Diagram of the CCI Model THE CCI MODEL IS A SET OF SOCIAL POLICY INSTRUMENTS WHICH ARE DEFINED AS TOOLS FOR THE IMPLEMENTATION OF ACTIONS IN THE AREA OF SOCIAL POLICY, which, in turn, can be classified by the type of resources used and the use of knowledge into legal, economic, information, personnel, and environment-shaping (institutional) instruments ^ x x x ^ x12 451x x(12-6x33+4) 3x45/ / x8x x20^ ^2/2x(23-8)^2 46+ x(34^3-12) 3x3-5/ x12^2-451x /4 5x5x x / /15-322x20x x20^2 The CCI Model consists of six independent tools which, however, need to be used together as this is essential for the Model to function successfully for the purposes of pursuing a proactive social policy. If costs are your starting point, you may want to use the Social Calculator first. If you need to plan a solution to the social problems in your area, the Catalogue of Social Innovation might be useful to begin with. If you are looking for people who want changes in the local community, Social Innovation Leaders are the preferred first point of contact. Diffuser of Social Innovation has been designed for those who want to know more about social policy and how it is implemented it contains a set of up-to-date publications, reports, studies, and other papers. Support planning requires strategic thinking and scheduling if you want to design and implement a change, it is best to use the Strategy Generator, which will not only help prepare a poviat/municipal strategy for solving social problems, but will also facilitate updates, monitoring and evaluation as well as preparation of a performance budget for projects. 5 GENERAL INFORMATION The is an educational programme regarding practical implementation of the new method of pursuing a proactive social policy based on the model developed in the CCI Model project. The purpose of the is to provide the users of the tools designed for pursuing a proactive social policy with the knowledge and skills that are necessary to realise the full potential of the products and with support and assistance at every stage of development and implementation of strategy of solving social problems in municipalities and poviats of the Masovian Voivodeship. The is a professional and comprehensive educational product which trains future innovators of proactive social policies and assists in managing the tasks of a municipality. The CCI Model provides not only IT tools to facilitate the calculating of costs of inaction and to create a social problem solving strategy document, but also, through the System Training, gives the possibility to train Social Innovation Leaders and users of tools (mainly local authorities which have an impact on important issues concerning the activities of the municipality), who know how to apply the CCI Model and use the knowledge and skills acquired during training for the common good of society. A participant in the follows a three-step education path which enables them to effectively use the tools offered by the Calculator of Costs of Inaction Model and to contribute to the implementation of a proactive social policy: 1. TRAINING The training programme which has been developed on the basis of many studies, tests, and the opinions of specialists, trainers and the participants themselves, is a professional educational tool addressed to the persons involved in the implementation of the CCI Model for a proactive social policy. In testing the product, we paid special attention to cooperation with experienced teaching staff. Trainers with years of experience in social economy training/couching and raising funds for projects implemented by municipalities and equipped with the relevant soft skills (team management, leadership building) were additionally trained in the innovative solutions of the Costs of Inaction Model to be fully prepared to convey that knowledge to participants in a highly professional manner. The group of trainers has been trained by experienced instructors with knowledge of fundraising for governmental and non-governmental activities, creating financial plans, formulating tasks of municipalities in the field of social policy, and creating strategies for social problem solving. The trainers have been prepared to teach two groups of people: 1. Social Innovation Leaders, and 2. Users of the Calculator of Costs of Inaction Model. Test training for Social Innovation Leaders and CCI Model users has enabled the creation of an effective training method ^ x x x ^ x12 451x x(12-6x33+4) 3x45/ / x8x x20^ ^2/2x(23-8)^2 46+ x(34^3-12) 3x3-5/ x12^2-451x /4 5x5x x / /15-322x20x x20^2 Our programme develops subject-specific competencies, knowledge of the new way of pursing a proactive social policy by municipalities and districts, and the ability to use the CCI Model tools. Learning outcomes training for Social Innovation Leaders After completing the training, the participant should be able to: 1. develop management skills (pro-leadership attitudes); 2. convince others of the rightness of pursuing of a proactive social policy for the common good; 3. apply basic negotiation styles and methods of social influence; 4. find adequate sources of funding for the municipality; 5. list arguments in favour of a proactive social policy and the role of the CCI Model in that process; 6. calculate the costs of inaction for specific social problems; 7. develop a social problem solving document using the CCI Model tools;
7 8. identify the needs of the beneficiaries of the CCI Model in order to plan support measures for them and establish mutual cooperation; 9. build a network of Social Innovation Leaders and be its active member. Learning outcomes training for CCI Model users After completing the training, the participant should be able to: 1. identify the key stakeholders in their social environment; 2. apply basic negotiation styles and methods of social influence; 3. describe the individual CCI Model tools and their importance for social policy; 4. calculate the costs of inaction for specific social problems; 5. develop a social problem solving document using the CCI Model tools; 6. find adequate sources of funding for the municipality; 7. list arguments in favour of a proactive social policy and the role of the CCI Model in that process; 8. implement changes and managed changes; 9. analyse challenging situations and make decisions. B. E-LEARNING PLATFORM 4x x8x95-5/4 5x5x x ) 14x3 16x x8 4 5x5x / /25x(12+3) 92-43x /21^5 4x x ^2-14x3 16x3x45 6 6x5x56/ x ^4+ 5 2x(23-8)^ /25 The e-learning platform is addressed to those who have received a certificate of completion of classroom training and log-ins to enable use of that tool. The platform provides access to: learning materials related to social policies and the CCI Model, publications on the CCI Model and activities related to social assistance. The interactive component functionality makes it easier to work on the online platform, and knowledge quizzes enable verification and consolidation of one s information on the CCI Model. After completing a course, an e-learning training participant takes a multiple choice test. Each platform user who succeeds at completing the test can generate and print a course completion certificate on the platform. The primary purposes of the platform is, therefore, to prepare users to take activation measures in the local community, using the CCI Model, and to consolidate the information learned about proactive social policy.
