1 UINTA COUNTY SCHOOL DISTRICT NUMBER ONE MINUTES BOARD OF TRUSTEES January 10, :00 P.M. The regular meeting of the Board of Trustees for Uinta County School District Number One, State of Wyoming, was held on the 10 th day of January, 2017, at 7:00 p.m. in the Board Room of the Educational Service Center, 537 Tenth Street, Evanston, Wyoming. 1. Open Meeting Chairman Torres noted a quorum present and called the meeting to order at 7:00 p.m. Board Members present were Jenny Welling, Jami Brackin, Tammy Walker, Kay Fackrell, Cassie Torres, Josh Welling and Kim Bateman. Others present were Superintendent Thomas, administrative, certified and support staff members, community members. Approximate number in attendance was Approve Agenda Superintendent Thomas suggested an amendment to the agenda to remove discussion item 6D Policy EEBE/GBCD and adding the City of Evanston Land Swap as new discussion item 6D. We would move discussion of policy EEBE/GBCD to the January work session agenda. Mr. Fackrell moved to remove discussion item 6D Policy EEBE/GBCD as suggested; second by Ms. Bateman; motion carried unanimously. Ms. Welling moved to add discussion item 6D City of Evanston Land Swap to the agenda; second by Mr. Welling; motion carried unanimously. Ms. Bateman moved to approve the agenda as amended; second by Ms. Welling; motion carried unanimously. 3. Approve Minutes Ms. Bateman moved to approve the December 13, 2016 and January 3, 2017 minutes as written; second by Mr. Welling; motion carried unanimously. 4. Approve Payment of Bills a. Ms. Bateman moved to approve the payment of bills as presented; second by Mr. Welling; motion carried unanimously. b. Simple Budget Superintendent Thomas informed the board that we have received 52.5% of the revenues and have spent 40.3% in expenditures. 5. Communications a. Student Recognition Jason Mitchell, DMS Teacher, introduced a student, Osbaldo Ibarra, and informed board members of his recent act of heroism at DMS. During class in the swimming pool, one of Osbaldo s peers was in trouble in the deep water. Mr. Mitchell said that by the time he could get one shoe off, Osbaldo was in the pool saving his classmate and friend. Mr. Mitchell presented Osbaldo with a plaque recognizing his act of heroism. b. Public Comments - N/A

2 Page 2 of 6 Superintendent Thomas informed board members that we have a video camera set up tonight for them to preview what it will look like to have them for our meetings. With all the cameras that have been set up in the schools, this will be the next step to start live streaming board meetings. We will have two cameras set up in the boardroom; one showing the board members and one showing the audience. We will live stream it through either our district facebook page or website, depending on where technology director, Jaraun Dennis, decides would be the best location. He thinks this will be great for the community. 6. Discussion Items a. EBCD - Emergency Closing Superintendent Thomas reviewed our current policy and procedure for emergency closing and has updated EBCD-R with what we do now. He explained the process of determining if we will have a delayed start or a school closure. We have to communicate with the City of Evanston and our maintenance crews to determine where they are with snow removal. He stated that temperature also plays a factor in the decision, and reviewed the guidelines for that. There can also be issues with equipment and buses running in cold temperatures, or our ability to move snow and get students to school that affect emergency closing decisions. The number one issue is the safety of our students and staff. He gave examples of past closures and said we spend more time getting people unstuck trying to get their kids to school. He explained the procedure if we can t get students home due to weather or road closures. Ms. Brackin said she likes the wording in the policy. She said the issue is with little kids walking to school when temperature is a factor, so we need to be mindful of that. Superintendent Thomas said that wind chill can raise issues and we can sometimes use a delayed start for that. When we called the snow day on January 5th, we still had students show up at school. When it was -17 and -35 in areas of town, it was also a concern for students. Ms. Bateman asked how the district notifies the community and parents of a delayed start or school closing. Superintendent Thomas said parents are notified through Power School and can choose to be notified through text, voice or . We also put it on our district facebook page and website, along with the radio station. It will be the same notification if we have a severe weather event during the school day. The decision is made by himself and transportation director, George Dickerson, with the information they have collected. He then contacts Jaraun Dennis, Technology Director, so that notifications can start going out. Then administrators and principals are notified and they will inform their staff. Mr. Dickerson said he only had two parents call last week on the snow day. What Mr. Dennis is doing for notifications is working much better than before. Superintendent Thomas said that KUTV News got the notification as well. He noted that parents have to give the school valid phone numbers in order for Power School to notify them. Mr. Fackrell asked what fuel our buses run on and Mr. Dickerson said they all run on diesel. They can be out on the road and still gel up. Chairman Torres said she

