1 Slovenian Qualifications Framework Developing Competences through Work and International Mobility November 2015 Institute of the Republic of Slovenia for Vocational Education and Training [Center RS za poklicno izobraževanje (CPI)] Borut Mikulec

2 Background SQF project: - Under the competence of the Ministry of Labour, managed by National Institute for VET (CPI) - Financed by ESF, planned for period Support activities: - Interdepartmental Working Group (IWG) nominated by the Slovenian government (2010) decision making body for NQF (stakeholders representatives) - National Institute for VET designated as EQF NCP (2009) - Expert group for drafting NQF and referencing NQF to the EQF/QF-EHEA nominated in May 2010.

3 Background SQF: - January 2011: IWG and SQF expert group drafted SQF proposal - February March 2011: broad public discussions with different stakeholders - April 2011: International conference about SQF - May December 2011: National Expert Councils for HE, VET, GE, AE considered SQF proposal SQF, EQF, QF-EHEA: : Slovenian EQF referencing report was prepared in January and presented to the EQF AG in May - June 2013: International conference about Referencing of the SQF to the EQF and QF-EHEA

4 Background Philosophy: framework of communication Purpose: to achieve transparency and recognisability of qualifications in Slovenia and the EU Structure: comprehensive framework Components: a) level descriptors; b) qualifications framework; c) methodology; d) SQF register Example:

5 LO & NQF LO definition: means statements of what a learner knows, understands and is able to do on completion of a learning process (EQF) Very simple but broad definition: LO are understood differently in different countries (as learning outcomes, occupational standards, competency standards, qualifications standards, etc.) LO concept: a) As a basis for all modern curricula; prepared standardised and objectivised units of KSC b) Actually achieved KSC of the individual

6 LO & NQF Different LO settings: - LO on a module or subject level - LO on a individual programme or qualification level - LO on a type of program/qualification level - LO on a level of NQF register - LO on a level of individual or group of individuals -

7 LO in the SQF The SQF links two concepts: a) The traditional 'input concept or educational activity/programmes concept tied to legal acts b) The learning outcomes concept, introduced at the system level by the SQF The LO concept is tied to consideration of following criteria: complexity and depth of knowledge and understanding, necessary level of support and teaching, level of involvement, autonomy and creativity, scale and complexity of application/practice LO concept is reflected in the descriptors of learning outcomes prepared through the development of the SQF.

8 LO in education system The term LO was introduced with SQF From 1996 on gradual shift to outcome orientation and LO LO in different segments of education system: - Basic and general upper secondary education: LO are formed from learning objectives & (minimum and basic) standards of knowledge (integration of key competences) - Upper secondary and short cycle-higher VET: LO are formed from occupational standards (occupational competences) and learning objectives of the programme (integration of key competences) - Higher education: LO are formed from learning objectives of the programme, decribed as general and subjectspecific competences - NVQs: LO are formed from occupational competencies defined in occupational standards.

9 LO and register of SQF qualifications In years we set up new online platform for register of SQF qualifications (existing registers of educational programs in SI were not suitable) Each qualification included in the register is described with set of the same parameters SQF register is currently under construction and therefore not fully operational yet ( SQF register is connected with EQF portal ( d_entity_type%3a97#).
