Background Natural disasters are a constant threat for both developing and developed countries. It is well known that while we cannot reduce the natural hazards, appropriate interventions can reduce risk and vulnerability of natural disasters. In both developed and developing countries tremendous efforts on the research and development (R&D) have been exercised. However, recent experiences demonstrated that only pure research is not effective as long as these are not implemented and used in practice. Thus there is some need to demonstrate the usefulness of R&D within an information platform and to make these efforts known to a broad audience of stakeholders in the world. Consequently, the collection of disaster reduction techniques has been fostered since in the aftermath of the World Conference on Disaster Reduction the DRH (disaster reduction hyperbase) initiative had been launched. A number of regional DRH projects, in particular the DRH-Asia node, have been set up now. Within the worldwide operating DRH project the DRH Europe/Africa node is an IT platform that is dedicated to elicit and to publish disaster reduction techniques originating from Europe and Africa. On the other hand, worldwide exchange of such techniques is encouraged, not only in order to make such techniques known to different audiences, but also to transfer various techniques in different cultural and societal contexts; hence the DRH Europe/Africa node functions as facilitator for obtaining, analyzing and further publishing the intrinsic aspects of dedicated techniques or measures. The DRH Europe/Africa node will become an information node for those seeking relevant information on disaster reduction techniques and as such the node will also act as catalyst: field experts as well as less-experienced persons will contact the node, will ideally find an answer to solve their inherent requests for disaster reduction or mitigation, and will eventually be able to reuse a technique in their particular context. Apparently, as the African continent is suffering from various natural disasters (floods, earthquakes, volcanic eruptions, droughts), any kind of measure for disaster reduction must be seen in particular contexts as there are: cultural diversity, poverty, political instability, social problems, resilience in general. Moreover it seems that governance schemes for risk reduction are often applied on a local or regional basis. The challenge for the DRH Europe/Africa node would be to gain more knowledge out of this, analyse it 649

2 and subsequently create new input to the DRH Europe/Africa node in form of risk reduction measures. The authors believe that there is a huge potential of such hidden disaster reduction techniques and measures. Hence deployment of the platform and identification of stakeholders from Africa is of extreme importance in order to enhance the spirit of the worldwide operating DRH initiative and to create a new networking facility. 2. Mission The mission of the DRH Europe/Africa project is to build up a list of disaster (risk) reduction measures each of which be considered as good practice in a specific field. All major natural hazards will be addressed. Disaster reduction measures should originate from Europe or Africa; measures originating from other continents will be subject of mutual exchange between DRH nodes. Any disaster reduction measure should be internationally acknowledged and demonstrate its usefulness towards disaster mitigation as well as its applicability under normal circumstances. The development of the DRH Europe/Africa node (hereinafter also called DRH platform or platform ) and in particular the ongoing development of its content should be the collaborative outcome of various stakeholders. Thus, in a long-term, the DRH platform aims at becoming a point of reference that collects assesses facilitates the exchange of good practices in disaster risk management. 3. Values The DRH platform will offer free-of-charge services to end-users that contact the DRH platform in order to get specialized information in the field of disaster reduction. In particular, the DRH platform will offer sufficient information and/or means in order to get valuable answers that may help a user to install tools execute procedures to reduce risks deriving from natural hazards. In this way the DRH platform will contribute to further implement certain goals set out in the Hyogo Framework of Action (priority 3). 650

Vision A measure that can be viewed on the DRH Europe/Africa node will provide information from various viewpoints: technical requisites needed, contact points and ways to get it installed, applicability in different contexts (cultural, economical, climatic), usability constraints, training and skills needed, investment efforts needed, etc. In addition, the DRH platform will be a point of reference and as such it will make it possible to compare among risk reduction measures of the same kind (i.e., a system of improved versions of one and the same good practice) and give hints to measures of similar kind (i.e., a system of so-called best practices). The platform will highlight successful installations of given measures and should draw attention to constraints reported from such installations. The wiki-like deployment of measures listed on the platform will guarantee continuously monitoring; it will highlight their relevance and it will report on any useful information concerning incorrectness, inadequacy, inconsistency and novelty. Nevertheless all contributions will be accompanied in a scientific manner thus ensuring the overall quality of the service. In this way the DRH platform will be a platform made by the stakeholders and serving the users; hence people involved in using the platform can have multiple roles. The continuous modifications made and in particular the constant improvements performed regarding the positioning of certain disaster reduction techniques will more and more shift the DRH platform towards a center of excellence in the field of natural disasters reduction. 5. Strategy Short-term strategy foresees the establishment of a management board, currently triggered by the European Commission s Joint Research Centre which is also in charge of hosting the DRH platform. The management board will consist of a couple of key stakeholders from European and African organizations and/or research facilities. Main tasks of the management board will be to downstream information provision and user requirements elicitation. In addition, the management board will fix organizational and workflow issues as well as the mid-term way forward. The following phase will be used inserting a critical mass of disaster reduction techniques and in demonstrating usefulness and feasibility. Moreover the link to other major DRH nodes will be tested and the mutual exchange of information tested. Despite its intended use from and for practitioners, the platform will remain a sciencedriven information exchange platform. In that way it will follow the rules of scientific information exchange including acknowledgement, recognition, novelty, and copyright issues. On the other hand, the DRH Europe/Africa node must not lose the ties to non-scientists thus fostering the use of the platform in the best way. Any approach to enhance the reuse of technology for decision makers and civil protection responsibles whatever their education is, wherever they may operate should be advocated and promoted. 651

