3 What is Expanded Learning? 4 Why Expanded Learning Matters To succeed in school, work and civic life, youth need multiple engaging opportunities to learn, lead and grow MN youth need meaningful ways to engage with the world around them And if Minnesota is to have a prosperous economy and vibrant civic life, we must ensure that our young people possess 21st century skills: critical thinking, problem solving, communication and collaboration 5 3

4 Need for Systems Comprehensive Learning Systems: Coordinate efforts between existing systems like education and less structured networks like afterschool and summer youth programs Build the relationships and resources necessary to provide expanded learning opportunities to youth without service gaps or other barriers. 6 Youth Voice 7 4

5 Policy Recommendations Create comprehensive learning opportunities in MN communities that include learning beyond the classroom Support the infrastructure and systems that provide quality opportunities for learning beyond the classroom 8 #1: Increase Access Identify ways to work collectively to increase access to expanded learning opportunities that are developmentally appropriate and hold community stakeholders accountable for success and improvements. 9 5

6 #2: Improve Quality Identify ways to collectively improve the quality of expanded learning opportunities and to ensure consumers are aware of which programs are of high quality. 10 #3: Leverage Resources Leverage and maximize existing human and financial resources to enhance the infrastructure and systems that support expanded learning opportunities within a comprehensive system. 11 6

7 #4: Increase Coordination Increase successful coordination of stakeholders in communities and among local and state decisionmakers, and work to decrease unnecessary competition and avoid duplication. 12 Learning Academies Youth Community Connections Minnesota s Statewide Afterschool Alliance and now Youthprise have supported Learning Academies: Minneapolis Saint Paul Mankato Brooklyn Park/Brooklyn Center Tribal nations in Minnesota 13 7
