3 Section 1 Introduction 1.1 What is Distance Learning Distance Learning means you will not attend college, instead you will be sent your study materials and assignment details. 4 We deliver CIH courses at Level 2, Level 3 and Level 4. Completing a course at one level allows progression to the next. 1.5 Membership of the CIH Learners that register on the CIH Level 4 Diploma courses are entitled to free CIH student membership. 3

5 Section 2 The CIH Level 4 Diploma in Housing Maintenance and Asset Management 2.1 Entry Criteria Learners must have completed the Level 4 Certificate in Housing Maintenance Management. The level 4 Diploma in Housing Maintenance and Asset Management is aimed at housing maintenance professionals who already have managerial responsibilities. The Diplomas are intended to reflect a changing market place particularly at a management level where future skills will be required in asset management, lifecycle costing and reinvestment portfolio. The programme aims to develop the higher knowledge base and skills for managers of maintenance and repairs services. Additional information: If you are currently not working within a housing organisation you can gain entry if you can provide evidence of a placement secured within the housing sector before you start and for the duration of the course The Level 4 qualifications are offered by CIH Distance Learning in partnership with Coventry University. As a registered student of Coventry University, you will not only be awarded with the CIH Level 4 Diploma upon successful completion of all modules but also be entitled to credits awarded by Coventry University which can be transferred to most other learning and education providers within the UK. As a registered Coventry University student, you will have, for the duration of your course, full access to a range of facilities and support services through the University s Student Centre and associated facilities, online through its web-based services, and through one-to-one support services. These include: a) Access to the Lanchester Library a bespoke building providing access to bibliographic databases, electronic and hard format books, 10,000 electronic journals, self renewal and self reservation services, and postal loan service through which hard copies of books and journals can be posted to students; b) Access to advisory services such as careers and student employability support, study support (e.g. Centre for Academic Writing), disability officers, counselling, and chaplaincy; c) Access to gym facilities and sport clubs/facilities; d) Access to NUS facilities and support services 4

6 2.2 The qualification structure and units The CIH Level 4 Diploma in Housing Maintenance and Asset Management is comprised of twelve mandatory units, the six units contained in the certificate and the six units below. Learners must successfully complete all of the units in order to achieve the qualification. Students will not receive all modules up front but on an incremental basis. Level 4 Diploma in Housing Maintenance and Asset Management is made up of the following units: Unit Unit Title 7 Performance Management 8 Asset Management and Risk Management 9 Professional Practice skills for Housing Maintenance and Asset Management 10 Project Planning and contract administration for Housing Maintenance and Asset Management 11 The Legal framework for Housing and Construction 12 Partnering and Procurement for Housing Maintenance 2.3 The Syllabus Unit 7: Performance Management Unit Aims: The unit aims to enable learners to develop Key Performance Indicators (KPIs) and monitor performance against them. It will also enable learners to implement performance management systems for employees and contractors. Mode of Assessment: Externally Set 1. Design and apply KPIs to housing maintenance and asset management 2. Critically examine the relationship between KPIs (for housing maintenance and asset management) and government targets and regulatory requirements 3. Understand the link between KPIs and business objectives 4. Understand the relationship between setting and managing employee personal objectives, and business planning organisational performance 5. Understand the relationship between setting and managing contractor targets, and business planning and organisational performance 5

7 Unit 8: Asset Management and Risk Management Unit aims: The unit aims to enable the learner to understand how to manage a stock condition survey, to plan maintenance works and manage risk and performance of the asset management function. Mode of Assessment: Centre Devised 1. Understand the management of the maintenance function of housing stock. 2. Understand the maintenance liabilities of properties 3. Understand the requirement for and the process for undertaking a stock condition survey. 4. Understand asset management data systems 5. Know how to manage risk through the use of a risk management tool (e.g. risk register). 6. Assess the performance of the asset management function against key indicators Unit 9: Professional practice skills for housing maintenance and asset management Unit aims: The unit aims to develop broad generic skills which enable learners to be flexible, creative and methodical in the work place. Learners are also required to reflect upon their own professional development and demonstrate an applied understanding of professional ethics. Mode of Assessment: Centre Devised 1. Apply practice skills for housing maintenance and asset management to the workplace. 2. Critically reflect upon your own professional development. 3. Undertake continuing professional development. 4. Evaluate the impact of Codes of Professional Conduct on professional practice. 6

8 Unit 10: Project planning and contract administration for housing maintenance and asset management Unit aims: The unit aims to develop an understanding of project planning relating to major works, planned maintenance, refurbishments and cyclical works activities. It will cover the main stages of project planning schemes, including tender, pre-contract and contractual arrangements. Mode of Assessment: Externally Set 1. Be able to produce a feasibility report relating to a specific housing maintenance or asset management project 2. Understand how to plan and produce budget cost data to inform the housing maintenance or asset management project 3. Understand the contractual documentation associated with a housing maintenance or asset management project. 4. Understand the process for the appointment of contractors, consultants and specialists to undertake work on the project 5. Understand the impact of the planning process on project planning. Unit 11: The Legal Framework for Housing and Construction Unit Aims: The unit aims to enable learners to understand legislative requirements for housing providers, including maintenance and general housing services. It will provide learners with an understanding of law which relates to both the management of stock, requirements for registered social landlords in meeting housing needs and the law in relation to the construction of housing. Mode of Assessment: Externally Set 1. Summarise the legislative framework for the UK for housing and tenancy. 2. Summarise the legislative framework for the UK for construction and property. 3. Understand the principles behind legislation relating to construction-related issues and the legal remedies available. 7

