2 What is the OurLA2040 Discussion Guide? The OurLA2040 Discussion Guide is designed for community groups, neighborhood councils, families, friends, and students to host their own convenient gatherings and share their thoughts and ideas about the various issue areas that will be addressed through the City s current effort to update the General Plan. As an extension of the Community Conversations event series the Department of City Planning is hosting around the City, the feedback collected using this discussion guide will contribute to the process of developing policies that capture a shared vision for the future of our City. This OurLA2040 Discussion Guide is focused on the topic of Open Space. Over the next year, discussion guides will be released and available for download for the other topics addressed by the General Plan update process. About OurLA2040 OurLA2040 is citywide effort to comprehensively update the City s General Plan in order to address the changing needs of a diverse population and geography. This is the first major General Plan update in almost 50 years, providing Angelenos a momentous opportunity to shape the City s most vital planning document. 2 FACILITATOR PACKE T OPEN SPACE: DISCUSSION GUIDE
3 What is a General Plan? The State of California and the Los Angeles City Charter require the City to create and adopt a General Plan. The General Plan must include certain mandatory topics, called Elements, but each city has the ability to reorganize or include additional topics based on needs and values. Each Element contains a declaration of goals, objectives, and programs that guide and establish the future form and development of the City. As the heart and foundation of the City s long-range planning endeavors, the General Plan provides guidance on where and how the city responds to and prepares for change. It is the foundation upon which City Departments and the City Council rely on to determine policy priorities and make informed decisions on projects. What topics will the Open Space Element of the General Plan cover? Open spaces play a vital role in enhancing our quality of life. In Los Angeles, they offer us a break from our busy lives to connect with nature and with each other. This includes our scenic mountain views, our world famous beaches, an intricate network of waterways and trails, and thousands of acres of parklands. The General Plan seeks to integrate open space throughout the City in a way that benefits people and the environment. Currently, the Department of City Planning proposes four chapters for the new Open Space Element of the General Plan: 1) Connections, 2) Parks and Recreation, 3) Waterways and Beaches, and 4) Wildlands. These topics may be refined, if necessary, based on public input. 4 What is the OurLA2040 Discussion Guide The Facilitator Packet contains everything you need in order to host your own successful meeting. We encourage you to adapt the packet to better suit the needs of your participants. The Department of City Planning would like to thank you for your valuable time. We look forward to receiving your feedback! Goal The goal of this discussion guide is to collect direct feedback from participants on the various topics concerning the future growth and development of the City of Los Angeles. This discussion guide is focused on Open Space. Specifically, feedback will be used to develop the draft vision, goals, and content for the Open Space Element of the General Plan. There may also be instances where quotes and images provided will be used as part of other OurLA2040 community engagement efforts. Providing feedback using this discussion guide is just one of the ways to get involved in OurLA2040. Our project website (www. ourla2040.org) will be kept up to date with many other opportunities. 9 Annotated Agenda Below is a suggested version of your meeting agenda with time allocation recommendations. The times could vary based on the size of your group and any modifications to the activities. 1 2 Sign-In Have participants sign-in before the meeting begins. This activity is a creative opportunity to communicate their vision using words or images. Map A Open Space Priorities - Park Needs Comprehensive Parks & Recreation Needs Assessment Los Angeles County Department of Parks and Recreation This map identifies areas of high need for open space resources to improve park equity. This map calculated park need by considering factors such as available park acreage, distance to nearby parks, and population density.
