Seconded by Rita MINUTES FROM PREVIOUS MEETING: Christine Fisk s role on the committee was clarified as only being co-opted on for employing the Community Development Officer. Minutes of meeting held on 18 th August 2014 were approved as a true and correct record. Moved by Ian PREVIOUS MEETING ACTION LIST: Ian and Dean to apply for MDC grant, applications close 31 st October Election of Chairperson Election of Treasurer Conflict of Interest Register HCA Committee Minutes 1/5 Minutes Dean Steele to be the new Chairman of the Havelock Community Association. Seconded by Muff Sandra Sewell to continue on as Treasurer of the Havelock Community Association The following committee members declared their conflict of interest: Bruce Chamberlain Pelorus Water Taxis Christine Fisk - supplies HCA office with staffroom supplies Shane McKay - Blue Moon Lodge Dean Steele Havelock Motel and Motor Lodge, Chartered Accountant with local clients. Barbara Faulls - Smiths Farm Holiday Park, Queen Charlotte Track Inc., HAPNZ, Link Pathway Trust, Havelock 20/20, Linkwater School fund raising committee, PPM Inc, Grow Marlborough committee, DM Board
2 Insurance protection for committee members Reports Tabled: Ian Cameron - Havelock Lions and Havelock Theatre Company John McLean - Commercial property in main street Havelock, member of the Havelock Business Group Del Carrodus - Havelock Sounds and Water Taxis, Havelock Business Group Rita Jacobson - Havelock Museum Trevor Hook has offered to look at what insurance the HCA has and if it is adequate. Bruce to Liaise with Trevor. Aged Receivables Aged Payables Profit and Loss Balance Sheet All Building repairs and maintenance will be deferred till Sandra has reviewed the budget. The camp has always run at a loss through the winter months. A lot of money has been spent on capital improvements over the years. Need to look at putting a marketing budget in place however this will cost money and a new communication strategy will be implemented. Starting with John and Ian working with the Havelock School so that the community becomes more involved through a community/school newsletter. Neville Pickering would like to see a breakdown of administration costs and motor camp wages. It is advised that there is a need for procedures and separation of duties to mitigate previous problems the HCA had years ago with fraud. It was advised to new committee members that if you table information on the night you need to have enough copies so other committee members know what you are talking about. The HCA has received funding in the past to pay for the office rental. Will need to apply for further funding as there is no office rental for the new Community Development Officer. Correspondence August 2014 Creditors approved for payment. Richard Glover Richard spoke about up and coming music Mayhem event: Sun 12 October at the Havelock Town Hall. Havelock Business Groups request for HCA membership list was discussed, but due to confidentiality we can provide numbers only, not names. Pelorus Promotions Aquaculture centre Bruce spoke about the proposed aquaculture centre. This is a work in progress, but is seen as something that HCA Committee Minutes 2/5
3 could put Havelock on the map by providing another activity for visitors. Charities Service If there is a meeting in Nelson then Ian will attend. Pelorus Promotions - Del advises that it was a closed group discussion re signage and that other businesses have missed an opportunity. Del on behalf of the business group has responded to Pelorus Promotions letter as he believes there wasn t enough public discussion regarding it. There was some discussion and Shane confirmed that currently the Havelock signage plan is only at stage one. The signs being discussed are solely funded by three members. Stage two of the signage will deal with other business signage through the town. Motor Camp Outgoing correspondence was accepted. Seconded by Bruce This month the motor camp lost a few long term tenants to other accommodation providers in Havelock. This has caused the projected budget to fall below what was expected. Camp managers report was read out by Muff Moved by Muff Town Assets Motor Camp Subcommittee Motor Camp review will be discussed in-committee. Currently the HCA look after four town assets, the Town Hall, Sports Pavilion, Medical Centre and Motor Camp. A HCA member from the floor asked the question why the MDC doesn t look after them so the HCA can just concentrate on other important things. The committee responded that this year they will apply to MDC in the annual plan for funding to look after these assets. Shane, Dean and Barbara exclude themselves from the discussion due to conflict of interest. Boardwalk Signage The new sub-committee for the Havelock Motor Camp are John McLean, Muff Newton and Ian Cameron. Moved by Del Pat asked why Rick Edmonds can do it without funding and the HCA cant. Trevor Hook from the MDC confirmed that Rick has received funding. To date the HCA has not received any funds for the proposed boardwalk, however, there is a sub-committee that has been meeting regularly to get the ball moving and there will be a public meeting soon once more details are known. It is a slow process, want to get signs on all entrances to Havelock. When Andrew James and MDC have their ends sorted then there will be a public meeting. There are different types of signage, inside the 50Km area and outside the 50Km area, brown, green and blue signage. Del suggested that perhaps HCA Committee Minutes 3/5
4 they could be divided into different groups so everyone in the community had the opportunity to get in on signage. MDC appointee on the committee Constitution Memberships to be ratified Jim spoke about his involvement with Andrew James and the procedures regarding commercial signage. Jim he could have done all the signage on his own but is wanting to involve the community. Graeme Barsanti will continue his role with the Havelock Community Association. If there are specific issues that HCA needs advice on we will apply to Council on a one by one basis. At a later date the constitution will need to be rewritten as there was a lot of confusion prior to the AGM due to interpretation of the wording. At this stage Christine will take notes of changes required as they come to light. Dean Steele removed himself from this discussion due to conflict of interest. HV2020 Use of Broadband for expo Community Development Officer/Advisor Del kindly offered to take this back to the Havelock Business Group to see if they could help with a donation. HV2020 can use the HCA broadband connection when they hire the Hall for the Havelock Expo. A report from the recruitment sub-committee was tabled and read aloud by Christine Fisk. Pat Copp asked what the Community Development Officer will do. As previously advised at the AGM and at several other public meetings there is a job description and a complete breakdown of the DIA grant in the HCA HCA Committee Minutes 4/5
5 Communication Website office. Basically they will be working on community branding to make our community more sustainable. Pat Copp asked for clarification on the 2 week rule regarding motions and speaking rights of the Chair. Del commented that the openness tonight is how we would like it to continue. Currently HCA use Pelorus Peoples website as HCA has no website. The question was asked whether we need to have our own website. A member from the floor explained that when you google Havelock there are already websites and it becomes confusing. We need to be working together with these other websites, not against them. Medical Centre Havelock Business Group News HV2020 News Moved to apply to Pub Charity for assistance to create a new HCA website. Ian has not got the 2 quotes for carpet at the medical centre due to the lack of funds. Del explained what the Havelock Business group represent. Ian Cameron working on Community Bus: is there a need for it in our community? Thank you letter Barbara working on increasing community and Marlborough buy in. She has a few ideas that the HV2020 is pursuing but is open to all other suggestions. Letter to Maurice Horne from the HCA for all his efforts over the years.
