1 USD 263 BOARD OF EDUCATION MEETING October 24, :00 P.M. DISTRICT OFFICES-628 E. MULVANE unofficial draft MINUTES *Please be respectful-no cell phone use or texting during the meeting. Mute or turn off phones. 1.0 MEETING OPENING 1.1 CALL TO ORDER The meeting was called to order at 7:00 p.m. by President Snider with the following members present: Travis Cottrell, Dennis Springer, Ron Becker, and Richard Canfield. Steve Fry was not present. Jennifer Keys arrived later in the meeting. Also present were: Superintendent Rahe, Don Pennington, Thomas Schmitz, Gay Younkin, Terri Lemos, Traci Becker, Denise Woods, Raquel Charbonneau, and Clerk Schifferdecker. 1.2 ANNOUNCEMENTS BY PRESIDENT City/School Board Breakfast October Laurie s Kitchen 6:30 a.m KASB Student Discipline, Possession of Weapons, School Safety and Security Webinar November 14 6:00 p.m.-6:45 p.m KASB Human Resources Academy November 10 8:30 a.m.-2:30 p.m. (Newton) KASB Preparation for Negotiations Workshop November 3 8:30 a.m.-3:30 p.m. (Topeka) 1.3 GOOD NEWS BY BOE MEMBERS *Dennis Springer attended the MGS site council meeting. It was fantastic, encouraging, and there was a great turnout. *Travis Cottrell attended the MMS site council meeting and felt they had a great meeting. *Richard Canfield will attend the Munson site council meeting and is sure it will be excellent also. *Travis noted that the transportation building looks great. We have practical vehicles and it is a well-maintained environment. 1.4 ADMINISTRATIVE REPORTS Gay Younkin, Special Education Director, reported that 15 teachers have been trained in Alphabetic Phonics. Joyce and Gay have been working with those staff members and have submitted a grant to assist with data collection. The district received the grant which will be used for 15 ipads. Beginning this Wednesday, the first two hours of 12 hours of follow-up inservice for AP will be held Don Pennington, Special Services Director, had no report at this time Terri Lemos, Munson Primary Principal, reported that classes have attended field trips to the pumpkin patch and dairy farm. Tuesday night, the site council will meet. Title night will be held from 6:00 p.m.-8:00 p.m. and a parent meeting will
2 be held from 4:30 p.m.-6:30 p.m. for parents of students with special needs to inform them of resources. Red Ribbon week activities are being held this week. IPads are being used to assist with Dibels testing. There have been good inservices this past two weeks and good discussion has been held after attending Raquel Charbonneau, Mulvane Grade School Principal, noted that they are participating in Red Ribbon activities this week also. Jason Townsend has been working on his administrative internship and done a great job with the Site Council. NetSmart will be coming to speak on internet safety Traci Becker, Mulvane Middle School Principal, reported that they are also participating in Red Ribbon week activities. The league food drive will be held Nov The first dance will be held Nov. 18 th. The site council met this evening. Parent/teacher conferences had a participation rate of: 70% at the 6 th grade, 41% at the 7 th grade, and 40% at the 8 th grade. Steve Abrams will be at the middle school on Thursday at 8 a.m. and then go over to the high school Thomas Schmitz, Technology Director, thanked everyone for their support both in and out of the district. He reported that the middle school position has been offered. They are interviewing for the IT position Brad Rahe, Superintendent, felt that the 19 Standard of Excellence awards were due to our teachers who are strong in the classroom. They are willing to learn and want to learn. He also thanked the BOE for their support. 1.5 MEA REPORT-Denise Woods reported for the MEA. The high school won the membership drive with 67% joining. Each member at the high school received a $20 gift certificate to Riverside Café. MEA is glad that Mr. Abrams will be visiting the district. The next meeting will be held on November 2 nd. 2.0 APPROVE/AMEND AGENDA Motion made by Dennis Springer to approve the agenda. Second by Ron Becker. Motion carried 5-0. Second by Richard Canfield. Motion carried PATRON TIME No patrons were present to speak. 5.0 ACTION ITEMS 5.1 KASB Delegate Appointment Motion made by Ron Becker to appoint Steve Fry as the delegate representative for USD 263 at the KASB Convention Dec. 2-4, Second by Richard Canfield. Motion carried 5-0. Jennifer Keys arrived at 7:21 p.m. 5.2 Request for Additional Special Education Teacher Gay Younkin reported that the district has seen an influx of students with special needs and has explored several options on ways to meet needs. At this time, she requested we hire an additional special education teacher at MGS. Motion made by Ron Becker to approve the request to hire an additional.5 special education staff member as requested. Second by Dennis Springer. Motion carried 5-1 (Keys opposed). 5.3 Request for Vehicles Mr. Fenn provided information regarding his recommendation for the purchase of two vehicles for the district. Motion made by Travis Cottrell to approve the purchase of a truck from Midway in the amount of $19,000. Second by Jennifer Keys. Motion carried 5-1 (Canfield opposed). Motion made by Travis Cottrell to purchase a 2011 Impala from Pfaff in the amount of $14,350 pending satisfactory inspection by Fred Fox and/or Dan Fenn. Second by Dennis Springer. Motion carried DISCUSSION/REPORT ITEMS 6.1 Reaffirm BOE Position on Early Retirement Dr. Rahe reviewed the issues that the Board is facing regarding funding. Notice has been given to the Association regarding changes to early retirement program but things are up in the air and nothing can be finalized until the legislature makes some decisions. Dr. Rahe confirmed with the Board that they plan to honor the early retirement plan if notice is given per the agreement:
5 up to January 15, 2012-$350 January 16-February 15, 2012-$250 February 16-March 1, 2012-$0 with funding for this year as laid out in the agreement. After this year, it is not known what will happen with early retirement. 7.0 EXECUTIVE SESSION There were no Executive Sessions. 8.0 ADJOURNMENT Motion made by Jennifer Keys to adjourn at 7:50 p.m. Second by Ron Becker. Motion carried 6-0.
