Identify a framework to provide assistance for data driven program planning and evaluation. 2. Present a comprehensive and responsive technical assistance and training program. 3. Explore ways that planning efforts can be utilized across multiple disciplines. The California Prevention Landscape Substance Abuse Prevention and Treatment Block Grant (SABG) primary prevention funds provided to each of the 58 Counties across the state. Counties range from small and rural to large with a total state population of 39,250,017. Source: US Census,
