2 WBI s Public-Private Partnerships Practice The challenge Public-private partnerships (PPPs) can be an important tool in expanding the reach of essential services such as infrastructure, health, and education. But to ensure that PPPs yield the right results and deliver these services at a cost that is acceptable to users and the government, governments need to develop new expertise in procurement, negotiations, and oversight of long-term contracts. Although acquiring and maintaining this expertise is often a challenge, it is critical in determining whether or not public-private partnerships will succeed, particularly now that the global liquidity crisis has made the financing of PPPs more difficult. Our vision To be a global connector of PPP practitioners, providing opportunities for peer-to-peer knowledge sharing and South-South learning, harvesting innovations in PPPs, and providing accessible knowledge and global best practices. Our approach We work with public sector agencies and partner institutions to identify and address high-priority needs for learning on PPPs. Our goal is to enable governments to design and implement successful PPPs by drawing on the expertise of global networks of practitioners. Specifically, to help Establish legal, regulatory, and institutional frameworks for PPPs Develop a realistic project pipeline and take these projects successfully to market Build the capacity of the public and the private sectors Evaluate and monitor the performance of projects We aim to share good practices, address complex cross-sectoral issues, and enhance local ownership. Our programs combine face-to-face activities, video conferences, and e-learning programs to maximize effectiveness.

3 Knowledge Exchange through Practitioner Networks South-South Learning PPP Days: An established global forum where public sector PPP practitioners exchange knowledge, innovations, and new developments. PPP Days 2010 highlights innovations and key policy issues. Regional PPP Practitioner Networks: We convene regular practitioner meetings in both Francophone and Anglophone Africa, and are developing practitioner forums in Asia, the Caribbean, Eastern Europe, and the Mediterranean. These knowledge sharing forums help foster dynamic practitioner networks. Global PPP Network: An online platform for practitioners to share with and learn from global and regional experts and peers. Rapid Response for Just-in-time Information Sharing: Events focusing on specific issues and challenges, providing a space for practitioners to share their knowledge and expertise in formulating and implementing effective policies. Recent offerings were delivered for India and Thailand. Structured Learning Global Learning Resources for PPPs: Drawing on the collective experience of multilateral development banks, these resources address the practical challenges of PPPs, and are used to strengthen courses delivered by national and regional partners. Regional Training Programs: We deliver training with global content for PPP professionals and will continue to deliver these programs with partners as part of our regional PPP practitioner forums.

The series of practitioner-focused notes is sponsored by the World Bank Institute s PPP team and the World Bank Group s Global Expert Team on PPPs. The Global PPP Network The Global PPP Network is an online platform for the growing community of PPP practitioners to come together and exchange knowledge, discuss, learn, and connect around global best practices on PPPs. Made up of policy makers, practitioners, and development experts from around the world, network members share knowledge on how to build and implement the most appropriate structures for basic service provision in such sectors as transport, energy, water and sanitation, telecommunications, extractive industries, water resources, health, and education. Join the network at

5 WBI is a global facilitator of capacity development for poverty reduction. We connect practitioners, networks and institutions and help them to find their own solutions to address development challenges. With a focus on the how of reform, we link knowledge from around the world and scale up innovations. We work with and through global, regional and country-based institutions and practitioner networks and help them develop customized programs that respond to specific needs.