3 Page 3 of 6 started looking around to see if other districts have a specific temperature reference for closing school and Jackson was the only one at -25 degrees. Other districts were at the discretion of the superintendent and those involved in the decision making. Ms. Walker said she asked to review this policy because she wanted to know what we use to determine temperature. Superintendent Thomas said he uses AccuWeather and UDOT, and Mr. Dickerson said he uses three different sites. With different temperatures in town, people may have issues with the decision. If people call about the temperature being too cold, we tell them if they feel it s unsafe for their child, they can choose to keep them home. Chairman Torres asked what the attendance was on the -17 degree day. Jason and Mindy Mitchell, DMS teachers, said it was normal. Superintendent Thomas he will plan to bring this back to the January work session for first reading approval. b. Board Retreat - Policy Governance (Possible dates 2/7 & 9, or 2/21 & 23) - 6:00 p.m. Superintendent Thomas said it is important to do this training. He discussed possible dates with board members and it was decided to hold the training on Wednesday, February 8th. Dinner will be at 5:30 p.m. and the training will run from 6:00 p.m. to 9:30 p.m. c. WSBA Legislative Forum Superintendent Thomas said we haven t attended for a few years, as we were not able to actually meet with legislators before. He believes with the things happening in the state, he really needs to go this year. We will have dinner with our two local legislators while there. We will leave on Sunday morning, February 12th and return on Monday evening, February 13th. Board members need to let Cheri know by Wednesday, January 11th, if they are planning to attend. d. City of Evanston Land Swap Superintendent Thomas said he met with the City of Evanston regarding a possible land swap. The City wants to swap a piece of land by the high school for two smaller pieces of land that the district owns. Our two pieces of land are: 1) Between the sand volleyball court and Overthrust Road (between EMS football field and 6th Street), 2) A triangle piece on the corner of Saddle Ridge and South Ridge Roads. The two pieces of land equal 2.04 acres. The City s property is 8 acres south of the EHS practice field. We will want to make sure it includes the land from Bodine Ave. to parallel with our soccer field. The City has lots of hoops to jump through on their end and we will have to check with the School Facilities Department on our part of the swap. Chairman Torres said it would be a win-win for everybody. Student Representative, Kelsi Diaz, asked if we have a plan for the property. Superintendent Thomas said right now, we do not have anything specific. Maybe it could be a soccer field or swap it for other property at a later time. We don t want to lose that access road, as it is the only access for an ambulance to the practice field. 7. Action Items

4 Page 4 of 6 a. C-V Board Position Superintendent Thomas said that Trustee Bateman has expressed interest in serving on the Region V BOCES board. Ms. Brackin nominated Kim Bateman for the C-V board position; second by Ms. Welling; the nomination carried unanimously. Ms. Welling moved to approve the appointment of Kim Bateman to the C-V board; second by Mr. Welling; motion carried unanimously. b. First Reading BBFA (Board Member Conflict of Interest) Superintendent Thomas said he used the sample policy from the Wyoming School Boards Assn. and deleted one paragraph. This policy follows statutes and doesn t go beyond. It sets up the idea that the board can monitor itself. It does go beyond hiring and firing. The board has to decide if they want to go beyond statute with this policy. Ms. Brackin moved to grant first reading approval of Policy BBFA as presented; second by Ms. Walker. Superintendent Thomas said that Chairman Torres contacted all the school districts and only one district goes beyond state statute and that is Hot Springs. Ms. Brackin said that we know how small our town and state is; the policy gives some flexibility and it allows board members to monitor themselves. She talked about conflict of interest and said it is not just removing yourself from the vote, but from the discussion also. Ms. Bateman said there have not been issues in the recent past; she and Chairman Torres have removed themselves when necessary. Superintendent Thomas said that Trustee Barker has the most issue with this policy. He talked about issues in the past that Mr. Barker has seen and has concerns about. Ms. Bateman said Mr. Barker would be happy with having the policy address board members having a spouse working for the district. Ms. Brackin discussed conflict of interest and said that she doesn t really see the spouse issue as a conflict of interest. There was brief discussion on possible past issues that have taken place, causing a conflict of interest. Superintendent Thomas said that each board member has an area of influence; that s how they got elected. That s why board members call him; he looks into it and calls them back with an update. Ms. Walker talked about the influence board members have and asked if they should physically remove themselves from the discussion by leaving the room. Chairman Torres asked if the policy should be in policy governance as well. Superintendent Thomas said he will work on the policy and get it to the school attorney for review. Upon a call for the vote, first reading approval was granted; motion carried unanimously. c. First Reading GCPA/GDPA Reduction-In-Force Policy Superintendent Thomas said we may not be ready for first reading, as it is that important, but we are under a time constraint. He went to districts who had to put this policy in place this year, Campbell County, Sweetwater County #2 and Laramie County #1, and put a policy together with their information. The policy has gone from six pages to three pages. This will give us some flexibility and it will not be based just on seniority. Ms. Brackin said it builds in a matrix with flexibility in the decision making of a RIF. Superintendent Thomas reviewed details of the policy, specifically Section D that talks about the order/priority matrix in a RIF situation. He sent this