8 25 In additional to its educational and informational mission, the platform also ensures sustainability of the actions undertaken in the project and is a venue for the dissemination of proactive attitudes. C. ADVICE AND CONSULTATION Users of the CCI Model will be given the possibility to receive professional advice from experts in social economy and law. Specialist consultancy will be provided with respect to the preparation and updating of the concept itself as regards the use of project products (the Calculator and the Diffuser of Social Innovation) in relation to the individual needs of the municipality/poviat. The consultancy involves analysis of documents in terms of implementation of CCI Model products. Implementation consultancy is addressed to those involved in developing local social policies, interested in using the CCI Model tools, and responsible for the creation of the Strategy of Social Problem Solving ^ x x x ^ x12 451x x(12-6x33+4) 3x45/ / x8x x20^ ^2/2x(23-8)^2 46+ x(34^3-12) 3x3-5/ x12^2-451x /4 5x5x x / /15-322x20x x20^2
9 ACCESS TO THE TOOL Coherent and integrated elements of the final product will be made available online. 13 USERS OF THE TOOL The educational programme has been developed for future users of the tools offered by the Calculator of Costs of Inaction Model, with particular emphasis on those participating in the creation of municipal and poviat Strategies of Social Problem Solving (CCI Model users) and the Network of Social Innovation Leaders (NSIL). All educational activities are directed at local communities. The strategy developed in the Calculator of Costs of Inaction project focuses on two target groups of key importance due to their particular role in promoting a proactive social policy. The first are members of teams involved in the creation of municipal/poviat Strategies of Social Problem Solving in accordance with the Calculator of Costs of Inaction Model, including in particular: 1. councillors, commune heads, mayors, and poviat governors, 2. managers and staff of social welfare institutions, 3. local government employees, 4. representatives of public and private institutions for social policy, 4x x8x95-5/4 5x5x x ) 14x3 16x x8 4 5x5x / /25x(12+3) 92-43x /21^5 4x x ^2-14x3 16x3x45 6 6x5x56/ x ^ x(23-8)^ /25 5. local communities. The second group are Social Innovation Leaders elected in municipalities and poviats (who are also involved in the creation of municipal/poviat Strategies of Social Problem Solving in accordance with the Calculator of Costs of Inaction Model). Social Innovation Leaders are persons involved in social activities, who have the ability to work in a group and the knowledge how to obtain external funds for social activities as well as the skills to use them effectively. HOW TO BECOME A PARTICIPANT IN THE TRAINING SYSTEM? To become a participant in the, the relevant document (Declaration of participation in the project for a Social Innovation Leader, Declaration of participation in the project for a CCI user) must be filled in and sent by mail to the address of the Project Office. Once satisfaction of the participation conditions has been verified, the applicant is informed of their eligibility to take part in the project. The System provides information on how to calculate costs of inaction and raises awareness of the fact that prevention of inaction makes assistance better and more effective ^ x x x ^ x12 451x x(12-6x33+4) 3x45/ / x8x x20^ ^2/2x(23-8)^2 46+ x(34^3-12) 3x3-5/ x12^2-451x /4 5x5x x / /15-322x20x x20^2 In the years following completion of the project, users will be able to expand their knowledge of social policy through participation in training conducted by MCPS.
15 MASOVIAN CENTRE OF SOCIAL POLICY PROJECT LEADER Local Government set up an organizational unit in order to carry out tasks in the Masovian Voivodeship self-government social policy. MCPS performs tasks under the Act of March 12, 2004 on Social Support, the Act of 27 August 1997 on Vocational and Social Rehabilitation and Employment of Disabled Persons (as amended), the Act of 26 October 1982 on Upbringing in Sobriety and Counteracting Alcoholism (as amended) and the Act of 24 April 1997 on Counteracting Drug Addiction (as amended). WARSAW SCHOOL OF ECONOMICS PARTNER Warsaw School of Economics, founded in 1906 by August Zieliński, is the oldest university of economics in Poland as well as one of the leading economic universities in Europe. Institute of Social Economy (IGS), which coordinates the activities of the Warsaw School of Economics within the project Calculator of costs of inaction, was founded in 1920 for the purpose of identifying social problems of contemporary Poland and development of theory and practice of social politics. Nowadays the subject of Institute s research interests lies in the performance of social policy tasks at the national, regional and local level as well as the conditions in which the subjects of social policies function. Every day working with local government units from Radom region, social welfare centres, institutions of local labour market, social economy, the Prison Service, NGOs and other entities conducting activities in the field of social policy.
