RADER, CLERK I. Mr. Medford called the Regular Meeting to order at 7:00 p.m. II. III. IV. PLEDGE OF ALLEGIANCE Jada Hines, a 3 rd grade student at Coventry Elementary School, led the Board in the Pledge of Allegiance. RECOGNITIONS AND AWARDS a. York Foundation for Public Education Presentation: Mrs. Meadows asked Ms. Peggy Myatt, York Foundation Liaison, to come forward to present a Wal-Mart gift certificate on behalf of the York Foundation for Public Education, Inc. and in partnership with the York County Wal- Mart store to the Pledge Leader. UNFINISHED BUSINESS: None.

2 Page 2 of 5 V. PRESENTATIONS a. Capital Projects Report. Dr. Williams introduced Mr. Mark Tschirhart, Director of Maintenance and Facilities Support. Mr. Tschirhart gave the following projects update: York High School and the Maintenance Complex parking lots were repaved. Classroom ceilings were insulated at Tabb, Coventry and Magruder Elementary schools. Air conditioner installed in the Yorktown Elementary gymnasium. New air conditioning units installed in ten server rooms. Tabb High School Fascia repair nearly complete. A generator has been installed at Tabb High School that can supply power for the entire school for 72 hours. York High School V-building roof was replaced with an energy efficient white roof with R-30 insulation. The block walls at Mt. Vernon Elementary School are near completion and roof trusses should be installed this week. Old Cooling Tower at Tabb Elementary School was replaced. Nine high efficiency fixtures were installed in each Tabb Elementary School Classroom. Light levels exceed state recommended minimum light levels. Single pane aluminum windows were replaced with energy efficient double paned tinted windows at Queens Lake and Tabb Middle School. VI. VII. COMMENTS BY CITIZENS Ms. Jennie MacBlane, 107 Burnt Bridge Way, Yorktown, spoke regarding teacher staffing at Bethel Manor Elementary School. Ms. Jennie MacBlane also spoke on behalf of Rebecca Nunes, 102 Club Way, Seaford, regarding teacher staffing at Bethel Manor Elementary School. Mr. Medford stated that anyone else who wished to speak would have the opportunity to speak at the end of the meeting. MATTERS BY BOARD MEMBERS Mr. Minter welcomed everyone back for the new school year. Mr. Minter recited a poem that Dr. Williams had read to bus drivers at the Transportation Academy. Also shared a quote from marquee in front of a Texas high school: Free Knowledge, Monday through Friday, bring your own containers. Ms. Meadows stated that the school division was off to a good start, but still faces many challenges.

3 Page 3 of 5 Mrs. Haywood welcomed back teachers, staff and students. Has been happy to learn that the financial news from the Commonwealth appears to be better than originally thought. Mr. Medford thanked the Bethel Manor Elementary teachers for coming out in support of their school. Also stated that Mr. Hopkins will be sorely missed. Reminded parents to be aware of the open house and back to school schedules, and encouraged parents to get involved with their PTA. VIII. FINANCIAL MATTERS Mrs. Meadows summarized the items under financial matters: a. Approval of Claims Certified for Payment for June 2010 b. Approval of Claims Certified for Payment for July 2010 c. Consideration of approval of Resolution No , A Resolution Authorizing Specific Procurement A motion was made by Mrs. Meadows and seconded by Mrs. Haywood to approve Financial Matters. Motion passed 4-0. IX. CONSENT CALENDAR a. Approval of Personnel Actions b. Approval of the minutes of: June 18, 2010 Special Meeting c. Approval of Donations totaling at least $4, d. Consideration of Resolution No , a Resolution of the County School Board of York County Declaring its Intention to Reimburse Itself from the Proceeds of One or More Grants made by the Commonwealth of Virginia for Certain Expenditures to be Made in Connection with Certain Capital Improvements A motion was made by Mrs. Meadows and seconded by Mr. Minter to approve the Consent Calendar, including the personnel actions addendum dated August 23, Motion passed 4-0. X. ACTION ITEMS a. Consideration of approval of the minutes of the April 19, 2010 Special A motion was made by Mr. Minter and seconded by Mrs. Meadows to approve the minutes of the April 19, 2010 Special Motion passed 3-0. Mrs. Haywood abstained.

Consideration of approval of the minutes of the June 28, 2010 Special The minutes of the June 28, 2010 Special Meeting was pulled off the agenda due to lack of a quorum among members present at this meeting. c. Consideration of approval of the minutes of the July 26, 2010 Special approve the minutes of the July 26, 2010 Special Motion passed 3-0. Mrs. Meadows abstained. XI. XII. POLICY REVIEW AND APPROVAL NONE REPORT OF THE SUPERINTENDENT Dr. Williams reported that today was the first official day for teachers to return to school. Dr. Williams summarized student achievement for the York County School Division and stated that a detailed presentation regarding student achievement would be provided at the September 13, 2010 Work Session. Praised Mr. Medford for receiving an award recognizing his local, state and national contributions to the D.A.R.E. program. The Boys & Girls Club had their ribbon cutting earlier this summer. York River Academy was planning their official opening in their new location at the York Middle School campus on September 1 st. The School Division is waiting to receive additional information regarding the Jobs Fund. Commended Mr. Hopkins for his years of service with the York County School Division. Mr. Medford asked if anyone else wished to address the Board. Ms. Carol Bauer, 314 Brook Lane, Yorktown, YEA President, thanked the Bethel Manor teachers for their appearance this evening, and asked parents to help to prepare their students for the next school year. September 11, 2010 is going to be Read with a Hero day at Tabb Library from 10:30 a.m. to 12:00 p.m. Janet Stubbs, 424 Dare Road, Yorktown, 23692, addressed the Board regarding Bethel Manor Elementary School staffing.

CLOSED SESSION meet in Closed Session to consult with legal counsel and listen to briefings by staff members pertaining to actual litigation as authorized by Section (A)(7) exception to the open meeting requirement of the Virginia Freedom of Information Act. Motion passed 4-0. MOVE TO OPEN SESSION A motion was made by Mr. Minter and seconded by Mrs. Haywood come out of closed session. Motion passed 4-0. CONSIDERATION OF RESOLUTION NO (CERTIFICATION OF CLOSED SESSION) approve Resolution No , Certification of Closed Session. Motion passed 4-0.
