1 A Report on National Teacher Platform (NTP) The Ministry of HRD, Government of India proposes to build a National Teacher Platform by leveraging the power of technology to serve teachers in India. NTP is the shared infrastructure that will be available for use by all teachers, educationists, academics, administrators, governments, NGOs and others in the field of education across the country. This will find solutions, project innovations in the area of professional development of teachers. NTP will be built for the common public good and gives the autonomy to the states to repurpose and extend NTP to suit their own needs. NTP is developed for the benefit of teachers in School, Teacher Educators, and student teachers in Teacher Education Institutes. It helps the teacher shine and succeed. An introductory workshop using Ekstep authoring tool was held from to in two spells at SIEMAT conference hall. Followed by that workshop, an interactive workshop on National Teacher Platform (NTP) to arrive at the emerging national portal was conducted by NCTE, New Delhi on June 16, 2017, at Ekstep office, Quorum, 7th cross road, Koramangala 3 Block, Bengaluru, Karnataka. Mr Asir Julius, Mrs D. Margaret Emily and Mrs. S. Shanthi from TNSCERT represented Tamil Nadu. The objective of the interactive workshop is to arrive at the opinions and suggestions of the States regarding the emerging national portal and to gear up the task of preparing the on boarding document before July 17, 2017.

2 Sir Nanden Nilkaeni (fig 1) the master brain behind the Aadhar card, visited Ekstep office during the workshop and motivated the participants to carry out the tremendous task. Figure 1 Sir Nanden Nilkaeni (5th from left) and team members. There was lot of interaction and discussion in each session to evolve and enhance the platform. The NTP home page contains the following features, which are customizable. Courses Resources Communities Profile Courses to enable continuous learning Resources for use in the classroom Communities for collaboration and discussion Profile dashboard for progress and assessment New announcements, notifications and circulars will be displayed when clicked on the title.

3 Only a burning candle can light another candle. Hence a teacher has to be a continuous learner. Teaching and learning are the two sides of the same coin. Dr. A. Santosh Mathew, the Chairperson of NCTE, says, Learn what you want, when you want and how you want is the power we want to give to our teachers. The courses mandated by NCTE can be created from the contributions of the States. The course content is to be benchmarked to the NCF core principles. Both closed as well as open ended questions are possible in the module which also has a sub module. The course structure must be flexible. Suggestions were made to evolve at a video tutorial with the guidelines to start-up and to run for 10 minutes. NCTE guidelines are followed to train the course creators. Only the authenticated persons with ID can be involved in the creation of content and the guest viewers can be the consumers of the resources. NTP is the national platform on which the content is shared involving the States as the co-creators. The teachers profile for each teacher is created with accomplishments, badges and certificates and posted on the dashboard. The social groups form the communities. DIET is an example for a community. Sharing of content within the community and also across the community is possible on the national platform. SCERT being the academic authority with administrative capabilities makes a special community to integrate with the NTP. The second session was about Design Thinking by Satish. The NTP can be integrated by any third party Apps. MHRD is the overall sponsor. NCTE is the next level sponsor for National Teacher Platform. The Ekstep is the project authoring tool which works with the States, shares the content within the communities and projects the resources on the NTP using the software Sunbird which contributes open resources and is linked with google.

4 Andra Pradesh and Maharashtra have already joined the NTP and are working under the names APEX (Andhra Pradesh Education Exchange) and MITRA consecutively. The next session was very interesting with an objective of eliciting the ideas and suggestions from the participants. I like, I wish for the end product and the process of creating the platform. 5 NTP is a web based portal. Built on 3 things 1. Technology 2. Content 3. Adoption and out reach The next session on playbook and the state adoption options A play book is an on-board platform and a step by step guide. It consists of 5 sections Play book 1. On boarding options 2. Content creation 3. Curation 4. School teacher usage 5. Reporting data Session about on boarding Teachers are the champions. The on board document is a confidence building measure. It must have State specific questions. Where are you? Where would you like to take? The 4 things that must be included in the document 1. A session on State on boarding document 2. A session on I like, I wish and our vision 3. A session on What are the issues? 4. A session on Centre and State partnership

6 Teachers don t like somebody else s creation, says Aziz Premji. So every teacher is a creator and the states are co-creators in this venture. The participants were divided into small groups representing the States. The points evolved in the small groups discussion with the Tamil Nadu Team, are listed below Miss Namitha Dalmia from CSF was the anchor for the session. She suggested that Tamil Nadu Teacher Platform (TNTP) could be formed. NTP is a honey pot and anybody can dip into it. We can pull data from NTP and create our own and implement it according to our own convenience, considering our short term and long term goals. It is to be done on a mission mode. The on-board document has to be prepared by July 2017 and the draft to be made ready by June 30th The need of the hour is to select 2 lakhs teachers. A core team will be formed who can handle training, making the normal teacher to techno teacher. The core team will be sent as mentors. This is a state specific vision. State specific vision The State has to prepare for a Hakathon Minimum 500 teachers are to be selected. Bottom up approach can be adopted. The criteria for the selection of teachers are given as follows: a. Highly motivated b. Highly capable and young c. Passionate and novel d. Local champions

7 The time line for trainings has to be set and the plan for 4 5 rounds of training has to be mapped. Two spells must be allotted for soft skills and two for content creation. Tamilnadu will be a model for trainings on the NTP. A common system beginning from pre-service and extended to in-service will be followed. Already there are 240 teachers in Tamilnadu trained to use ICT tools and strategies. The in- service training will be done in a phased manner and in a fixed time line. They form Tamilnadu Teacher Platform (TNTP). It will become the state data hub. A MOU will be signed by NCTE. There will be one or two more forums, individually and in groups to bubble before July 7th to come out and share the time line in multiple milestones. 5 years from now i.e. by 2019, smart phones will appear in all the classrooms of private schools. Madhya Pradesh is spending 200 crores on SD cards. SD card with text books and learning materials will be available in all the local shops worth Rs 200/. Students can buy, download and use it. A software called FOSS (Free and Open Source Software) can be used in curriculum development and syllabus framing work of pre-service students. SCERT will have direct control over it. As for as the in-service training is concerned, it has to be planned in a phased manner. As the 1 st phase of preparatory work of NTP, two days workshop is going to be held in SIEMAT Conference Hall, on and to map the learning materials of 1 8 and index them subject wise and standard wise using the Ekstep authoring tool. Teachers who had participated in the introductory workshop held from to will serve as RPs and the SCERT representatives and heads of ICT groups will co-ordinate the trainings and train the teachers working in Government Schools in cascade mode.