5 Page 5 of 6 policy to board members and assistant superintendents for review. He will send it to principals and staff and encourage them to talk to him if they have questions. The EEA may also want to talk about the policy. Ms. Brackin said that generally, RIF policies have timeline built in. Superintendent Thomas said that is under the Recall Procedures section on page 2. He said we are the only district who offers a RIF policy to support staff because support staff are at-will employees. We provide more security than most districts and he feels it s the right thing to do. Support staff can be RIF d and then be recalled back to a different position. Ms. Brackin said that with at-will employees, we can run a legal risk by changing their job and giving them a property right. It is the right thing to do, but it is a risk. Superintendent Thomas said we could go the way of other districts, but that would take away a RIF policy that s been in place since He noted that both times we RIF d, it was support staff, but all were recalled. It is no longer a coin toss; it is based on the skill, ability and seniority. Two readings will take us to the middle of February. Ms. Brackin said she is hesitant since principals haven t seen it yet. Superintendent Thomas said it would be okay to do first reading at the January work session and do the second reading at the February 14th regular board meeting. He noted that the school attorney hasn t seen it yet. He is curious to see what staff will think about this. He borrowed wording from Gillette, who RIF d thirty teachers this year. Their policy was updated in September He borrowed wording from Sweetwater County #2 and Laramie County #1 as well. He will put it out to staff and the school attorney for review. Ms. Brackin moved to table Policy GCPA/GDPA until the January work session; second by Mr. Fackrell; motion carried unanimously. d. School Make-Up Day Superintendent Thomas said we usually wait, but he has to report to the WDE within two weeks that we had a snow day and when we will make it up. There is a form/report he has to fill out and return. He gave several dates as options for making up the day, and suggested that we go with March 24th. It is a parent/teacher conference day, and we can have students go to school for a half day to make up for the snow day. It would be a full day for staff. This allows us to meet the WDE contact days for students. If we have additional snow days, we will use the calendar inclement weather make up days on June 5th and 6th. Ms. Brackin moved to approve March 24, 2017 as a snow make-up day; second by Mr. Welling; motion carried unanimously. 8. Executive Session (Personnel) - Ms. Welling moved to go into executive session for personnel matters; second by Mr. Welling; motion carried unanimously. The board went into executive session at 8:10 p.m. and reconvened in open session at 8:17 p.m. Ms. Bateman moved to reconvene in open session; second by Mr. Welling; motion carried unanimously. 9. Action Item a. Ratification of Evanston Middle School Mediation Agreement - Superintendent Thomas said we are getting closer, but we are still not there yet. Ms. Brackin

6 Page 6 of 6 moved to table this item until the January work session; second by Ms. Welling; motion carried unanimously. 10. Board Roundtable Mr. Fackrell said that EMS had a TGIF Day and that it went well. It is the first time they have tried it and heard it was successful. Chairman Torres attended the New Board Chairmanship training over the weekend in Casper. It was a good training and there were new and seasoned individuals there. She encouraged everyone to attend the WSBA trainings when they can, as it is worth it and is very good. There is a training for new board members in Riverton this weekend. Ms. Welling said there will be boys and girls basketball at home this Thursday and Friday against Lyman and Star Valley. 11.
