1 1 Wilson Ed Wilson Marion County School Board District 3 Bio My name is Ed Wilson and I am running for Marion County School Board, District 3. I have lived in Marion County for 33 years. I am a Christian and believe that the Judeo Christian principles this country was founded on are what made this country so great. The farther we move from those principles the worst off we and our country become. I love God, my family and my country. My wife and I have been married for 27 years. My wife was a stay at home Mom and we both worked very hard to raise our children to be respectful, honest, personally responsible and productive people. We have seven grandchildren. I have been a Contractor in Marion County since I was the Chief Engineer at the Ocala Hilton for 9 years. I was a Scout Leader for 8 years and helped four young men earn Eagle Scout. I coached co ed softball in Marion Oaks for several years while my kids played ball there. As a businessman I ve always had to watch the money and I have never had the spend it or loss it mentality. I ve had to develop budgets and come in at or below budget in order to be successful whether it was my money or someone else s money that was being spent. That is just a little bit about who I am. Now let me tell you a little bit about who I am not. I am not someone who spent my entire adult life working for the school system and thinks the only way to improve it is by raising taxes. I am not a union man nor am I being backed by the union, so I will not be biased toward the union. And, I am not someone who has just now decided to get involved. I have been involved as a concerned citizen since 2004 when I started attending some County Commission meetings with the Home Builders Association. I became the Chairman of their Roundtable meeting. Monthly meetings with the Director of the Building Department to try to resolve issues builders were having with the building department. The meeting was attended by Stan McClain. My involvement with the Home Builders Association also took me to Tallahassee during the Spring Legislative Session to meet with our Legislators. Of course, I had no way of knowing that these experiences were preparing me for the leadership roll I would assume with the Tea Party. We worked very hard to provide opportunities for anyone wanting to attend our meetings to get to know the candidates. I think it is very important to be an educated voter. We also made many trips to Tallahassee to be sure our Legislators knew what was important to us. All of this led me to take the next step to run for office. Why did I decide to run for School Board? I attended many of the School Board meetings with the Tea Party and have been attending them regularly since August I love kids and I know that they are
2 2 Wilson the future; our country s future, our community s future and our future. We must do a better job of preparing them to be successful. We cannot remain the greatest nation, ever in the history of the world, if we cannot teach our children to be, not just successful, but exceptional. There is much more to that then public education, but that is a good place for me to try to make a difference. I will work very hard to get more of our hard earned tax money to the classrooms. We do not have a revenue problem. We have a spending problem and it is not in the classroom. I think it is in the bureaucracy; in unfunded mandates, unnecessary legal fees, theft and unproductive personnel. I will find the wasteful spending and get that money to the classrooms. Parents should have more choice in their child s education. Parents should also have more responsibility in their child s education. We must raise, truly raise, the standards. Common Core is not the answer. I am vehemently opposed to Common Core. We need to pay the best teachers well and we must get rid of the teachers who fail to motivate their students to learn and succeed. Most importantly, we need to bring back morals like honesty, integrity and personal responsibility by welcoming God in our schools, by setting the example and by accepting nothing less. I am a Christian and my Christian beliefs are what guild my decision making every day and that is what will guild my decision making if I am elected to the school board. My name is Ed Wilson. 3 310 SE Third Street, Ocala FL School Board Candidate Questionnaire Candidate: Ed Wilson, District 3 1. How should teacher performance be measured, and what are some of the challenges inherent in evaluating teachers? Teacher performance should be measured by how well their students are prepared to move on to the next grade or, in the case of seniors, have they fully met the requirements to graduate. Some of the challenges inherent to evaluating teachers are: Not letting it become a popularity contest. Were the students the teacher received properly prepared to move up to the next grade? Not allowing the evaluation to be objective. Expecting every teacher and every student to fit the same criteria Different aptitude levels of students. 