through its events and programs allowing our members and partners to network with peers, share expertise and best practices, and have honest dialogue on key educational policy issues. The Council structures its member and partner interactions to protect the integrity of its members, support CCSSO s priorities, and ultimately strengthen the capacity of state education agencies. As a result, partner organizations must refrain from engaging in solicitous, development, or lobbying activities at CCSSO events. CCSSO respectfully requests that all partner organizations adhere to the following guidelines: To prevent potential conflicts of interest and guard against any perception of conflicts of interest, CCSSO will not enter into exclusive arrangements with any one organization; CCSSO will not explicitly endorse a company s product or service and participation in the Business Partner program does not signal or equate to CCSSO s endorsement of any organization, product, or service; CCSSO will retain ownership and total control of all CCSSO events, programs, member services, policies, positions, resources, and communication vehicles; CCSSO will retain total control over the use of the Council s logo, branding, and/or organizational materials; Partner relationships, products and services must be compatible with the Council s mission and values, and CCSSO will not associate with companies that have the potential to damage CCSSO s image because of the nature of the companies products, services, or reputation; To protect the respectful and trusted environment CCSSO has created for its members, solicitation and/or lobbying activities are prohibited at Council events, and further, any organizations found in engaging in inappropriate activities will be subject to removal from the Business Partner program; and, The Council itself holds no responsibility for member procurement and purchasing decisions, and will not allow the Business Partner program to be used as a way to circumvent or disregard the open, competitive purchasing/procurement process(es) of state education agencies and their state rules.