4 6. Current Situation and Possible Evolvement The DRH Europe/Africa node is available under and it is managed and hosted by the EC/Joint Research Centre (JRC). All information if freely readable; new input may be sent to the Contact Point provided on the website. The system, in principle, distinguishes between the submitter of information on one hand and the owner (real owner of a technique who has copyrights and/or patents) or scientific owner (intellectual property owner) on the other hand. Disaster reduction techniques are grouped according to their origin (Europe, Africa) and according to the hazard they may be suitable for (seismic, floods, etc.). Other DR techniques may have been copied from DRH-Asia thus showing the feasibility of mutual exchange. Currently copyright issues apply in the same way as they are used within scientific communities: citation, referencing, etc. Each technique is made visible by providing summary information in a header. A technique s detailed information is provided by simple (possibly structured) texts underneath. In addition, any technique could also be displayed as filled-in template that shows all necessary tabs (and entry fields) describing the technique s inherent information (applicability, usability, implementation, etc.). With time passing more selected users may get writing rights if necessary. Built-in access to a database may also be realized thus making it possible to search for detailed information. Other enhancements may concern the development of appropriate XML schemata supporting the automatic exchange and reuse of data in different environments. 652

5 Key Elements of DRH-Europe/Africa Development & Deployment What s all about? Who are the actors? How is it done? How are the measures collected? 1. The DRH Europe/Africa node will deploy a wide range of natural disasters reduction techniques to an international audience. The mission of the node is to give support to stakeholders in their effort of mitigating the consequences from natural disasters. 2. EC/JRC is currently steering the DRH Europe/Africa information exchange node. In doing this, EC/JRC will closely collaborate with key stakeholders in Europe and Africa and establish a management board. As member of the DRH- Alliance the DRH-Europe/Africa node is supposed to bring forward the spirit of the DRH initiative. 3. Implementing the DRH Europe/Africa node means a. to collect, elicit and structure disaster reduction measures related to Europe and Africa; b. to put these measures in a database and to deploy these measures on an electronic platform; c. to regularly update the platform and to improve the quality of the database (measures). 4. The collection and elicitation of disaster reduction measures a. will be done by active involvement of DRH Europe/African partners ( contractors and sub-node collaborators ) in charge of disaster prevention/reduction or civil protection; b. will be performed by key stakeholders doing regular literature and conference paper research or getting in contact on a bilateral basis; c. will be fostered by the management board organising dedicated workshops on special subjects. The publication of measures and relevant content is considered as scientific exchange and as such it has to follow the usual copyright rules if applicable. 653

6 What s inside a measure? 5. The structuring of disaster reduction measures follows guidelines that have been set out in a so-called template. Main chapters in the template address availability ( get the measure ), applicability ( get it installed ), usability ( keep the measure running ) and implementation ( all technical details ) issues. What about the web site? 6. The structuring of the DRH platform will be done in such a way that a. key elements of a measure can be viewed; b. measures can be grouped from different viewpoints; c. measures are put into relationship with each other ( similar measures, improved versions of a measure, etc.); d. the use of measures is highlighted through success stories (successful implementations of measures). What are the assets? 7. The intended use of the DRH platform is such that a. internationally agreed quality criteria will be used to evaluate a measure and acknowledge its scientific foundations before it will be uploaded to the platform ( quality aspect, science aspect); b. users ( customers, specialists ) will find satisfying answers to specific problems and in an understandable way ( customer aspect); c. a measure should always be seen in a specific context: applicability ( can I get and apply it? ), re-usability ( how can I apply it for my purposes? ), vicinity to other measures ( are there similar measures? ) ( context aspect). 654
