Teck provided a Project and regulatory update, discussed proposed winter drilling activities, and explained the. Fort McKay's CAG requested that Teck's mapping material show the location of Fort McKay, and also asked for exact distances from the Project to Fort McKay's Moose Lake reserve areas. At the next CAG meeting, provide maps showing the location of Fort McKay relative to the Project, and provide distances from the Project to the Moose Lake reserve areas Cole July 15, 2013 Meeting, Cole Alvaro Pinto, Bori Arrobo, Wayne Courchene Teck / Fort McKay Meeting Teck and the Fort McKay Sustainability Department held a meeting in Fort McKay to debrief on the CAG meeting held earlier in the day, discuss the progress of consultations on the proposed 2014 winter drilling program, discuss the timing and planning for long term agreement negotiations, and discuss the planning for Teck's community investment activities in the community. Await response July 15, 2013 Letter Cathleen O'Brien Camille Almeida, Carolyn Dunn, Amanda Black, Melody Lepine The MCFN formally requested that Teck be required to undertake and submit a new environmental impact assessment (EIA) for the Frontier Project as a result of the recently announced asset between Teck and Shell. The MCFN outline a supporting rationale. Specifically, the MCFN cite concerns with procedural fairness in the MCFN's review of the Project EIA, environmental impact assessment best practices and the Crown's duty to consult with the MCFN with clear and accurate Project information. Respond and letter for July 16, 2013 Meeting, Neil Sandstrom, Cole Melanie Dene Teck / GIR Meeting Teck met with the MCFN GIR to provide a Project update, review the, discuss the proposed 2014 winter drilling program, receive an update on GIR activities, technical reviews, and the MCFN Indigenous Knowledge (IK) study being undertaken. Both parties also discussed final details for the MCFN Advisory Committee meeting in Fort Chipewyan on July 17, MCFN indicated that the IK study was not yet complete and would be provided to Teck once it had been completed. 3 July 16, 2013 Letter Ian Mackenzie Cathleen O'Brien Camille Almeida, Carolyn Dunn, Amanda Black,, Sheila Risbud, Neil Sandstrom, Jhernelyn Parinas Teck responded to the MCFN letter of July 15, 2013 clarifying aspects of the asset and responding to the MCFN's rationale that supports their request that Teck be required to undertake a new EIA. Await response See letter for July 17, 2013 Meeting Cole, Neil Sandstrom, Janais Turuk Jocelyn Marten, Delaney Greig Teck / MCFN AC Meeting Teck met with the MCFN advisory committee (AC) established to consult with community members on the Frontier Project. Teck gave a history of the company, provided an overview of the Frontier Project, discussed environmental mitigations proposed in the Project application, Provide revised and concluded the meeting with a boat trip led by community members to the Peace Athabasca maps at the next Delta. At the meeting, members of the AC expressed concerns regarding Project communication meeting, work with materials and mapping, indicating that names of key landmarks used were not the same as the the community to community names used by MCFN. AC members also expressed concerns about the risks of follow MCFN acid rain as a result of emissions, water withdrawals from the Athabasca River, risks to the naming Ronald Lake Bison Herd as a result of noise and land disturbance, concerns over the potential conventions for effects to the Peace Athabasca Delta and Buckton Creek, risks to the hot springs known by the key landmarks, community to be located in the vicinity of the Project, dropping water levels in the region, and and plan for further confusion over Teck's communication of the Buckton Creek flow splitter. The MCFN AC AC meetings. requested revised mapping materials to understand the Project footprint, and also requested more Teck meetings to continue discussions. See meeting summary for. and meeting minutes for additional information and context Cole July 31, 2013 Letter Ian Mackenzie Cathleen O'Brien Camille Almeida, Carolyn Dunn, Amanda Black, Kelly Kennedy, Corinne Kistensen, David Haddon, Stacy MacDonald, Andrea Larson Alberta Environment and Sustainable Resources Development, the Canadian Environmental Assessment Agency and the Alberta Energy Regulator jointly responded to the MCFN's July 15, 2013 letter requesting that Teck undertake a new EIA as a result of the. The departments informed the MCFN that they expected details of any changes and associate impacts will be provided as part of Teck's response to Round 2 Supplemental Information Requests (SIRs). The Round 2 SIRs will be reviewed and any inaccuracies and gaps in information will need to be addressed by Teck in subsequent SIRs. The government will work with Aboriginal communities that wish to provide comment. None See letter for August 19, 2013 Letter Melody Lepine Cheryl Baraniecki, Carolyn Dunn, Mark Gustafson, David Ingstrup, Tim Burggraaff Bison Environment Canada responded to the MCFN's letter of July 10, 2013 regarding concerns expressed about bison from the Frontier Project. Environment Canada informed the MCFN that identification of adverse effects to bison will occur through the environmental assessment process and that the Government of Canada is committed to consulting with Aboriginal communities on matters related to the Frontier Project, including effects to bison and that consultation occurs through the environmental assessment process. Environment Canada also outlined their role in conserving biodiversity in the oil sands region as a result of legislation such as the Species at Risk Act. Environment Canada also informed MCFN that the management of species at risk on provincial land is a provincial responsibility. None

A. Annand clarified that the Frontier Project traditional land use (TLU) study is not yet complete and that a sharing agreement must be in place for the ACFN to share the study with Teck. ACFN outlined concerns with Teck's assertion that the Project's terms of reference have been met with respect to traditional land use. ACFN also expressed concern with Teck's assertion that the TLU study is conservative as a result of the asset and reduced footprint. The ACFN expressed concerns about the accuracy of information in the TLU given the reduction in Project footprint. ACFN informed Teck that their consultants are developing a scope of work and budget to update the TLU to reflect changes in the Frontier Project and would be providing this in the near future. Respond and for July 5, 2013 (12:04pm) Amanda Annand TK Protocol A. Annand requests that Teck amend the TK request form previously provided to further reflect changes in the Frontier Project. Revise form and resend July 8, 2013 (10:11am) Amanda Annand TK Protocol J. Turuk informed A. Annand that Teck is updating the map, however, did not see any other edits that needed to be made. Await response July 13, 2013 (10:49am) Amanda Annand Carolyn Dunn, Ian Mackenzie, Doreen Somers, Meghan, Ian Mackenzie Frontier Project TUS Teck responded to ACFN's July 2, clarifying that it is Teck's opinion that the terms of reference have been met and that the regulators will be determining technical completeness once SIRs have been answered. Teck requested that ACFN direct concerns about technical completeness to the regulators. Teck committed to reviewing a scope of work for an update to the TUS for the Frontier Project upon receipt. ACFN proposed combining reviews that were to be conducted separately given timeframes for Teck responding to Round 2 SIRs. Review invoicing spreadsheet and respond August 6, 2013 Letter Ian Mackenzie Doreen Somers Carolyn Dunn, Janais Turuk ACFN provided a letter to CEAA expressing concern regarding Teck's belief that the current EIA is conservative with a reduction in Project footprint and the ACFN's ability to provide comment on the effect of the asset given comment has already been provided on Teck's response to Round 1 SIRs. ACFN requests that Teck be required to update the EIA for the Project and that the ACFN are provided the opportunity to review the updated information and submit information requests as required. CEAA and other regulators will review the information and identify any inaccuracies or gaps. CEAA will consult with the ACFN and the ACFN will be invited to provide comments on Teck's responses.