9 Unit 12: Partnering and procurement for housing maintenance Unit aims This unit aims to develop an understanding of methods used to procure maintenance works and services for housing stock. The unit looks at the relative merits of procurement and benefits / applications. Partnering and supply chain initiatives will form a central part of this unit. Mode of Assessment: Centre Devised 1. Understand the range of options available for the appointment and management of contractors for responsive and planned maintenance works. 2. Be able to select appropriate contractual solutions for the procurement of maintenance services for housing stock 3. Understand the procurement of maintenance works through a partnering process 4. Know how to manage the partnering and procurement programme of works. 8

10 Section 3 The CIH Level 4 Diploma in Housing Development 3.1 Entry Criteria Learners must have completed the Level 4 Certificate in Housing Maintenance Management as outlined above in Section 2. The Level 4 Diploma in Housing Development is aimed at Housing maintenance professionals engaged on development projects Housing maintenance professionals who wish to expand their career into housing development. Housing maintenance professional who already have managerial responsibilities. 11 3.3 The Syllabus Unit 7: Performance Management Unit Aims: The unit aims to enable learners to develop Key Performance Indicators (KPIs) and monitor performance against them. Unit 8: Urban regeneration and renewal Unit aims: The unit aims to provide the learner with an understanding of the historic context of urban regeneration. It will also develop awareness of social inclusion and on the importance of sustainable communities and community cohesion. It will focus on housing development as a key aspect of urban renewal and redevelopment. Mode of Assessment: Centre Devised 1. Understand the historic context of urban regeneration 2. Understand the reasons for urban regeneration and renewal and the factors that shape the process. 3. Be aware of the principles associated with mixed tenure and mixed use (e.g. housing, retail and business) developments and social inclusion. 4. Understand how the planning system operates and the requirements of local authorities. 10

12 Unit 9: Professional practice skills for housing development Unit aims: The unit aims to develop broad generic skills which enable learners to be flexible, creative and methodical in the work place. Learners are also required to reflect upon their own professional development and demonstrate an applied understanding of professional ethics. Mode of Assessment: Centre Devised 1. Apply practice skills for housing development to the workplace. 2. Critically reflect upon your own professional development. 3. Undertake continuing professional development. 4. Unit 10: Project planning and managing housing development Unit aims: The unit aims to cover stages involved in the housing development process including feasibility, redevelopment, land acquisition, financial arrangements and engagement of specialists to deliver programmes. Mode of Assessment: Externally Set 1. Examine sources of funding available to housing organisations for the development process. 2. Explain processes and procedures involved with land acquisition and redevelopment. 3. Evaluate procurement options, appraisals and assessing project risks 4. Critically reflect on the environmental impact of proposed developments and requirements to mitigate these. 5. Explain the use of project planning and management software tools for the management of housing development. 6. Consider the role of consultation with maintenance teams, residents and other stakeholders in the development process. 7. Evaluate how proposed developments and completed schemes comply with requirements and agreed criteria. 11

13 Unit 11: The Legal Framework for Housing and Construction Unit aims: The unit aims to enable learners to understand legislative requirements for housing providers, including maintenance and general housing services. It will provide learners with an understanding of law which relates to both the management of stock, requirements for registered social landlords in meeting housing needs and the law in relation to the construction of housing. Mode of Assessment: Externally Set 1. Summarise the legislative framework for the UK for housing and tenancy. 2. Summarise the legislative framework for the UK for construction and property. 3. Understand the principles behind legislation relating to construction-related issues and the legal remedies available. Unit 12: Development agreements and funding for housing development Unit aims: The unit aims to examine the options for investment in housing development, the agreements that may be used and the requirements of grant applications. Mode of Assessment: Centre Devised 1. Understand the legal requirements associated with developments in relation to the granting of planning consent. 2. Understand development agreements that may be utilised on housing developments. 3. Understand how to meet the requirements for grant applications. 4. Know the other sources of funding for development. 5. Know the relationship between development investments and business objectives. 12

CIH Butler Bursary Details will be available on our website Positive Action Training in Housing (PATH) PATH National Ltd was set up in September 2000 following the merger of PATH London and PATH Local Authorities. PATH schemes are run by many organisations providing education and training for Black and Minority Ethnic people who wish to work in housing. For example, Sandwell MBC has run a PATH scheme for more than ten years. It will consider applications from single parents, the disabled, and others. They award grants of up to 200. Funding is provided for those wishing to embark upon adult work based learning. Applications are considered on an individual basis. 15 4.3 Refunds Policy If you decide to withdraw from your course, please put this in writing to the CIH Distance Learning Centre. We will process any refund due in accordance with the policy below.