2. What are the greatest needs of the district, and how do you think they should be addressed? According to Program of International Student Assessment 2012 results the US fell to 27 th in Math, 17 th in Reading and 20 th in Science out of 65 countries. The National Assessment of Education Program ranked Florida 48 th in the nation and the Florida Department of Education ranked Marion County 44 th out of 67 Counties. That is appalling! We must do a much better job of educating our children and preparing them to be successful adults. We need to raise the standards, give parents more choice and more responsibility in their child s education, pay the best teachers well and get rid of the teachers who fail to motivate their student to learn and succeed. 3. What experience do you have with complicated budgets? When you are given a 400-page budget for the district, what will be your process to determine if it is a good budget for the district? I worked with a complicated budget to rebuild a 120 bed nursing home after hurricane Andrew and I also worked with the budget at the Ocala Hilton for 9 years. I have had to develop budgets and come in at or below budget to be successful whether it was my money or someone else s money that was being spent. Is the focus of the budget to use more of the funds to directly benefit students and teachers in ways that will improve our children s education? 1 Wilson
4 Before I go line by line through the budget I will want to know: Is the budget balanced? Does it add money to the reserve fund? Is the focus of the budget to use more of the funds to directly benefit students and teachers in ways that will improve our children s education? Does it address long term needs of the district? Does it reward the best teachers? The answer to all these questions needs to be yes. During the budget process I will go line by line, studying the budget to find wasteful spending and put that money to better use. 4. According to the Director of the Technology Department, the district will need $4.9 million to upgrade new computers and fund the technology plan. How do you plan to accomplish this? Before I sign off on the technology plan I will need to know how much of it directly benefits students and teachers and in what ways? How much of it is for administrative purposes? Are we receiving the best prices possible? Where can we reduce costs? Any funding not already planned for will have to come from uncovering wasteful spending and moving those funds to better uses. 5. Against what metrics will you assess district leadership s attainment of key goals? How will you know when a program or decision has been successful? Does district leadership share the same key goals? It seems not, so we should start by agreeing to some key goals like: Finding the wasteful spending and using that money to improve the quality of our children s education. More parental choice Making sure that we have the best teachers we can afford. Raising the standards More parental involvement Asking for and receiving more volunteers from the community to help in the classroom. How will I know when a program or decision had been successful? Student success is the bottom line. Are our students motivated to learn and succeed? This can be measured by whether or not our rating in the state is improving. 6. What outputs matter most to you? How will you be accountable for them as a school board member? We must do a much better job of educating our children with the revenues we receive currently. If I am not able to work with the rest of the district leadership to make positive improvements to the education of our children, using the available resources, then there will be no point in me running for school board again. Our children are too precious to waste any more time waiting and hoping the next person will see things my way and vote with me. No more business as usual. 2 Wilson
5 7. Where do you stand on outsourcing services such as transportation and custodial? On what evidence have you based your conclusion? I will always insist on looking for ways to save our hard earned tax dollars and use more of the revenue for its intended purpose, to educate our children. However, first and foremost, we must keep them safe. That is just common sense. 8. Do you support the ballot referendum that will be on the November ballot? Do you feel Ad Valorem taxes are an equitable way for the community to fund the school system? No, I do not support tax increases. Government needs to do a better job in how they spend our money. No, I do not think that property taxes are the best way to fund our school system, but until we can convince our legislators to change the laws we are stuck with it. 9. Do you support an elected or appointed Superintendent? What is the ideal relationship between the Board and the Superintendent? I think that the Board would be able to accomplish more if the Superintendent were appointed. An appointed Superintendent would then have to answer to the board, much as the County Administrator answers to the Board of County Commissioners. The relationship between the Board and the Superintendent must be one of shared vision, goals and cooperation, with checks and balances. There needs to be accountability added to the equation. 10. What specific steps would you take as a school board member to improve transparency and make school district information more widely available? I would vote to: Televise the public input portion of the meetings, Hold the meetings in a larger venue. Make better use of the web site and social media. Encourage more involvement form the community to get the information out to the public. 3 Wilson
